Roundup: Delving into Wright’s emails

Nothing too explosive in the Duffy trial yesterday, but more those emails from Monday are certainly creating a bit of a stir, showing the PMO ignored the scandal for the first while, how Harper’s lawyer ended up disagreeing with Harper on the residency questions, and how Duffy didn’t want to repay anything because it would have made him look guilty, which he certainly didn’t think he was. Most of those players in the emails are still around Harper today. Incidentally, Pamela Wallin’s travel claims also come up in the emails. Andrew Coyne meanwhile has sorted through them and come to a conclusion on his own, so I’ll let him:

Roundup: A marginal, ineffective drug announcement

A pattern is quickly emerging from the Conservatives as they roll out policy in this election – it’s all marginal, and it’s all populist, with little to no actual sense in the real world. First it was peanuts worth of tax credits for home renos (with zero economic justification), then a promise to ban “terror tourism” (with no real workable way to do it that would meet the Charter test). Yesterday was little different, with a lame announcement about tough-on-drugs, claiming that their anti-drug strategy is “working” (Really? How?), misrepresenting the issue of legalisation (with rhetoric that suggested that if they criminalise smoking that’ll help stop the problem), and throwing a bit or money at a fairly useless measure while ignoring proven steps like safe-injection sites, which not only reduce harm but do help get addicts into treatment. So with that, I’ll leave it to Dan Gardner to eviscerate this proposal:

Roundup: Cheap outrage and bad design

An op-ed in the Ottawa Citizen caught my eye yesterday, which talked about the reason why we get so much bad architecture here in the Nation’s Capital. Much of the government’s real estate is controlled by the department of Public Works, and there is a legitimate fear that anytime there’s good design, they’ll be criticised for spending money. And this is where I get both sad and angry (or “sangry,” as one fellow journo has dubbed). We have developed a culture of cheap outrage in this country, thanks to groups like the Canadian Taxpayers Federation, and media outlets keen on cashing in on the cheap headlines that a high dollar figure out of context will generate. One of the worst offenders was Greg Weston, formerly of Sun News and later CBC (since retired from journalism). Anytime money was spent, well, he’d be all over how awful it was. New “temporary” committee rooms for Parliamentarians that have *gasp!* wood panelling! Millions of dollars! We can’t have that! (Never mind that “temporary” means something on the order of 20 years). The renovations to the West Block which includes the glassed-in courtyard that will house the temporary House of Commons? Millions of dollars! Outrageous! (Never mind that that same glassed-in courtyard will find new life as committee rooms after the Commons moves back to the Centre Block). Apparently it’s terrible if parliamentarians are not made to sit in portables during renovations, or that the context of those high dollar figures is something akin to them being halfway reasonable considering what has to go into that kind of work. How much do you expect a glass roof in keeping with the neo-Gothic architecture is supposed to cost anyway? It’s the same with the government selling off diplomatic residences and insisting that our ambassadors serve Ritz crackers and ginger ale at functions. Gods forbid that we actually put on a good face for stakeholders or visiting dignitaries, or even other Canadians to show a hint of prestige, that this is the national capital. No, anything that even hints at costing money must be treated as heresy. It’s sad that we perpetuate this mindset, and not reserve the outrage for legitimate boondoggles and wastes of money. No, instead we make it so that nobody can have nice things, and we all suffer as a result.

Roundup: Leave it to (yet another) Officer

Thomas Mulcair has written to the two other main party leaders about establishing a process to deal with MP-to-MP harassment, and proposes a clear definition in the Standing Orders, an independent Officer of Parliament to deal with complaints, training for MPs and staff, and to ensure that the process protects the rights of victims including to privacy. While some of this sounds reasonable on the surface, there are a few flags to my eye, some of it centred around the creation of yet another Officer, which gives the impression that this kind of thing is commonplace enough that you would need someone to deal with it full-time, rather than amending the mandate of the Conflict of Interest and Ethics Commissioner, for example, to deal with these kinds of issues as well. The proliferation of these Officers is actually a problem, and much like the NDP’s desire to blow up the Board of Internal Economy to create a new bureaucracy to deal with the administration of the Commons, it’s a problem that seeks to remove the self-governing powers from MPs. This is an issue that needs actual debate – if the message is that we can’t trust MPs to manage their own affairs, then what does that say about their ability to manage the country’s affairs? In a way it’s almost infantilizing them, and that should be concerning. Liberal colleagues say that they want the investigations taken care of quickly, and it was noted that there had been discussion of a harassment policy arising from a 2012 document by the Inter-Parliamentary Union, and that members of all parties were to take it back to their caucuses to discuss the matter, but it hadn’t moved forward since. Paul Wells looks at these harassment allegations in the broader picture of the sad place that the capital finds itself in at the moment.

