Roundup: Grewal gives some answers

Just when the drip-drip-drip of new information and the grasping of straws around the Raj Grewal drama was reaching its expiration date, it all blew up anew last night on two fronts. One was the report that the RCMP had been asked to investigate a Brampton infrastructure project where questions are being raised about a land deal and that information had been passed along to both Grewal and Navdeep Bains (and in QP yesterday, Bardish Chagger called the reports false and warned that if allegations were repeated out of the House, they would be met by Bains’ lawyer); the other was that Grewal released an eleven-minute video, releasing it both to the Globe and Mail and to his Facebook page.

In the video, Grewal methodically went through not only his gambling habits, but also the loans (all of which were done by “transparently” cheque and since repaid), and then went through all of the allegations around property ownership, loans, his wife’s finances, the aforementioned Brampton infrastructure project, and even the questions he was asking in the finance committee study on money laundering and terrorist financing. A lot of the information puts to rest speculation and shows how grasping at disparate information and forming a sinister narrative can be when there are fairly simple explanations – explanations that Grewal probably should have been making over the past week as this was coming out, and answering media questions when they called (though one probably has a bit of sympathy for the feeling overwhelmed by it all). What is news out of this, however, is that Grewal said that while he’s leaving the Liberal caucus and taking a leave of absence for his treatment, his announced intention to resign may have been premature, and he’s going to be considering it over the next few weeks – but would have a definitive answer before the House resumes in January. (So maybe Jagmeet Singh made the right call after all in not immediately jumping back to Brampton in anticipation of that seat opening up). I’m not sure this will stop the hyterial questions – particularly the risible notion that he was some kind of national security threat – but it does seem like a lot more questions are now answered than not.

Roundup: Refusing to learn their lessons

A former PQ minister wants to run for leadership of the Bloc, and I just cannot. Can. Not. The challenger this time is Yves-François Blanchet, who served in Pauline Marois’ short-lived Cabinet, and has since taken on a political pundit career since being defeated in 2014. He apparently met with the caucus yesterday, and the majority of them – including their past and current interim leaders – all seem to like him, but I keep having to circle back to this simple question: did you learn nothing from your last disastrous leader?

I can’t emphasise this enough. Since their demise in 2011, the Bloc have had a succession of seatless leaders, including Mario Beaulieu (who now has a seat, incidentally, and is the current interim leader), and while he stepped aside so that Gilles Duceppe could return (unsuccessfully), they keep going for leaders who aren’t in caucus, and time after time, it goes poorly for them. Every single time, I have to wonder why they don’t simply do as our system was built to do, and select a member from caucus. Constantly bringing in an outsider does nothing for their profile (ask Jagmeet Singh how that’s going), and their leaders keep being divorced from the realities of parliament. And time and again, they keep choosing another outsider. Why do you keep doing this to yourselves? Why do you refuse to learn the lessons that experience has to teach you?

There is one current MP who is considering a run, Michel Boudrias, and if the Bloc was smart, they would choose him by virtue of the fact that he’s in the caucus, he’s in the Commons, and he knows how Parliament works. Of course, if they interested in ensuring he’s accountable (especially given just how big of a gong show their last leader was), then it would be the caucus that selects him so that the caucus can then fire him if he becomes a problem (again, if history is anything to go by). But that would take some actual political courage by the party, and given their apparent reluctance to learn the lessons from their mistakes, that may be too much to ask for.

QP: Demanding action for Oshawa

While the prime minister was present, on a day of tough news for Oshawa, Andrew Scheer was absent yet again. Because why bother showing up to Parliament when you’re the leader of the opposition? Erin O’Toole led off, and said there was a future for manufacturing in Canada if they fought for it, and wanted to know what the government was doing. Justin Trudeau read a statement about their disappointment in the news, and how they would support the workers. O’Toole said that they needed to hear that the prime minister hasn’t given up on the sector, to which Trudeau said that they were working with other orders of government to support the workers. O’Toole asked if GM asked him about trade and tariff concerns that were impacting their competitiveness, to which Trudeau said that the auto companies worked with them as part of the new NAFTA talks, and there was more work to do in eliminating steel and aluminium tariffs. Luc Berthold took over in French to ask again about fighting for the jobs, and Trudeau picked his script back up to read the French version of his first answer. Berthold read some further concerns about the workers, and Trudeau read some further assurances about the industry being solid. Guy Caron was up next for the NDP, and he worried that GM was getting “tax giveaways” while cutting jobs, to which Trudeau read a script about support for the auto sector and how they worked to make it globally competitive and innovative. Caron switched to the Canada Post strike and worried that back to work legislation wouldn’t have resulted in the gains the union made, and Trudeau read a script about all of the measures they took to help get a deal. Karen Trudel asked the same question again, and Trudeau extemporaneously explained how they worked respectfully with unions but the time came to make difficult decisions. Irene Mathyssen read that Canada Post was a toxic environment, to which Trudeau read about his faith in the collective bargaining process.

