Roundup: Grading the official Star Wars Day posts

Yesterday was May the 4th, also known as “Star Wars Day,” and this year’s Canadian politics offerings were largely unimpressive, most had little to no effort, which is supremely disappointing. Congrats to Library and Archives Canada who made the most effort.

Another day, another early morning drone attack, this time targeting Kyiv and Odessa. President Volodymyr Zelenskyy made an “unscheduled” trip to the Hague to call for Putin to face a special tribunal once Ukraine wins the war. The first opportunity to arrest Putin may come in South Africa this summer, and there are those who are “confident” that South Africa will do the right thing. Zelenskyy also got assurances from the Dutch prime minister that talks are progressing on acquiring F-16s for Ukraine.

Roundup: You can’t replace committee travel with Zoom

Another day, another story where I roll my eyes and sigh because nobody can seem to grasp some pretty fundamental points. To wit: Scandal and pearl-clutching because the Senate’s audit committee is planning a trip to Westminster to consult with their counterparts there. Someone fetch a fainting couch for all of the zeros attached to the costs of the trip! And of course, we couldn’t have cheap outrage without getting a quote from the so-called Canadian Taxpayers Federation, whose continued existence depends on being the go-to source for media when they need a cheap outrage quote.

Some context to this story—the Senate’s audit committee has been a long and hard-fought battle to come into existence because the previous Leader of the Government in the Senate, Senator Peter Harder, was trying to steer the nascent committee in a direction that would see it be completely staffed by outsiders, which is a particular affront to Parliamentary privilege and the status of the Senate as a self-governing body in and of itself. Eventually the current composition—a mix of senators and outsider, with senators in the majority—was adopted, years after it should have been, and very much in the model that the House of Lords employs. (Note that this model had first been championed by the late Senator Elaine McCoy, and we could have saved years of fighting had people just listened to her). And because this has to do with a parliamentary body, you can’t just get advice from any audit firm in Canada, as the CTF seems to think—you need best practices from those who have dealt with the particular issues that a parliamentary body has. Of course, none of this context is in the story, because nobody pays attention to the Senate unless it’s for a cheap outrage story like this one. Of course.

Meanwhile, the most galling part of the piece is the suggestion that all of this should be done over Zoom, both out of a concern for cost and carbon emissions. And honestly, this type of suggestion needs to have a stake driven through it. This kind of work relies on human interaction, and relationship-building, and that doesn’t happen and cannot happen over Zoom. This is one of the biggest problems with hybrid sittings (which, mercifully, the Senate has ended), but which MPs refuse to believe, and apparently a few senators do too—parliament is a face-to-face institution. It cannot effectively operate remotely. The pandemic was a short-term (ish) problem that required a solution, and while this was not the best one, it was a solution that nevertheless has emboldened people to think that Parliament is a job you can do from home. It’s absolutely not, and this kind of committee travel is no exception. You cannot replace the kinds of interactions that make this travel essential over Zoom, and we need to stop thinking of Zoom as the solution to problems that aren’t actually problems.

Ukraine Dispatch:

Russia launched another overnight round of attacks on Kyiv, this time with drones, but all were shot down. The commander of Ukraine’s ground forces says it’s important that they maintain their hold on Bakhmut in advance of the counter-offensive (not the least of which because it’s degrading Russia’s forces significantly). The EU is hoping to increase production of ammunition in order to help Ukraine’s efforts. And here is one Ukrainian farmer’s novel way of de-mining his fields using parts from old Russian tanks.

Roundup: Allegations and reactions to reports of targeting an MP’s family

The big news that dominated much of the discourse yesterday was that Globe and Mail story that a secret intelligence document from two years ago says that the Chinese regime sees Canada as a priority target for foreign interference because we don’t have a foreign agent registry, and said that they were targeting Conservative MP Michael Chong’s family in Hong Kong, and that a Chinese diplomat in Canada was working on the matter. This of course turned into the daily outrage—Chong decried that he wasn’t warned about this, and then we saw the dog and pony show in Question Period. Justin Trudeau said that after reading the Globe story he has asked his officials to look into this document, and called the matter unacceptable. Oh, and two of those so-called Chinese “police stations” appear to still be in operation in the Montreal area, in spite of the RCMP saying they’d shut them down. So, there’s that.

But here’s the thing—Chong isn’t an idiot, even if he sometimes plays one in Question Period, and should have known that his family there did face risks. Activists from these diaspora communities here have been saying it for years, and many have pointed to the fact that they deliberately don’t have contact with their family members back home in order to try to protect them. Chong shouldn’t have needed a CSIS briefing to know if his family in Hong Kong was under threat—he should have put two-and-two together on his own, given how outspoken he is about the regime. (Update: Behold, two years ago he stated he was doing just that). Trying to blame the government sounds particularly disingenuous because I know that Chong knows better, even if he wants to playact shock and outrage for the cameras in order to score points. There is a better way to deal with these allegations of foreign interference without these kinds of drama camp antics.

