QP: Appealing to the NDP Whip?

While the prime minister was away, none of the other leaders were present either, though the deputy PM was attending virtually. Luc Berthold led off, and he decried Motion 11 on extending sitting hours, and wondered if the NDP were be whipped on the vote (which…isn’t really a question to the government, as much as they’re trying to be clever about there allegedly being a coalition). Kevin Lamoureux insisted this was simply about more hours for debate, which surely nobody could object to. (Note that there are things that can be objected to, but neither side will be reasonable in the discussion). Berthold then listed off some torqued versions of this government’s ethical lapses, and wondered if someone on the other side would say enough was enough, and Lamoureux dismissed this as mere personal attacks. Berthold demanded that the RCMP re-open the investigation into the Aga Khan vacation—never mind that they already concluded that there was no evidence—and Lamoureux dismissed it again as personal attacks instead of focusing on things that matter. James Bezan took over in English to demand an RCMP investigation, and Lamoureux insisted that this was simply character assassination. Bezan tried to pretend he was a prosecutor who had obtained a witness box confession, and Lamoureux deployed the “three leaders ago” quip.

Alain Therrien led for the Bloc, and he praised the police action over the weekend with the “bike rally” and how they didn’t need the Emergencies Act, and he wondered if it was necessary at all months ago. Marco Mendicino also praised the police’s actions, and said that the invoked the Emergencies Act at the time because it was needed. Therrien spun a version of events during the occupation that presumed more federal powers than exist, and Mendicino repeated that they needed the Act that time.

Peter Julian rose for the NDP, and in French, and he lamented that federal COVID sickness benefits were expiring, and Karina Gould appeared by video to say that they extended EI sickness benefits, which was not the same thing. Daniel Blaikie took over to add some sanctimony to the question, and demanded the benefits be extended, and Gould listed actions they have taken around sick days (for federally-regulated sectors) and EI modernisation.

QP: Concerns about the scope of the inquiry

Despite the fact that he gave a press conference outside of the Chamber minutes before QP, the prime minister was not present, nor were any of the other leaders. Luc Berthold led off, and in French, he accused the government of writing the Emergencies Act inquiry’s findings before it even began. Chrystia Freeland slowly read some talking points about the blockades and occupation, and said they look forward to the inquiry report. Berthold again accused the government of fixing the report in their favour, and Freeland read that the measures were targeted and limited, and that they had a duty to protect Canadians and the economy, which they met. Berthold then switched to the torqued story on the RCMP memo and demanded a new investigation, which Freeland slowly and patiently read that the opposition was bringing up a six-year-old matter that has been settled. James Bezan took over in English to demand a new RCMP investigation, and Freeland again slowly read the same talking points in English. Bezan selectively quoted the RCMP memo, without quoting that they concluded there was no evidence, and Freeland responded that Canadians are instead demanding action on climate change, to build more house, and to support Ukraine.

Alain Therrien led for the Bloc, and he complained that a new committee was being set up to deal with the Winnipeg Lab documents without the consent of two opposition parties, and Freeland read that they came up with a reasonable solution, and that they would move ahead with this committee. Therrien repeated his complaint, and Freeland repeated her answer.

Alexandre Boulerice led for the NDP by video, and said that Quebeckers demand universal pharmacare—erm, which would be an issue of provincial jurisdiction—and demanded a federal solution. Freeland read that they announced an agreement with PEI last August as a first step, but they were continuing the work. Matthew Green raised the plan to lift the federal sickness benefit and demanded the enactment of ten paid sick days (in federally-regulated workplaces, surely). Freeland praised working with unions and their legislation to make those sick days happen.