Roundup: A sudden dilemma for Singh

Liberal MP Raj Grewal made a surprise announcement last night, that he’s resigning his seat because of “personal and medical reasons,” which the PM later called “serious personal challenges” – a phrase that only raises the number of questions about what it could be. Aside from losing one of the best-dressed MPs on the Hill (Grewal is a frequent recipient of sartorial snaps on this blog), where this announcement gets very interesting is the bind that it places on NDP leader Jagmeet Singh.

Singh had initially stated that he wanted to run in Grewal’s riding during the next election, given that it was his riding provincially (note to non-Ontarians: in this province, the federal and provincial ridings are identical with a couple of exceptions in Northern Ontario), and for almost a year, he kept stating that he was “comfortable” not having a seat and waiting to run in that same Brampton riding in 2019. That is, until his party’s poll numbers started tanking and he realized that he needed to actually be present in Parliament if he hoped to regain any traction. (Also of note, his brother now holds the seat provincially.) But in August, Singh committed to run in Burnaby South, and has been spending some time there campaigning, and recently announced that he found a rental property there.

So this leads us to wonder – will Singh abandon Burnaby South, where he has already expended some effort and expense, or will he decide that since Brampton is now back on the map, that it’s the smarter decision to run in given his roots and history in the riding? This just as Singh learned that he’ll get the byelection in Burnaby South that he’s been (belatedly) demanding in February. So there’s a choice to make, and we’ll likely hear all about it in the coming days. (Also, expect the Conservatives to push conspiracy theories about just how “convenient” it was for Grewal to suddenly resign now, and how this must mean the Liberals really want him in the House because they think it’ll give them some kind of advantage; this line of baseless speculation was proffered on Power & Politics last night and I expect to hear it repeated in the coming days).

Roundup: Dissent without disloyalty

Yesterday on Power & Politics, we saw something that is far too rare in Canadian politics, but should be the norm. In response to the government signing on the US’ recent initiative at the UN to basically renew the “war on drugs,” Liberal MP Nathaniel Erskine-Smith went on the show to publicly disagree with his party and the government that his party forms, and more to the point, we didn’t see anyone clutching their pearls about this, or higher-ups in the party make threats. Shocking, I know.

The civics refresher here is that all MPs are supposed to hold government to account, whether they’re in the opposition or in the government’s backbench. Holding the government to account is the very raison d’etre of Parliament, but you wouldn’t know it given how many government backbenchers think it’s their job to be cheerleaders, to give unquestioning support, and possibly to suck up in the hopes of a Cabinet posting or parliamentary secretary position. I also know that this isn’t quite as true behind the caucus room door, but we see very little dissent in public. We see even less dissent in other parties – the NDP enforce solidarity and uniformity in all positions, and have been known to punish MPs who step out of line, while we’ve seen the amount of tolerance that the Conservatives have for dissenting opinions with Maxime Bernier’s post-leadership experiences (though I will grant you, there is still some diversity of thought in there, but it’s rarely expressed publicly). And while I don’t praise Justin Trudeau for many things, I will say his openness to dissenting voices is unquestioningly a good thing in Parliament.

And this brings me back to Leona Alleslev’s defection to the Conservatives last week, and the statements she made about how she didn’t think she could openly criticize the government and not be perceived as disloyal. This is one of those statements of hers that I called bullshit on at the time, and I will call bullshit on it doubly today given this latest incident where Erskine-Smith broke ranks and nobody is calling him disloyal for it. He’s doing the job he’s supposed to do, and which not enough MPs take seriously (and this is also because the lack of proper civics education and training for MPs when they’re elected). I’d like to see him setting an example that others will hopefully follow.

