Roundup: Ghoulish misdirection

I continue to fume about yesterday’s ghoulish questions in Question Period, where the federal government is being blamed for the deaths in long-term care facilities because the vaccine rollout hasn’t been as expeditious as many had hoped, which is not only gross, but it’s about trying to provide cover for the (mostly conservative) premiers who have failed to do their jobs. Vaccines were never supposed to be the way we stop those deaths – actual public health measures like testing, tracing, and isolation were supposed to do the job, but the fact that premiers continued to under-fund these and didn’t invest in expanding capacity even when given billions of federal dollars to do so, were the actual solutions to preventing those deaths. But instead, these premiers and their ideological inability to grasp that in a pandemic, you need to pay people to stay home and cushion the economic shock, absolutely refused to do that and kept insisting that they re-open their economies with “a little bit of COVID” going around. Of course, that “little bit of COVID” turns into a whole lot of COVID because of exponential growth, and new variants mean even greater transmission. But the cover being given to these premiers is obscene.

And lo, we have a report that shows that provinces continue to sit on federal pandemic funds, with Ontario clocking in at $6.4 billion unspent, as they struggle to re-open schools (recall that they cut corners from the expert recommendations and then had outbreaks) and have unchecked spread of the virus in yet more long-term care facilities, which now appears to be the so-called UK variant. So what is Doug Ford doing about it? Howling that he wants the federal government to institute even more border measures including testing people when they arrive (they are already tested before they get on the planes), and trying to pretend that Pfizer is simply lying to us about not shipping us more vaccines. And guess what? Reporters are focusing on the vaccines and hounding Justin Trudeau about it rather than demanding accountability from Ford for all of the deaths in long-term care that are because of his inaction.

Roundup: Political theatre over terrorist listings

After Question Period yesterday, Jagmeet Singh rose to propose a motion that the government get serious about tackling white supremacy, which included listing the Proud Boys as a terrorist organization. After a brief interruption where Elizabeth May wanted the Soldiers of Odin added to that list – which was ruled procedurally out of order – Singh’s motion passed, and it was a big social media coup for him, which was also turned into a fundraising pitch so that they could “keep the pressure up” on the Liberals to actually go through with it.

The problem? This is all political theatre – and dangerous political theatre at that. The motion was non-binding, and does not automatically list the Proud Boys, but serves as political direction for the relevant national security agencies to do so, but they can’t actually do that, because there are clear processes set out in law to do so. The Conservatives tried this a few years ago with Iran’s Islamic Revolutionary Guard Corps, and to have them listed – which still hasn’t been done, because there’s a process, and established criteria that it appears they don’t meet the threshold of under existing Canadian law.

To add to that, this kind of precedent should be absolutely alarming because it was a year ago that there were people demanding that Indigenous protesters blockading railways be declared “terrorists,” and if this were up to votes in the Commons (though, granted, this was a motion that required unanimous consent), that could turn bad very, very fast. There are established processes for terrorist listings for a reason, and they should be respected – not being used so that MPs can pat themselves on the back and virtue-signal that they oppose white supremacy. That doesn’t solve problems and can make the jobs of legitimate national security agencies more difficult, but hey, MPs get to make some hay over Twitter, so that’s what counts, right?

Roundup: Expired election-rigging accusations

Over the past few days, there has been a bit of uproar over a Conservative Party webpage that decries attempts by the Liberals to “rig the next election in his favour,” in light of everything that we are seeing in the US. The page has since been taken down, but most people have forgotten that this pre-dated the last election in 2019, when the Conservatives objected to the last round of Elections Act changes, because of the pre-writ limits that imposed, while claiming the government could keep spending and advertising and that only the opposition was hobbled. That’s not actually correct because governments can’t be doing partisan activities (such as wearing a Conservative Party t-shirt to a government announcement, like Pierre Poilievre would do when he was briefly a minister of the Crown), and using government or even House of Commons resources for partisan activities is prohibited.

Nevertheless, it is a reminder that we are not immune to these kinds of accusations in this country, even if they are in a slightly different form or context from the Gong show that is the US post-election, and the utter mendacity of those who claim that it was “stolen.” Meanwhile, here’s CTV reporter Glen McGregor on what election law breaches have been like in Canada over the past decade, and lo, they have been from the Conservatives.

Roundup: Listing invaders as terrorists?

In the aftermath of Wednesday’s assault on Capitol Hill, Canadian officials have been trying to give some assurances that it couldn’t happen here, and that our own intelligence officials are on the ball when it comes to these right-wing extremists. Which is good to know. Meanwhile, certain leaders are demanding that the Proud Boys be declared a terrorist organisation for their role in Wednesday’s attack, so here’s former CSIS analyst Jessica Davis to explain what that would entail and what it would mean.

