Roundup: Trudeau backs Payette

While making his media rounds, mostly on Vancouver stations yesterday, prime minister Justin Trudeau was asked about the situation in Rideau Hall, and whether there would be any chance he’ll replace Her Excellency Julie Payette anytime soon, especially given that there is currently a workplace investigation after more than twenty current and former employees have come forward with claims of bullying and harassment, not to mention the revelations about how her habits – especially her attempts to evade her own police protection – have cost additional millions of dollars unnecessarily. Trudeau responded that we currently have an “excellent” Governor General, and that the country is currently dealing with a health crisis and didn’t need a constitutional crisis to go with it.

It was a bit of a slow boil, but rest assured, dear reader, my head did explode.

Payette has not been an “excellent” GG. Far from it. She is a brilliant and accomplished woman, but is wholly unsuited for the role that is largely ceremonial, and where the exercise of her powers is 99.95% automatic. A big part of her job is to act as patron to a number of Canadian organizations – something she balked at (and for which I have argued we should start getting actual members of the royal family involved instead), in some cases causing problems for those organizations. She has tried to take an active hand in things like Order of Canada nominations, where she is supposed to act, again, in a ceremonial capacity. Her insertion of her own talk about the “space-time continuum” in the last Speech from the Throne was a problem. And this is on top of the problems having the dubious honour of overseeing the most toxic workplace in official Ottawa.

The notion that there would be a “constitutional crisis” is also completely insane. It is literally a matter of advising the Queen to name a new GG to replace Payette – that’s it. Trudeau is not in the midst of a confidence crisis in his government. There is no question as to the legitimacy of his advice to the Queen for such a replacement. There would be no crisis. Trying to pretend otherwise is disingenuous, plain and simple.

But Trudeau can’t acknowledge any of this, because that would mean owning the fact that he once again screwed up in not doing the actual work of due diligence required with the appointment – having disbanded the vice-regal appointments committee – and that it was a bad appointment. Beyond that, there is some speculation in certain circles here that Trudeau is not put out by the fact that Payette won’t do her job, because it allows him to step in and do more of the ceremonial stuff, which he’s not supposed to do as head of government, but something he has nevertheless tried to do more of. That’s a problem, and one that I suspect we can’t solve so long as Trudeau remains in office. (Chrystia Freeland, on the other hand, seems far less taken with Payette, and has moved to distance herself, so there’s that).

Roundup: Consulting the caucus

Yesterday the Star reported that Justin Trudeau has been so weakened by the WE Imbroglio that he is *gasp!* asking his Cabinet ministers and caucus for ideas about the upcoming Speech from the Throne. I find the fact that this is a news story to be pretty distressing because this is supposed to be how governments work in this country – it’s not supposed to be a one-man-show with the leader and his or her office running the whole party’s platform and policies.

This criticism certainly extends to what we just saw out of the Conservative leadership race, where each candidate had a policy book that they were running on – something that should never happen because it’s not leaders who are supposed to come up with policy, but the party’s grassroots members, and the Conservatives especially like to crow that they are a “grassroots party” that respects its members, and so on. If that was the case, why would your leadership candidates be trying to run on different policy platforms? And you can’t say that this is about what the leader believes in – policy platforms are not beliefs, and the party shouldn’t be contorting itself to fit the leader because it’s not supposed to be a personality cult, but sadly we’ve missed that boat, and that’s exactly what parties have become in this country.

As for the notion that Trudeau should be consulting with the Conservatives on his Throne Speech, as raised in the Star piece, he really has no obligation to – it’s not O’Toole’s job to prop up the government, even if Trudeau wants to project some kind of “all in this together” message about the economic recovery. That’s not how our system works – we need opposition to hold the government to account, and trying to co-opt the opposition with promises in exchange for co-operation weakens that accountability. There are two other dance partners that the government can tap to maintain confidence, but subverting the official opposition is not a viable course of action.