Roundup: All about Alleslev

As the fallout from Leona Alleslev’s defection to the Conservatives continues, the comments from her former colleagues have remarkably tended not to be bitter or angry, but more bewilderment as she didn’t express any concerns to them beforehand, though there was understandably some shock from her riding association. That’s a bit shocking considering the pure vitriol that we’ve heard from Conservatives when they had defections in the past (particularly when women defected, if you recall the misogyny lobbed at Belinda Stronach after her floor-crossing). Of course, that also hasn’t stopped the Liberals from leaking effusive emails of praise that Alleslev sent them, and speeches she gave that completely contradict everything that she told the Commons on Monday when she made the decision. I remain struck by this insistence that the current government isn’t offering the “foundational change” she claims to be looking for, yet is aligning herself with a party whose recent policy convention was pretty much dominated with resolutions to simply turn back the clock to the Harper era, which was apparently a golden age. If she wanted “foundational change” from that, I’m not sure that going back to reinforce it is what she’s looking for.

Meanwhile, here’s a look at some of the history of floor-crossings in Canada, and the trends for when it goes well for those MPs, and when it all goes down in flames.

Bernier blindsided

Maxime Bernier’s team is finding it hard to keep up with online groups pretending to act on his behalf but have no actual associations with him, and which are posting offensive material and items that he says are contrary to his positions. I have two things to say about this: 1) It’s hard to believe that his team are such rank amateurs that they didn’t secure these domain names in the first place, which bodes ill for the kind of logistical knowledge they would need to run a national campaign; and 2) Bernier has brought much of this on himself. By winking to white nationalists, and by not even dog-whistling, but rather playing these tunes with a tuba, he’s invited the very xenophobes that he claims aren’t welcome in his party (as he keeps playing their tunes on his tuba while staring wide-eyed as they keep flocking, like he’s the Pied Piper of racists). This credulous, naïve act he’s putting on is getting a bit tiresome. If he doesn’t understand how his message plays out, that’s another strike against him being ready for the prime time of leading a credible political party.

Roundup: Dumbing down the border debate

The Conservatives were in full performative outrage mode yesterday, with a Supply Day motion to demand a plan by May 11thto stop the influx of irregular border crossers seeking asylum, and for the PM to admit that his “Welcome to Canada” tweet is the cause of the problem. It’s not going to work, but it’s indicative of the way in which they are dealing with complex issues and trying to boil them down in a way that is ultimately disingenuous, while using bogus arguments like how the backlogs in this system are slowing down legitimate immigrants and refugee claimants – the immigration stream is separate and is unlikely to be affected by this influx, and when you’re talking about “legitimate” refugees, there is a great deal of difference between resettling refugees in camps and processing the claims of those who arrive on our shores to claim asylum. Those claims, yes, are slowed down, but it’s more than just this influx that is that problem, and drawing this link is a long-time Conservative tactic of trying to play immigrants and refugees off of one another.

For example, Michelle Rempel has been demanding that the government simply declare the whole border with the US to be an official port of entry for the purposes of the Safe Third Country Agreement, in order for us to simply turn back anyone who crosses from the US. See! Simple! It’s not like we need American sign-off to do so (because it’s their border too), and it does nothing about what has been driving this influx in the first place, which is less Trudeau’s tweet than the tweets of one Donald Trump. And while the government deployed MPs with linguistic ties to communities that were crossing previously, such as Haitians and Guatemalans, the influx we’re seeing right now has to do with Nigerians who are getting tourist visas for the US, and then using those to cross into Canada. To that end, we learned yesterday that the government has been sending officials to Nigeria to try and engage on the ground there, while also working with the Americans to try and get action from them that their tourist visas are being abused, so we’ll see if that has any measurable effect.

This isn’t to say that the current government isn’t blameless in all of this either. While they correctly point to the fact that the previous government made cuts to both the Immigration and Refugee Board and CBSA, which are reverberating to this day, they have had their own problems when it comes to not filling vacancies on the IRB because they changed the appointment process, and like virtually all of their appointment processes, the changes have slowed down the system to a crawl, and have touched off a slow-moving crisis within the whole of government and the courts. That’s on them 100 percent, and that is the problem that’s causing slowdowns with more than just refugee claimants, but also immigration appeals (and they are separate parts of the IRB, so again, it’s not just the influx of claimants causing problems for immigrants). But those aren’t the kinds of issues that the opposition is touching on with this issue, and it’s not the kind of simple solution that they’re trolling for, which is ultimately what’s harming the debate.