Meanwhile, Canada’s self-appointed media critic is in full braying doofus mode, and has some thoughts about journalistic ethics around media outlets reporting (or not) on leaked documents that they haven’t seen or been able to verify. Aside from the fact that CBC’s politics page did run the Canadian Press wire story about Chong’s reaction, Scheer should know how this works, right? Does he think that CBC can just call up the leaker and say “Hey, can we have a look at those documents too?” Well, it wouldn’t surprise me if he did believe that, but seriously—if he bothered to think it through for half a second, he would understand why CBC isn’t reporting on it, but that’s inconvenient for his narrative and his rage-farming, so here we are.

Ukraine Dispatch:

Russians fired another early-morning salvo of missiles at Ukraine, and of the 18 fired, 15 were brought down by air defences, leaving three to strike targets primarily in the eastern city of Pavlohrad, killing two and rounding 40; Kyiv did not suffer any strikes this time. Over in Bakhmut, Ukrainian forces have pushed Russians back from several parts of the city, and US estimates are that 100,000 Russian troops have been killed or wounded in the past five months (up to 20,000 of those killed), most of them in and around Bakhmut. Two Canadian volunteer soldiers fighting for Ukraine were killed in Bakhmut last week.

QP: Threats against an MP’s family taken seriously

Both the prime minister and his deputy were present today, somewhat unusually for a Monday, but we’ll take it, and as a result, most of the other leaders were absent. Pierre Poilievre led off in French, and he raised the Globe and Mail story that there was apparently a briefing prepared two years ago that started that Chinese officials were prepared to threaten Conservative MP Michael Chong’s family back in Hong Kong, and that they consider Canada an easy target for interference, though the story state that it wasn’t clear if the prime minister actually saw this briefing. With this in mind, he railed at the prime minister for allowing this to happen (though again, we don’t know if he saw this) and demanded to know why the implicated diplomat at the consulate in Calgary hasn’t been expelled. Justin Trudeau responded that these threats are unacceptable, and that when he read this story, he tasked officials to find out more about it, and that they would take action. Poilievre repeated in English with a bit more incredulity, and got much the same answer. Poilievre insisted that this couldn’t be the case because it happened two years ago, and demanded that the diplomat named in the piece be expelled immediately. Trudeau repeated again that they are following up and will take action. Poilievre went back again to the fact that this was two years ago, and then demanded to know the date when the foreign interference registry would be created. Trudeau said that they are consulting on the registry to do it the right way, after listing the measures they have taken. Poilievre called this “administrative mumbo-jumbo,” and then said that two of the so-called Chinese “police stations” are still allegedly in operation, and Trudeau noted that the RCMP are dealing with this.

Alain Therrien led for the Bloc, and he railed about Morris Rosenberg’s alleged involvement in the Chinese donation to the Trudeau Foundation, to which Trudeau recited that he hasn’t been involved with the Foundation for ten years and the government has taken measures to deal with interference. Therrien tried to spin a conspiracy theory even harder, and Trudeau told him to wait for David Johnston’s recommendation. 

Peter Julian rose for the NDP, and in French, he returned to that Globe story said that China considers Canada uniquely vulnerable to interference, and demanded a public inquiry. Trudeau repeated that they are taking this seriously and have measures that are in place. Heather McPherson repeated the demand in English, and Trudeau replied that there is a variety of opinions on the value of a public inquiry which is why David Johnston has been tasked with the job.

Roundup: Keeping up the blame-shifting

Another day, another reminder that the premiers are engaging in blame-shifting around rising crime rates, while they pretend that this is all the fault of the federal government allegedly making changes to the bail system a couple of years ago. It’s wrong—the uptick started before that bill passed, and that bill merely codified Supreme Court of Canada rulings while actually increasing conditions and added a reverse onus for domestic violence accusations.

The federal justice minister, who has committed to some targeted changes to bail laws, keeps pointing out that this is a more complex issue, much of it revolving around mental health. And guess whose job that is? The provinces! Not only have they been under-funding it, but they largely didn’t use the last mental health transfer, negotiated by Jane Philpott, on mental health, which is why Carolyn Bennett has seen the promised mental health transfer be part of the bilateral agreements with provinces on increased health spending that will have more strings attached. To add to that, provinces are also under-funding their justice systems, and you have provinces like Manitoba where the Crown prosecutors are grieving with their employers because they’re short-staffed, over-worked and under-paid. That’s not the federal government’s fault.