Roundup: Raising the spectre of domestic terror

It was an odd event yesterday – a Conservative MP asking the PM during Question Period to respond to “unconfirmed reports” to a domestic terrorism link to a hit-and-run case in Quebec involving two members of the Canadian Forces, where the suspect was shot and later died. It was only hours later that the RCMP released a brief statement that the suspect was known to them, and that he may have been radicalised. It’s still early days in the investigation, but one wonders if it’s perhaps too soon to suddenly believe we have ISIS cells operating in Canada, and that this wasn’t an isolated incident where one individual who, by all accounts, was a recent convert for whatever reason, and decided to act on the vague ISIS threats that were made public in media reports. I guess time will tell, but expect the government to start using this incident as justification for greater counter-terror legislation. At the same time as this story was breaking, the Director of Operations of CSIS was at a Senate committee, saying that they do the best they can with prioritizing their investigations, but can’t cover every base because of budget limitations. Duly noted.

Roundup: Lost ship found

At long last, part of the mystery of the Franklin Expedition has been solved, as we have located one of the two sunken ships, and relatively intact as well, meaning that we can likely send divers there within the next few days. It’s caused a bit of a global buzz, and even Her Majesty sent congratulations on the find, which is lovely. While Harper is pleased as punch, and his detractors bemoaning that he’s spending resources on this and not other issues, it bears reminding that this is also part of our bid to map the ocean floor as part of obligations we face under the Arctic claims process before the UN. Not to mention, the Franklin Expedition has captured our imaginations for a few generations now, and it’s nice to see some answers will finally be found.

Roundup: The baton is handed off

Despite the short window of planning, the Day of Honour went off rather well yesterday, and Stephen Harper didn’t commit a gigantic breach of protocol when he turned over the last flag from Kabul – inside of an ornately carved baton carried by a group of soldiers who passed it along in a relay from the base at Trenton – over to the Governor General after it had been passed to him. This was a last-minute addition to the programme, no doubt sparked by the outcry about the planned breach of protocol. Nevertheless, the fact that Harper inserted himself into that handing off of the flag innately politicised the whole affair, and taints the whole separation from the government of the day by which the military operates. It’s why they answer to Her Majesty and the Governor General is the Commander-in-Chief – so that they are not tied to the politics of the day. And yet Harper needed to become part of that, his presidential envy still evident. While the ceremony included soldiers giving thanks for support and the GG and Harper giving thanks to them on behalf of the country, events took place around the country, Thomas Mulcair in Montreal and Justin Trudeau in Calgary. QP: Paul Calandra, once again

With the Rob Ford sideshow still sucking the oxygen out of the news cycle, and none of the leaders in the House, it was either going to be a quiet QP, or an utter gong show — rarely is it anything in between when the leaders are away. Megan Leslie stated off by asking a question about the relief efforts to the Philippines after the typhoon. Chrisitian Paradis stood up to laud the efforts of the DART, and that the government commitments to relief stand at nearly $40 million. Nycole Turmel was up next, and asked about the expedited immigration for those affected. Costas Menegakis reiterated some of the measures that the government was taking. Turmel and Leslie then returned to the issue of ClusterDuff timelines, but Paul Calandra responded with the usual lines about how the Prime Minister was unaware of what happened. For her final question, Leslie asked about the revelations about Michael Sona being in Aruba when he allegedly bragged about the robocall scheme — which isn’t actually government business — and Calandra didn’t really give an answer in any case. For the Liberals, Ralph Goodale returned to the topics of the staffers in the PMO involved in the ClusterDuff affair, but Paul Calandra told him to repeat the allegations outside of the Chamber. For the final question, Marc Garneau asked about a February 20th email that directed some PMO staff to assist Senator Duffy, and why were they still employed? Calandra insisted that the PM was clear that he wouldn’t have stood for these actions.

Roundup: Duffy’s lawyer throws some bombs

It was quite the noon hour revelation, as embattled Senator Mike Duffy’s lawyer took the stage of the Charles Lynch Press Theatre, and lobbed grenades at the PMO on Duffy’s behalf – careful grenades that were all hearsay and accusation with no paper documents to back anything up. He alleged that Duffy didn’t want to have anything to do with the $90,000 repayment – not only because he didn’t think he owed anything as he had his residency cleared with the Senate leadership and Nigel Wright, but that when he was made to repay it, he pleaded that he wasn’t a wealthy man, and that Wright paid it to make the problem go away, and that if he didn’t cooperate, then they would use his residency issue to remove him from the Senate. Because you know, Duffy is the victim in all of this. It was also alleged that PMO instructed Duffy not to cooperate with auditors, and that they fed him media lines to deal with everything. Senator David Tkachuk, who then-chaired the Internal Economy Committee, denies ever threatening Duffy, especially with expulsion, which would seem to put the onus on Duffy and his lawyer to put up and reveal the documents.

Roundup: More challenges to Justice Nadon’s appointment

The Quebec bar association is now demanding that the issue of Justice Marc Nadon’s eligibility to sit on the Supreme Court as a Quebec judge be sent directly to the Supreme Court to have a swift ruling, seeing as the usual process of litigation could take some five years to work its way through. Because hey, let’s politicise this appointment even further, and set a potentially dangerous precedent for these kinds of challenges. Of course, given that this issue was foreseen (witness the legal opinion it came with), the Prime Minister could have actually avoided it all by appointing a different candidate instead.