QP: Go meet with the RCMP again

The prime minister was present today, as were all other leaders, so that was a nice change. Candice Bergen led off with her script, and she declared that “fraud on the government” occurred with relation to the prime minister’s trip to the Aga Khan’s private island—the details of which Bergen omitted and framed to sound more lurid—to which Justin Trudeau noted that this was dealt with five years ago, and that the Conservatives were focused on him while he was focused on Canadians. Bergen demanded a yes or no answer as to whether he gave himself permission to break the law, and Trudeau gave a resounding no, and that the RCMP decided there was nothing to pursue, and that it was thoroughly investigated by third parties, while the government doesn’t interfere in the RCMP’s operations. Bergen suggested that Trudeau go back to the RCMP to let them reconsider, and he more emphatically noted that government does not direct the RCMP. Luc Berthold took over in French, demanded the same response on the decision not to pursue the fraud charge, and Trudeau again repeated that this matter was put to bed and that the RCMP made their own decision. Berthold tried to suss this out further, and he too demanded that Trudeau meet with the RCMP again, and Trudeau listed the things the government was doing while the Conservatives were playing petty politics.

Yves-François Blanchet led for the Bloc, and accused Trudeau of disrespecting Canadians and Ukrainians by not chartering flights for those refugees, to which Trudeau read the script that they are working safely and effectively, and thanks to the emergency travel fund, it was the safest and most effective way to act. Blanchet took issue with the rapidity at which this is happening, and Trudeau insisted that they were taking all measures to expedite this travel.

Jagmeet Singh rose for the NDP, and after some word salad about profits and corporations, he demanded the government block the proposed merger between Rogers and Shaw. Trudeau noted that they set a goal to lower prices, it actually happened, which is why they were focused on competition and access. Singh switched to French to repeat the demand, and Trudeau recited the same response that did not address the demand.

Roundup: Legitimizing lunatic narratives about inflation

We are now around day fifty-nine of Russia’s invasion of Ukraine, and it looks like Russia is shifting more units to attacking cities in Eastern Ukraine, and what could be a battle to control the country’s industrial heartland. We also have satellite images that show Russians digging mass graves around Mariupol to try and hide evidence of their war crimes and atrocities against civilians in that city. In Russia, the regime is cracking down harder on its critics, including Vladimir Kara-Murza, who is being charged under the new law that criminalises spreading “false information,” and could be imprisoned for up to 15 years as a result.

Closer to home, I have about lost all patience with the way that the inflation numbers are being reported on, particularly because it’s primarily a lot of both-sidesing without actually reading the gods damned Consumer Price Index from Statistics Canada, even though it’s right there, and spells out what the drivers are. But because our media outlets—and both the CBC and The Canadian Press are especially bad about this—are more invested in the appearance of fairness for political messages than actually calling out falsehoods, simply give equal time to all of the messages. This particular piece on the CBC’s site yesterday, that goes and very gently debunks the messages that different political parties are spreading, is a lot more both-sidesing because it’s still giving equal weight to all of these messages, even if it’s getting experts to push back a little bit (but in some cases, still framing it as though some of these messages are still “a little bit right,” which is the cute trick that they’ve been relying on to not look like they’re biased against any party). And how much room is given to explaining the actual drivers? A single, small paragraph that lists a few of them in general terms, rather than laying out the issues of energy production and fuel shortages in certain countries, or the global supply shortage of semiconductor chips, or most importantly, the fact that we’ve had a lot of droughts in food-producing regions, including in Canada, and that is having a huge impact on food prices because the supply simply isn’t there.

Why this becomes even more important is because you have Pierre Poilievre saying flat out that the Bank of Canada’s economists are “financially illiterate,” because he learned better from the crypto bros on YouTube. It’s alarming, and if the mass media can’t push back against this utter lunacy, but instead soft-pedals it and frames it like “everyone is a little bit right” when they don’t actually bother to go to the gods damned statistical data, it lets this utterly bogus narrative gain traction and legitimacy. This is a problem for our democracy and our society in general, because they’re afraid that Poilievre’s bot army will be mad at them. They’re going to call you biased whatever you do, so why not show a bit of fortitude and call the lies what they are?

QP: A minister for divination?