But premiers don’t like to be reminded that this is their failure. They’re eager to try and cast the blame elsewhere and count on credulous media to both-sides their claims so that they won’t actually be called out on their bullshit, and the federal Conservatives are happy to amplify their blame-shifting because it gives them an issue to fundraise on. We have problems in our system, but we also have solutions, but those responsible for implementing them would rather pretend it’s not their problem. We shouldn’t let them get away with it.

Ukraine Dispatch:

Russian missiles are again being fired at Ukrainian cities early in the morning, and Ukrainian air defences around Kyiv appear to be holding. Over in Bakhmut, Russian forces are claiming four more blocks of territory, but Ukraine still controls the key supply route into the city. Two Ukrainian drones destroyed the fuel depot at Sevastopol in occupied Crimea, giving another sign the counter-offensive is near. Meanwhile, president Volodymyr Zelenskyy says that he carries a pistol with him, and was prepared to fight to the death if Russian forces had taken his headquarters.

Roundup: The scope of the transition

As Alberta heads into an election, one can be certain that Danielle Smith is going to wield the threat of the supposed “just transition” as a cudgel to attack Justin Trudeau and Rachel Notley. Nevertheless, there are issues around the future of work in the province as the oil and gas extraction industry changes—a process that began years ago, and is currently far more automated than it used to be.

As Andrew Leach points out, the scale of the issue is something that the province will need to grapple with.

The death toll from the overnight strike in Uman has risen to 23, with another two deaths from a separate strike in Dnipro. Ukrainian leadership say that they are “to a high percentage ready” to launch their spring counter-offensive, and that modern weapons will serve as an “iron first.” Meanwhile, president Volodymyr Zelenskyy hosted the presidents of Slovakia and the Czech Republic, while seven foreign ministers met with Ukraine’s foreign minister in Odessa, all of whom were expressing support for Ukraine as Ukraine pushes for more modern aircraft.

Roundup: Andrew Scheer, media critic

In the wake of Bill C-11 receiving royal assent, Conservatives have been doing a full court press on social media to denounce this supposed “censorship” bill (which is nothing of the sort—it obligates web giants and streaming services to report Canadian revenues and pay into media creation funds based on a percentage of those revenues). And because he’s a wannabe fourteen-year-old shitposting edgelord, Andrew Scheer is taking shots at the media about the reporting on this.

What you might notice is that Scheer is calling The Canadian Press newswire “CBC’s news service” because CBC is one of CP’s clients and the content they buy from the wire funds its operations. This, of course, taints CP in the Conservatives’ estimation, and Pierre Poilievre bullied a CP reporter about this at a press event a couple of weeks ago, and tried to insinuate that this means that they somehow fit stories to the government narrative in order to get that CBC money. It’s a complete fabrication, but it’s intended to be—this is all about flooding the field with bullshit.

Scheer goes on to complain about how the story is covered—because he’s a media critic, don’t you know. The story doesn’t quote a Conservative source, but it cites their (misleading) position that the bill is “censorship” (again, this is a lie), but because it’s CP, it rather obsequiously both-sides everything. It doesn’t actually call out the Conservative position as the bullshit that it is, but because it’s not complete stenography of the Conservative line, it must be “bought media” and advances this farcical notion that the government is “shutting down dissent.” Hardly.

But truth doesn’t matter to Scheer. He’s been trying to delegitimise mainstream media for years now (recall that he called True North (aka Rebel Lite™) and Post Millennial “credible” sources, which should tell you everything you need to know about Scheer’s media literacy skills and judgment). Even though the Conservatives have learned how to manipulate mainstream outlets with their persistent both-sidesing, and knowing that it lets them get away with lying, it’s not enough, because occasionally, that both-sidesing can showcase how much the Conservative narrative is full of falsehoods, and they couldn’t possibly have that. Best to have their own stenographers and ensure that only their narratives get out.

Ukraine Dispatch:

Russians made an overnight attack against civilian targets in a variety of cities, leaving at least five dead. Russian forces are also trying to cut off supply lines to Ukrainian forces in Bakhmut, but the Ukrainian forces have managed to resist these attacks, and take back some other sections of the city that Russians have been occupying. Ahead of the spring counteroffensive, some 98 percent of promised NATO aid has arrived in Ukraine, amounting to over 1550 armoured vehicles, 230 tanks, and “vast amounts” of ammunition. QP: Stop saying New York

While the prime minster was off to conferences in New York, his deputy and most other leaders were similarly elsewhere. Pierre Poilievre, however, was present, and he led off in French, worrying about the cost of bureaucracy rising while the strike happening, but then accused the prime minister of going “on vacation” to New York with “fancy people,” and demanded the prime minister go back to work. Mona Fortier said that they were working hard at the negotiation table to get a fair and reasonable deal. Poilievre repeated the question and false assertion with added misleading bluster in English, and Fortier repeated her same response. Poilievre scoffed at Fortier’s efforts before demanding that the prime minister return to Ottawa to “do his job,” to which Randy Boissonnault called this “bluff and bluster” before praising the economic recovery and lifting people out of poverty. Poilievre scoffed once again at this, using his tired line that the government was telling people they’ve never had it so good, before pivoting to the Glendore bid for Teck Resources, and demanded the government block it. Jonathan Wilkinson said that there was no formal bid, and praised Teck as being headquartered in BC. Poilievre accused the government of shipping off jobs, before he demanded the government remove “gatekeepers” for projects like LNG and more hydro dams in Quebec, to which Wilkinson suggested that Poilievre should do his homework. 