QP: Assertions of no PMO interference

All of the leaders were absent for the day, and not even the deputy PM was present, making it feel a little more like a Friday than a Monday. Gérard Deltell led off in English, lamenting that the prime minister wouldn’t protect the unconditional freedom of speech, and feeling there should be limits on it. François-Philippe Champagne responded with condolences for the people of France, and saying that Canada would defend freedom of expression around the world. Deltell repeated the question in French, to which Champagne warned him against politicising such a horrific incident. Deltell tried to put forward the notion that it took Trudeau twelve days to condemn the murder of that teacher in France, to which Champagne rebutted that he made a statement the following day. Deltell reminded Champagne that he is not yet prime minister, and insisted that the government was not standing by its ally in France, and Champagne rebutted that the government speaks as a whole. Deltell again returned to Trudeau citing that there are limits to freedom of expression, for which Champagne again chided him about politicising the issue. Stéphane Bergeron led for the Bloc, and he too hammered on Trudeau saying there were limits to freedom of expression, for which Champagne reiterated his that Canada stood by France and to defend freedom of expression. Bergeron accused the government of downplaying Islamic terrorism and hurting Quebec’s special relationship with France, to which Champagne repeated that Canada was standing by France. Jagmeet Singh was up next by video, and in French, after mentioning the attack in Quebec City, he demanded increased funding for mental health services, for which Patty Hajdu reminded him that they have been increasing funds for provinces for mental health services. Singh switched to English to worry about small businesses paying commercial rent, accusing Trudeau of helping “Liberal insiders” instead. Sean Fraser responded with a list of programmes available for small businesses.

QP: A minister for divination?

Justin Trudeau was in town and on another “virtual” tour while his deputy was in the Commons in his stead. Erin O’Toole led off with his script on a mini-lectern, and he tried to tease out a contradiction in the status of the pandemic early warning system, to which Chrystia Freeland slowly and calmly stated that it was the time to focus on the second wave, but post-mortems should come later as one should not change the plane’s engine after taking off. O’Toole was not mollified, and tried again, but Freeland was not dissuaded in her calm dismissal. O’Toole tried to delve into news reporting about Freeland disagreeing on closing borders earlier in the pandemic, and Freeland calmly walked through the history of the Canada-US border closure. O’Toole switched to French to decry the terrorist attack in France earlier this morning and accused the prime minister of not taking it seriously, to which Freeland corrected him and said that all Canadians are horrified by the attack and they show solidarity with France. O’Toole wondered what happened to the promised de-radicalisation centres, to which Freeland calmly stated that they never failed to step up and show leadership, and that Canada stands with France. Stéphane Bergeron led for the Bloc, even though Yves-François Blanchet was present, and he demanded an official apology for the October Crisis, to which Freeland reminded him of the period in question and of the family of the Quebec politician who was killed by extremists. Andréanne Larouche tried again, and Freeland gave a paean to democracy and the space for disagreements. Jagmeet Singh was up next for the NDP, and in French, he decried the situation in long-term care facilities but wondered where the national standards were, and Freeland slowly explained that they need to work with provinces and territories as the second wave has hit. Singh switched to English to decry that the worst problems were in for-profit homes, and made an allusion to the falsehood that the federal government owns some of these facilities. Freeland agreed that they can’t turn a blind eye to the conditions in long-term care facilities, and that the country needs to do better.

Roundup: A campaign of lies to demand Parliament’s return

For his daily presser, prime minister Justin Trudeau opened with an announcement of some $75 million in additional support for off-reserve First Nations people, Métis and Inuit, primarily those in urban situations that require additional supports. He also said that provinces – most especially Ontario and Quebec – were being offered additional federal supports for testing and contact tracing as they open up their economies, which was later confirmed in the readout of the first ministers’ teleconference that took place later in the day. During the Q&A, Trudeau also referred to China not understanding the notion of what a rule of law country is after certain comments about the detention and determination of the extradition of Meng Wanzhou (and the BC court will make its determination next Wednesday).

Meanwhile, in the special COVID-19 committee, Conservative MPs engineered outrage by demanding the government answer questions on the Harrington Lake renovations, and when they were called out for the fact that the agreement between all parties was that the special committee’s ambit was on the pandemic, they tried to justify the question by saying that if the government was granted extraordinary spending powers, they needed to ensure that it wasn’t going to these renovations – which is disingenuous bullshit because the spending for those would have been approved of years ago. Nevertheless, they bundled their outrage clips and started putting shitposts around social media to claim that because we don’t have proper parliamentary sittings right now that they weren’t allowed to ask questions that the “government doesn’t approve of” – again, which is disingenuous bullshit. Those questions weren’t in the ambit of the committee, which is why they were objected to. I’m also incredibly pissed off that they are trying to make an issue out of these renovations, calling them “secret renovations” to “mansions for the prime minister’s enjoyment,” which is out of bounds. These are official residences, and every time they get weaponised like this in order to score political points, it means that we can’t maintain them properly. That’s the reason why 24 Sussex was allowed to turn into a crumbling shitpile, and yet here they are, carrying on the same kinds of accusations that led to this situation. They refuse to learn, and we all pay the price for it.