Justin Trudeau was in town and on another “virtual” tour while his deputy was in the Commons in his stead. Erin O’Toole led off with his script on a mini-lectern, and he tried to tease out a contradiction in the status of the pandemic early warning system, to which Chrystia Freeland slowly and calmly stated that it was the time to focus on the second wave, but post-mortems should come later as one should not change the plane’s engine after taking off. O’Toole was not mollified, and tried again, but Freeland was not dissuaded in her calm dismissal. O’Toole tried to delve into news reporting about Freeland disagreeing on closing borders earlier in the pandemic, and Freeland calmly walked through the history of the Canada-US border closure. O’Toole switched to French to decry the terrorist attack in France earlier this morning and accused the prime minister of not taking it seriously, to which Freeland corrected him and said that all Canadians are horrified by the attack and they show solidarity with France. O’Toole wondered what happened to the promised de-radicalisation centres, to which Freeland calmly stated that they never failed to step up and show leadership, and that Canada stands with France. Stéphane Bergeron led for the Bloc, even though Yves-François Blanchet was present, and he demanded an official apology for the October Crisis, to which Freeland reminded him of the period in question and of the family of the Quebec politician who was killed by extremists. Andréanne Larouche tried again, and Freeland gave a paean to democracy and the space for disagreements. Jagmeet Singh was up next for the NDP, and in French, he decried the situation in long-term care facilities but wondered where the national standards were, and Freeland slowly explained that they need to work with provinces and territories as the second wave has hit. Singh switched to English to decry that the worst problems were in for-profit homes, and made an allusion to the falsehood that the federal government owns some of these facilities. Freeland agreed that they can’t turn a blind eye to the conditions in long-term care facilities, and that the country needs to do better.

Roundup: A confirmation on uttered threats

We got a better read of the charges against the Rideau Hall intruder from last week, including more specifics on the weapons charges – a restricted revolver, a prohibited rifle, and two legal shotguns – as well as confirmation that the uttering threats charge was indeed directed toward the prime minister. This is, of course, in direct contravention to what RCMP sources were leaking to certain journalists last week that he didn’t intend to harm anyone, which never actually was credible at the time, and yet they dutifully reported it anyway.

What is especially galling is that the RCMP seems to have zero self-awareness that this sort of thing fuels the calls about systemic racism in their organization – doing proper de-escalation and then floating this “not intending to harm” fiction when it’s a white guy with guns as opposed to a Black, Indigenous or otherwise person of colour where they will beat, taze, or outright kill them when they are unarmed. The contrast had been made to the arrest video of Chief Allan Adam video where he was tackled and pummelled for merely mouthing off after police outright harassed him for expired licence plate tags, whereas the intruder was armed and had intent to threaten the prime minister (if not outright assassinate him – that remains for the investigation to conclude and the courts to decide), and he was apparently unharmed after a ninety-minute conversation. The fact that they would float that “no harm” notion when the guy was armed and rammed through the gates pretty much confirms in everyone’s minds that white perpetrators of violence get treated separately and less lethally than anyone else – but they remain oblivious to it. Incredible.

Roundup: Agreeing on some wage top-ups

Prime minister Justin Trudeau was back to his daily presser yesterday, at the slightly earlier time slot to accommodate the “virtual” committee meeting that would come an hour later, and he had an announcement – that they were finalizing agreements with the provinces for wage top-ups for essential workers, to the tune of some $4 billion in federal dollars. But this is money going to the provinces to administer as they see fit, and to define essential in their own ways, because federalism. During the Q&A, Trudeau also had to annunciate that no, he doesn’t think that oil is “dead,” and that the sector needs to be an essential part of the transformation to a green economy (while Jason Kenney was having a performative meltdown about what Elizabeth May and Yves-François Blanchet said a day earlier).

Throughout the rest of the day, both in the “virtual” committee and in the media rounds, the same thing kept being asked both with this wage top-up and the commercial rent assistance programme – why isn’t the federal government doing more? Or, why did they choose the restrictions they did (and a number of scurrilous allegations were lobbed along with that). The reality of the situation is that these are areas of provincial jurisdiction, and the federal government has few levers to offer. Trying to attach strings to federal dollars going to provinces is difficult at the best of times, and in a time of a global pandemic where everyone is making an effort to play nice, and where the government’s motto appears to be “we don’t want to fight over jurisdiction,” getting into a drag-out fight over tying strings to funds. And when it comes to the commercial rent subsidy, the ministers said on day one that the restrictions were because that was what the provinces would agree to – because it’s their jurisdiction. My frustration, however, is that the ministers won’t repeat that when they get asked for the eleventieth time. Rather, they stick to talking points about how concerned they are, and how they hope that landlords will take up the programme, and so on. Because even in a global pandemic, this government’s ability to be frank and forthright is nearly always subsumed by their inability to communicate their way out a wet paper bag, mouthing pabulum designed to sound soothing and happy. They’re making it worse for themselves, and they just can’t help it.