Alain Therrien led for the Bloc, and raised testimony from senior Liberal party official Jeremy Broadhurst at committee on foreign funding in the election and not having time to replace Han Dong as a candidate, and accused the prime minister of misleading the House. Dominic LeBlanc suggested they wait for David Johnston to weigh in. Therrien insisted that the prime minster’s version couldn’t be true, but LeBlanc repeated his response.

Alexandre Boulerice rose for the Bloc, and he accused the prime minister of constantly being missing in action—got warned by the Deputy Speaker about it—and he restated his question to accuse the PM of doing nothing for two years and demanded he resolve the strike. Fortier insisted that they were at the table looking for creative solutions but would not give into unaffordable demands. Leah Gazan gave a somewhat confused question about the prime minister giving money to women’s institutions internationally but abandoning them at home, while phrasing this with the strike as well, and then accused him of fake feminism. Marci Ien pointed out that they gave emergency funds for shelters during the pandemic, and that she is currently negotiating with provinces on the plan to end gender-based violence.

Roundup: The choices around Basic Income

Because I saw some news stories floating around this week yet again around Basic Income and the desire for the federal government to implement it, I wanted to point out that economist Lindsay Tedds has co-authored a book which was released yesterday on how to move beyond that discussion into better alternatives, drawing on her experience from the BC Basic Income panel that she was a part of.

To that end, here is Kevin Milligan providing some back-up on why this conversation involves choices that nobody likes to ever talk about. Funny that.

And yes, most Basic Income models keep gutting the supports for those who need them the most, and that is a problem.

Ukraine Dispatch:

Russian forces pounded Bakhmut yet again, trying to destroy buildings so that the Ukrainians can’t use them as fortifications. Elsewhere, Ukraine was able to retrieve 44 POWs from Russian company, two of whom were civilians. President Volodymyr Zelenskyy had an hour-long call with Chinese president Xi Jinping, which included talk of what role China could play in the peace process with Russia.

QP: One aborted sing-along later…

The PM and all of the other leaders were present, which can sometimes set the stage for a good show, and it actually delivered—more or less—today. Pierre Poilievre led off in French, starting off with a recap of the allegations about the donations to the Trudeau Foundation from Chinese sources, and demanded that the prime minister allow his brother to appear at committee to answer about the donation. Trudeau stated that he hasn’t had any contact with the Foundation for a decade, and committees decide who they will call before them. Poilievre said that Trudeau was taking people for fools if he thinks people don’t believe he has nothing to do with the Foundation, and repeated his demand for the committee motion. Trudeau responded that he hasn’t had any contact with the Foundation, and the Conservatives were focusing on him while he delivers for Canadians. Poilievre pivoted to the strike and the increasing cost of bureaucracy while Canadians are getting less service, and wondered if taxpayers need to go on strike. Trudeau replied that they respect unions and that they are at the bargaining table. Poilievre repeated the question in English, and this time, Trudeau struck back harder with the Conservatives’ cuts to services and attacks on unions, while they respect unions. Poilievre then tried to start a singalong for “New York, New York,” in reference to Trudeau heading there after QP, before the Speaker stopped him, and when he was allowed to resume, wondered if Trudeau would pay for his own hotel room on the trip. Trudeau tried to pivot this into an answer about how his government was attracting investment from companies like Volkswagen. 

Yves-François Blanchet led for the Bloc, started with a plea for the Speaker to allow any singing, before he tried to once again conflate PMO and PCO with that meeting between five deputy ministers and the Foundation. Trudeau restated that he and his staff did not participate in that meeting, then got in a dig that maybe it was different under the Conservatives when they tried to politicise the civil service. Blanchet tried to spin this as the prime minster is deliberately being ignorant, but Trudeau said this was part of baseless attacks on people like David Johnston, which are unworthy of this place.

Jagmeet Singh rose for the NDP, and in French, said the government was showing an ugly face in not capitulating to the civil service union. Trudeau chided the NDP for not understanding how bargaining works, and said a new offer was on the table. Singh switched to English to demand the prime minister not jet off to New York and settle the strike first, but Trudeau repeated his jibe at the NDP not understanding bargaining.