Roundup: Upping the Trans Mountain drama

Late afternoon yesterday, Kinder Morgan put out a surprise press release saying that they were suspending “non-essential activities” and spending related to the Trans Mountain pipeline expansion, citing the political fights still underway on the project. It’s a transparent move to try and force a political solution to some of the drama underway, and it certainly got everyone’s attention. Within the hour, Jim Carr was standing before reporters to assure them that all options were on the table, but by that point, Rachel Notley was demanding “concrete action” from the federal government, while Jason Kenney started his performative caterwauling about how terrible the federal government has been on this, and the federal conservatives promptly followed suit, ignoring their own record on pipelines in the meantime. Andrew Leach, however, has kept receipts, and immediately called them out on it. (John Horgan, incidentally, denies that he’s been harassing the project).

When Leach called out the fact that the previous government didn’t hold a press conference about the approval of Northern Gateway, and didn’t travel to BC to promote it, Raitt didn’t get his point and responded with a news article from the day which pointed out directly that the minister’s office sent out a release and refused all questions, after which Harper noted in the Commons that jurisdiction was deferred to the NEB. So the question is, if that was good enough for the Conservatives then, why is it so terrible that the Liberals are doing more and being more vocal about Trans Mountain now?

Paul Wells, meanwhile, takes a survey of the landscape in the wake of these developments, and continues to express some doubts as to what is going on. I personally have to wonder what more the federal government can do in the face of the provincial tit-for-tat from Alberta and BC, seeing as they already have jurisdiction over this pipeline, and they realistically can’t bigfoot the actions of the NEB, which is a quasi-judicial body. After all, there is the rule of law to contend with. To date, BC really hasn’t made any concrete actions that the government can take to court, for example, and certainly nothing that would merit reviving the powers of disallowance from constitutional dormancy. Kenney et al.’s demand to declare Section 92(10)(c) of the Constitution is legally illiterate, so what else, pray tell, should the federal government do? I’ll be curious to see what verifiable solutions present themselves in the coming days.

Roundup: Propaganda and democratic interference

During a media availability yesterday, Justin Trudeau mentioned the Russian embassy’s propaganda efforts in linking Chrystia Freeland’s grandfather to Nazi publications in World War II as a reason for expelling diplomats that he accused of interfering in Canadian democracy. Almost immediately, we got some of the more obtuse pundits in our commentariat fretting about why we didn’t expel those diplomats at the time that happened, and why the government couldn’t just say that last week when they were asked how those Russians had interfered. And to clarify, Trudeau cited that as an example, which is very much interfering with our democratic processes. And as for why they didn’t expel them earlier, I direct you once again to Stephanie Carvin’s Open Canada piece about the expulsions, and why we allow intelligence officers to stay when we know that they’re engaging in espionage activities. Seriously – go read it.

And funnily enough, Carvin had pointed to that attempted Russian propagandizing days earlier when responding to Susan Delacourt’s column that wondered why we weren’t taking the allegations of Russian interference with more alarm that we have been. As Carvin points out – it’s not just cyber that we have to worry about, and if MPs were actually doing their jobs, they would be far more focused on this issue rather than re-litigating the Atwal Affair™ again and again to score cheap points.

Roundup: A justified time allocation

Amidst the Conservatives’ planned filibusters and procedural gamesmanship as part of their campaign to demand that the National Security Advisor be hauled before committee to answer questions on the Atwal Affair™, Government House Leader Bardish Chagger is starting to play hard ball in return. When the Conservatives tried to filibuster in order to delay debate on the gun control bill after already delaying the debate by means of their vote-a-thon (for which they continue to blame the Liberals for their own self-inflicted discomfort, like a kid who keeps hitting himself in the hopes that it will persuade his parents to give him something they’ve denied him), Chagger invoked time allocation in order to get the bill moving to committee. And – scandalously! – she gave them a whole extra day of second reading debate. The horror!

Err, except no, that’s actually totally a fair amount of second reading debate for any bill, no matter what it is. Why? Because the point of second reading is to debate the broad merits of a bill. Do we agree with its overall aims, yes or no. It’s not about debating its intricacies, which is what committee study is for, and it’s more than legitimate for the government to want to move it to committee so that it can get proper study. That’s the way things should work, in a properly functioning Westminster parliament. But in Canada? No, we’ve developed this ridiculous culture where the parties insist on interminable days-long second reading debate, and by “debate,” we mean read twenty-minute-long prepared speeches into the record while nobody pays attention. It’s not debate, and it’s part of what we really need to address when it comes to fixing the broken culture inside the House of Commons. So it’s not actually a scandal that time allocation was imposed on this bill, and I would add that it’s not such a bad thing that Chagger is learning to play hard ball.