Roundup: Exit Morneau

After a week of leaks about clashes, finance Bill Morneau took to a lectern late in the day on Monday to announce that he had tendered his resignation, and would be resigning both as minister and as MP. Well, first he did some back-patting over his record and couched the decision by saying that he never planned to serve more than two election cycles, and since the economic recovery would take years, it was better for someone else to step in who could carry the work through. The bombshell out of this was the face-saving gesture that he had put his name forward to be the next secretary general of the OECD, and that he had the PM’s full support in doing so – which is either really cute that he thinks he actually has a chance, or a bit pathetic in that he offered up an excuse that beggared credulity. The Q&A portion had very few answers, but this kind of pabulum is what Morneau was so good at – lots of words, not a lot of substance. When asked about the difference that he was apparently clashing with Trudeau over, Morneau mouthed that there was “vigorous discussion and debate,” and that he hoped that work on the green economy could continue and that he would try to help with the OECD (which he won’t get). He denied that he was pressured to resign, said that when it came to WE, he has been involved in philanthropy for many years and that in hindsight he wished that he had one things differently and recused himself – and yet said nothing about the donor trip he didn’t disclose. He insisted that he still wanted to contribute, and said that at the OECD, he would deal with things like international taxation and digital transformation, and use the expertise he gained as the finance minister of a G7 country to help, but, well, that’s not going to happen and we all know it.

Liberal Sources™ are saying that there won’t be an interim finance minister, though the Orders in Council say that Mona Fortier is already the Acting Minister since Morneau is out of the picture. The leading contenders for the job appear to be Jean-Yves Duclos, Chrystia Freeland, and François-Philippe Champagne.

Meanwhile, Paul Wells describes the strange circumstances that surrounded Morneau’s departure – particularly the leaks to the media about fights that Morneau lost and was gracious about, with added snark about how the departure went down. Roundup: An investigation into Rideau Hall

It was announced at the end of the day yesterday that the Privy Council Office would be launching a “thorough, independent and impartial” investigation into the claims of harassment and verbal abuse at Rideau Hall, and that this would be done with the cooperation of the Secretary to the Governor General, Assunta Di Lorenzo – whom these same complainants say was Payette’s abusive tag-team partner. Payette later tweeted that she takes workplace harassment “very seriously,” for what that’s worth.

Meanwhile, Philippe Lagassé explains why Governors General need to be uncontroversial and above reproach – which extends to how they comport themselves in office, which this current situation is certainly an example of. He also makes the very salient point that the prime minister needs to be directly involved in fixing this situation one way or the other, which can mean encouraging Payette that it’s time to “spend more time with her family.” Chris Selley longs for the days of a boring GG in office, citing David Johnston as the ideal when compared to the current example (and there is a good chapter on the criteria for selecting a GG in Royal Progress, written by Senator Serge Joyal, with the observation that the women selected for the roles have largely had media presences as opposed to governance experience).

Roundup: Bill Morneau makes himself a bigger target

As if the WE Imbroglio couldn’t get any more ridiculous, Bill Morneau stepped up to the plate yesterday and drove it to an all new level of lunacy by declaring that he had just repaid some $40,100 in travel costs to WE after they sent him and his wife on tours of some of their operations, and he didn’t realize that they hadn’t been billed for the full costs. WE later said that they were ostensibly free trips because the pair are well-known philanthropists, and these kinds of trips help showcase their work to potential donors. It would also appear that these weren’t reported to the Ethics Commissioner, if I’m reading it correctly, so that means even more problems for Morneau coming at him. (And before you make the joke, no, Morneau did not previously “forget” about his French villa – he incorrectly reported its ownership structure).

Morneau was, of course, appearing at the Finance committee to answer questions on the WE Imbroglio, and this sent Pierre Poilievre and Charlie Angus in particular over the edge. Already there were more questions raised about the contract with WE over the student grant programme because they had signed it with one of the charity’s holding companies, but that may have been about limiting liabilities, so it could be explained away, but it has all become byzantine both from a lack of government candour (shocking, I know), and because the opposition has constructed conspiratorial narratives that have taken any facts and shaped them in the darkest way possible, so as to make it difficult to figure out what is going on.

And this is only going to spiral from here on out. While the Conservatives and Bloc are now howling for Bill Morneau to resign, both Justin Trudeau and his chief of staff, Katie Telford, have agreed to appear at committee at a future date to be negotiated, so that is going to be nothing shy of a circus. And because the circus did not have enough monkeys, conspiracy theorist Vivian Krause also appeared at committee yesterday, for some unknown reason, to assert – with no evidence – that WE was passing along information to the Liberal Party for their voter identification database (which was denied by both WE and the Liberals), and yet this was being brought up in the Commons, and in some irresponsible reporting.

And to remind everyone about this column I wrote a couple of weeks ago about why it was time for Morneau to be shuffled from Cabinet before all of this WE business started up, which really starts to look like it’s untenable that he remain in the position much longer, not only because he can’t communicate, can’t deal with the business community, and now because it’s unavoidable that he is completely blind to his ethical obligations.