At the same time, I am exasperated by the fact that the Conservatives are now trying to use yet more lies and disingenuous bullshit to bolster their case to bring back regular sittings of a skeletal parliament. Nobody wants these sittings more than me, but the fact that they are trying to drum up fake outrage against Trudeau, claiming he is trying to permanently sideline parliament in favour of daily press conferences (where they falsely claim that he hand-picks the journalists asking questions), is really beyond the pale. But this is what the party has become under Andrew Scheer – a haven of liars who will say anything, no matter how outrageous, in order to try and score points. The fact that people saw through this and kept him from forming government should be a lesson, but no. They are barrelling ahead with this tactic, and it boggles the mind why they think this a winner for them. Poisoning the well hurts everyone in the end – most especially Parliament as an institution, which they suddenly claim they cherish and are trying to defend.

Roundup: LEEFF details and mask recommendations

As is becoming the norm on days when there is a special committee sitting, it was the ministers who were out first – specifically Bill Morneau, who was announcing more details for the Large Employer Emergency Financing Facility (LEEFF), and how that was going to work – including more of the attached conditions such as ensuring that there was some kind of beneficial arrangement for the government in the form of warrants, and the possibility of a government observer on boards of directors.

Prime minister Justin Trudeau was up next for his daily presser, wherein he repeated his pleas to employers to use the wage subsidy to re-hire their workers, and for commercial landlords to take advantage of the rent subsidy programme, which would begin taking applications on May 25th. He also said that more assistance for large retailers would be coming.

What made no sense was the Thing that journalists made of the fact that Trudeau has increasingly been seen with a non-medical mask in certain public situations, followed by Dr. Theresa Tam making an “official recommendation” that people wear such masks when physical distancing is difficult. Erm, except she’s been saying that for weeks now, so why this was such a big deal that journalists needed to play up and then dissect the “evolution” of her position is boggling. Nothing has changed – the message has always been that these masks won’t prevent you from contracting the virus, and that you still need to maintain physical distancing and proper hygiene (and more to the fact that these masks can instill a false sense of confidence, and that people are more likely to touch their faces more with them on). But hey, our de facto parental authority figure is telling us this “officially” now, so that obviously has some kind of psychic weight, or something. (Seriously, guys).

Roundup: Threats over Keystone XL threats

Back from the Victoria Day long weekend, prime minister Justin Trudeau started off his daily presser by announcing that the government had agreed to extend the partial border closure with the US for another thirty days, before he started talking about how the government was working to expand the eligibility for the Canada Emergency Business Accounts so that more small businesses and entrepreneurs could apply for them. He also made a plea to employers to rehire their workers and use the wage subsidy programme, which is why it’s in place, but I guess we’ll see what kind of uptake that will get. In response to questions, Trudeau said that they were trying working to create a national framework around things like testing and contact tracing before the borders could re-open, but this being areas of provincial jurisdiction, it requires that kind of cooperation. On the subject of the resumption of Parliament, Trudeau was dismissive, citing concerns over MPs who may not be able or willing to head to Ottawa (as though accommodations can’t be made). When asked about the comments by Joe Biden in the US that he would cancel the permits for Keystone XL, Trudeau reminded everyone that he supported the project even before he was prime minister.

On the Keystone XL file, Alberta has recently put a $1.5 billion financial stake, alogn with $6 billion in loan guarantees, in completing said pipeline (after they pleaded poverty on keeping teaching assistants on the payroll and refusing other forms of pandemic aid in order to force them into federal coffers), so they’re threatening legal action, and Jason Kenney is promising to file a trade action if Biden is a) elected, and b) revokes the authorizations. But it also many not be that easy, and Alberta could be on the hook for major losses if this comes to pass.

QP: Being too cute on parole and Quebec

While Justin Trudeau was in town today, he was nevertheless absent from QP, for whatever the reason. Andrew Scheer led off, and he read a question about whether the government would support their Supply Day motion on committee study of the incident of the murder of a sex worker by a prisoner on parole. Bill Blair reminded him that they have ordered an investigation, and they should wait for answers before jumping to erroneous conclusions. Scheer then read a demand for parole board officers to get sexual assault training as the government plans for judges. Blair reminded him that the judges bill is important, but there was an investigation ongoing. Scheer demanded to know if the parole board officers who made that decision were still hearing cases, and Blair circuitously stated that they weren’t while laying out additional facts. Pierre Paul-Hus demanded the training for parole board officers again in French, got the same response from Blair, and Paul-Hus then demanded that the prime minister fire the parole board members, and Blair responded that the motion contains erroneous facts, but that the government would support it anyway. Yves-François Blanchet was up for the Bloc and, thinking he was clever, stated that if the government points to François Legault’s support for the New NAFTA, would they also support his demand for a single tax return form for Quebec, to which Diane Lebouthillier told him no, that was not going to happen. Blanchet then demanded the government respect the Quebec “secularism” bill, and David Lametti reminded him that groups were challenging it in the courts. Jagmeet Singh was up next for the NDP, and demanded the government stop court challenges of compensation for First Nations children, to which Marc Miller started that they would have a compensation model to propose by February 21st. Singh then raised the strikes in Regina before demanding National pharmacare and dental care, for which Patty Hajdu reminded him they were working on it, and that she welcomed his suggestions.