QP: A surreal skeletal experience

The benches were spare as the Commons was on a skeleton crew for today’s somewhat unusual session. That said, all of the leaders were present, so that makes things a little more worthwhile. Andrew a Scheer led off, still with mini-lectern on desk, and in the absence of applause, he read a statement about the mass-shooting in Nova Scotia, before asking the prime minister for an update on the situation. Trudeau stood up to read his own statement about the situation and whom he has reached out to. Scheer then turned to the question of the supply of ventilators in the country, to which Trudeau read that they have sent 400 to provinces, and that Canadian companies would start supplying 30,000 new ones by May. Scheer then worried about the information coming out of China, to which Trudeau read that from the beginning they followed the best public health advice and recited a timeline going back to early January as to when they first started reacting to the outbreak in Wuhan. Scheer asked about three planes which reportedly returned from China empty, to which Trudeau recited by rote that they have teams on the ground in China to coordinate the procurement and shipment of necessary equipment but there are challenges because of global competition. Scheer asked about the cuts to pandemic preparedness, and the disposal of protective equipment, to which a Trudeau said that they looked into the situation and that equipment had expired five years previous and that they need to come up with better systems to manage these stockpiles. Yves-François Blanchet was up next, and worried about the fate of seniors during this time, to which Trudeau read that seniors need support and that the government was working to protect their income security with existing measures and extended programmes delivered through the United Way. Blanchet was unimpressed, and wanted a clear, written response to the Bloc’s suggestions, to which Trudeau assured him they were continuing to work on measures that were proposed by the opposition. Jagmeet Singh was up next, and he worried about students who are not eligible for CERB, to which Trudeau read that they made changes to the Canada Summer Jobs Programme, and the wage subsidy to help employers hire students. Singh demanded that the CERB be made universal, for which Trudeau reiterated that they were looking at ways to support students who don’t qualify for the CERB, with more initiatives on the way.

Roundup: Don’t bug the LG. Ever.

In a move that is as brazen as it is utterly galling, Jason Kenney’s government legislated the province’s elections commissioner out of existence, after he levied tens of thousands of dollars in fines over the UCP leadership shenanigans. To make it all the more gob-smacking, Kenney and the minister in charge of the bill claimed that this wasn’t politically motivated, which earns a “Sure, Jan.” But even more appalling was the response from opposition leader Rachel Notley, for which I am about to suffer a rage-induced stroke.

No. No, no, no, no, no. No. You DO NOT involve the lieutenant governor in this. She does not have discretion to accept or reject bills. She is not the “boss” of Jason Kenney. She cannot reject bills on the advice of the opposition, or her own recognizance for that matter. Her job is to accept the advice of the first minister who commands the confidence of the legislature, which Kenney does – even if the bill is unconstitutional. Her job is to act as a constitutional fire extinguisher, and we are a long way from there. Here’s Philippe Lagassé with more:

I’m going to add an additional point about this being an appalling lack of basic civic literacy from the leader of Her Majesty’s Loyal Opposition in the province, but it implicates the entire media ecosystem as a whole, particularly when they ignorantly act as though a vice-regal has discretion about things like government formation, as exemplified with the stories of the hung parliaments in BC and New Brunswick, and even when shows like Power & Politics wrongly said that Trudeau “asked permission” from Her Excellency, Julie Payette, to “form a government” when they were the incumbent and already had a government and didn’t need to form one, let alone the fact that her job is not to grant permission. But stories like that plant the idea in people’s minds that she or any other vice-regal has personal discretion and can decide who will or will not form a government and apparently allow or disallow legislation, much like the pervasive idea that you can write to the Queen and she’ll do something about whatever it is you’re complaining about. That’s not how the system works. This shouldn’t be rocket science, but apparently these very basics are not being understood by those who are supposed to know these things because it’s their jobs to.