Roundup: The toxic environment at Rideau Hall

The big news last night was that the CBC had staff on the record about the climate of harassment and verbal abuse that has emerged at Rideau Hall since Julie Payette became Governor General, and her friend Assunta Di Lorenzo her Secretary. It’s not actually surprising – there are three years of stories coming out of Rideau Hall about the atmosphere getting increasingly toxic and that Payette’s behaviour has been mystifying at times – that she doesn’t want to do some of the ceremonial aspects of the job, and wants to have an active hand in portions of the job where she shouldn’t. My own sources have been saying that Payette and Di Lorenzo are “erratic,” and that most people can’t deal with them. Staff has left Rideau Hall in droves. All of the indications are that it’s a sick workplace – but Payette put out a press release saying that this is all news to her because nobody has complained through the official process (which isn’t really a complaint mechanism because it all goes back to Di Lorenzo and ultimately Payette). And if you need convincing, here are three years of stories (thread), including some of my own.

Ultimately, this is Justin Trudeau’s responsibility because he appointed her without due diligence that she would be suitable for the role. The fact that he did away with the vice-regal appointments committee in order to listen to his own inner cadre about Payette as a choice is pretty much the exact kind of thing we’re seeing with the WE Imbroglio playing out right now – nobody bothered to exercise critical judgment, and instead all went along nodding and drinking more of the Kool-Aid, and lo, a bad decision was made – and one that ultimately damaged one of our parliamentary institutions. It also is now up to Trudeau to do something about the situation, whether it’s managing Payette and Di Lorenzo and working on a plan to transition them out, or if they won’t go, calling up the Queen and asking her to dismiss Payette (which is a last resort because the first rule of constitutional monarchy is you don’t get the Queen involved). Any way you look at this, it’s not good, and it’s yet another black mark on Trudeau’s record.

Roundup: Armed intruder at Rideau Hall

The big excitement for the day was that there was an Incident at Rideau Hall first thing in the morning, as a Canadian Forces member, who was armed, crashed his truck through the gates of the compound and headed over to Rideau Hall on foot, where he was then apprehended by RCMP in what sounds like a two-hour “dialogue.” Apparently he wanted to “send a message” to the prime minister – who wasn’t at home at nearby Rideau Cottage at the time, nor was the Governor General in Rideau Hall (but if you recall, she has consistently refused to move into the residence there, preferring to stay at Rideau Gate). He was arrested without incident, and has apparently made online posts about a supposed COVID-19 conspiracy theory – and it comes just a day after anti-lockdown protests were happening on Parliament Hill, featuring a former has-been wannabe party leader who shall not be named, and some of the images seen on the Hill included those of Trudeau being hanged, while others touted these kinds of COVID conspiracies. So that’s fun.

Roundup: More flexibility, no candour

For his daily presser, prime minister Justin Trudeau announced that they were making their wage subsidy more flexible so that more employers can benefit, and that they were making changes to the Canada Summer Jobs Programme so that they will extend the work period to the end of February 2021 and subsidise the full wage. He also said that he was going to be attending Cabinet in person, his period of self-isolation now over, but that he would still continue to work from home most of the time. During the Q&A portion, the question came up for him a couple of times, and again during the ministerial presser, about why the government didn’t go with the “send cheques to everyone” model, and both Trudeau and Jean-Yves Duclos gave lousy responses. Trudeau said that they looked at different designs, and figured that the CERB was the best way to reach the largest number of affected workers, while the wage subsidy would keep people connected to their jobs, and with those in place, they could look at filling the gaps that people still fell through. Duclos acknowledged “holes” in the social security system that they were working to address and hoped that they would have a better understanding of those coming out of the crisis.

The problem with these responses is that they aren’t what is needed. They’re talking points that stick to happy and good news elements but they don’t offer the kind of candour that is needed around capacity issues and the fact that there is no magic database that has everyone’s SIN and address. You literally cannot just send money to everyone, and cutting cheques to the whole country would literally take months. (More from professor Jennifer Robson on those challenges here). And this lack of candour is a problem – a big problem that they keep shooting themselves in the foot over, and why I wrote my column on this over the weekend. But this government’s penchant for self-inflicted wounds is something to behold, because they are completely incapable of communicating their way out of a wet paper bag.

Meanwhile, it sounds like the hold-up for the recall of Parliament to pass the wage subsidy legislation is that the Liberals want it to be done “virtually” (even though the Speaker says it could be weeks before that could even be feasible – though I would argue it’s not constitutional) while the Conservatives want the House to come back for regular sittings in a reduced capacity (which is what I’ve been arguing for weeks). Parliament is an essential service. The Liberals are being unreasonable on this one.

Roundup: Enter the QP scolds

With the return of Parliament comes the inevitable return of the sanctimonious commentary around the behaviour of MPs in the House of Commons. Already we had Scott Gilmore insisting that MPs “not be assholes,” and this eyeroll-inducing plea from Tamara Miller that goes on about grade eight students. What Miller seems to forget is that the House of Commons is not a classroom. Question Period is not a lecture or a seminar course where all sides discuss this week’s assigned reading. It’s political theatre, and it’s an exercise in holding government to account, and that isn’t always done with dry recitations of scripts and polite golf claps.

The other thing that I keep needing to drill into people is that Question Period is not the totality of what happens in the Commons. The rest of the day you are more likely to be in danger of narcolepsy than you are of hearing heckling or other boorish behaviour. Committees are generally fairly well behaved, but if there’s a contentious issue then parties will send in their ringers to put on a show when they know people are watching. It’s political theatre. Is it always pleasant? No. But most of the hours of the day aren’t anywhere near what happens in QP, and that’s fine. There is also nothing wrong with heckling per se – some of it is very legitimate, whether it’s cross-talk when ministers are saying things that aren’t true, or when they’re not answering the question but rather just reading non sequitur talking points – as happens too often. I don’t think that MPs should just sit on their hands and be silent when they’re being spun or insulted to their faces by some of what governments – regardless of stripe – pull. Does this mean that all behaviour is acceptable? No – there is a lot of behaviour that is more akin to jeering, hooting baboons than to parliamentarians, and yes, some of it is sexist and bullying, but not all of it, but it should be incumbent upon parties and the Speaker to police the excesses, but the constant tut-tutting about any heckling is frankly gag-inducing.

This having been said, should MPs behave better in QP? Sure. The clapping ban the Liberals instituted helps tremendously (when it’s obeyed – it had pretty much broken down toward the end of the last parliament), and frankly, it makes Scheer and Singh look terribly insecure by comparison if they require ovations every time they stand up to speak when Trudeau doesn’t. But honestly, I can’t think of anything worse than the way that these scolds imagine that QP should be.

Roundup: Payette’s personal contributions

With some adjustments to the pomp and ceremony to accommodate Parliament’s new dual-building status, the Speech from the Throne went ahead yesterday, and the speech itself was not all that exciting. There was a big focus on the environment and climate change, a whole section on reconciliation with Indigenous people, and this government’s watch words of “middle class prosperity,” and the government sprinkled just enough hints that could mollify the other opposition parties if they were looking for something to justify their support, though both Andrew Scheer and Jagmeet Singh came out to puff their chests out and declare that they weren’t happy with what was in the speech.

More concerning was the fact that the Governor General herself contributed to writing the speech, which is unusual, and dare I say a problem. Her role is to read the speech on behalf of the government, and there are centuries of parliamentary evolution as to why this is the case, but her having an active hand in writing the speech – even if it’s the introduction (and in particular the notions of everyone being in the same space-time continuum on our planetary spaceship), it’s highly irregular and problematic because it means that Payette is once again overreaching as to what her role in things actually is, and that she’s unhappy with it being ceremonial (a failure of this government doing their due diligence in appointing her when she is not suited to the task). While one of my fellow journalists speculated that this may have been what was offered in exchange for her having to read a prepared speech (something she does not like to do), it’s still a problem with lines being crossed.

And then there was the reporting afterward. When Andrew Scheer said that he was going to propose an amendment to the Speech during debate, Power & Politics in particular ran with it as though this was novel or unusual, and kept hammering on the fact that Scheer is going to propose an amendment! The problem? Amendments are how Speech from the Throne debates actually work. It’s part of the rules that over the course of the debate, the Official Opposition will move an amendment (usually something to effect of “delete everything after this point and let’s call this government garbage”) to the Address in Reply to the Speech, and the third party will propose their own sub-amendment, and most of the time, they all get voted on, and the government carries the day – because no government is going to fall on the Throne Speech. There is nothing novel or special about this, and yet “Ooh, he’s going to move an amendment!” Get. A. Grip.

And now, the hot takes on the Speech, starting with Heather Scoffield, who calls out that the Speech neglected anything around economic growth. Susan Delacourt makes note of how inward-focused this Speech is compared to its predecessor. Chris Selley lays out some of Trudeau’s improbable tasks in the Speech, as well as the one outside of it which is to play a supporting role to Freeland and her task at hand. Paul Wells clocks the vagueness in the Speech, but also the fact that they are setting up for games of political chicken in the months and years ahead.
