QP: Admitting to an insincere oath

While the prime minister was present today, his deputy was not, for what that’s worth. Pierre Poilievre started off in French, where he blamed the federal government for causing inflation with deficit spending (false) and he misquoted Mark Carney about the nature of that inflation, and asked whom people should believe—the current leader or the future one. Justin Trudeau listed some of the global causes for inflation (not mentioning that food price inflation is largely climate-driven), but turned this into a pitch for their dental care and rental supports. Poilievre switched to English to give his facile understanding of how the war in Ukraine affects inflation in Canada, misquoted Carney, and wanted the government to take responsibility for inflation in Canada. Trudeau reiterated that the Conservatives don’t want to help with dental care or rental supports. Poilievre doubled down on his misquote of Carney, calling him the future Liberal leader, and Trudeau repeated his same response. Poilievre insisted that Trudeau was the one who bid up inflation by giving people too much access to easy cash to inflate the housing market (erm…), and Trudeau trotted out his tired “we had Canadians’ backs” line (which really, really needs to be retired) and pointed out that this brought our economy back sooner, and then demanded support for dental and rental. Poilievre then listed a bunch of non sequiturs to blame the deficits on, and Trudeau said that the lesson from the pandemic was that Canadians support one another and we came out ahead as a result, and pitched dental and rental supports one last time.

Yves-François Blanchet led for the Bloc, and trolled for support on his Supply Day motion about severing ties with the “British” Crown (which Canada hasn’t been under since 1931). Trudeau said that of all topics the Bloc could have chosen, they decided to try and open the the Constitution. Blanchet tried to call it a choice between a British monarch and the people or democracy, and Trudeau pointed out that Blanchet swore an oath “to the British Crown” (No! He swore an oath to the Canadian Crown!), and reiterated that there are more important things to talk about.

Jagmeet Singh rose for the NDP and in French, blamed the prime minister for deaths in hospitals for lack of resources (never mind this is the fault entirely of the premiers). Trudeau reminded him that they increased transfers above the usual ones during the pandemic, and they are working with premiers when it comes to future transfers. Singh switched to English to demand that GST be removed from home heating (which disproportionately benefits the wealthy), and Trudeau stated that they have other supports for people and that the climate rebates give more money back to most households.

QP: Blair on repeat, into the summer break

It was the final QP of the sitting, and everyone remains exhausted and cranky. The prime minister was still in Rwanda, while his deputy was present in person. Luc Berthold led off, and he accused the government of incompetence before railing about the passport issue. Karina Gould recited that the government implemented a new strategy at the Quebec offices to ensure there is proper triage of cases. Berthold was incredulous about this, before he pivoted to the inflation number, and demanded the government reduce fuel taxes. Chrystia Freeland listed the measures the government was taking. Berthold switched topics again, and after listing ministerial failures, he accused the government of interfering in an RCMP investigation, and accused the government of not believing an RCMP officer (even if they deserve no benefit of the doubt). Bill Blair asserted that there as no interference, but he doesn’t question the word of any police officer. Stephen Ellis took over in English to make the same accusation, being credulous about the content of those officer’s notes, and Blair repeated his denial and stated there was an independent inquiry under the way. Ellis demanded an investigation into the matter, and Blair repeated his response.

Alain Therrien led for the Bloc, and demanded passport offices be opened seven days a week with extended hours until the situation could be cleared, and Karina Gould reiterated that the station in Montreal was unacceptable, which is why they have managers on the line, and that the offices would be open to midnight, and would be open Friday and Saturday (recognising that Friday is a holiday in Quebec). Therrien took a swipe, saying that they should call in the army, but Gould repeated her points.

Jagmeet Singh rose for the NDP, and he accused the government of waiting for inflation to go away, and Ahmed Hussen picked up on the points about housing to tout government programmes like the housing accelerator fund to “create systemic change” to build more supply. Singh repeated his accusations in French, and got the same response.

QP: Too tired to land a punch

While the prime minister was landing in Rwanda for the Commonwealth Heads of Government meeting, his deputy was supposed to appear virtually, but didn’t in the end. Every other leader was present, one of them with a special guest. Candice Bergen led off, script on her mini-lectern, and she read the accusations that the PMO interfered in the investigation of the Nova Scotia mass shooting, and demanded an independent investigation into the matter. Bill Blair recited that there was no interference and no pressure, and pointed to the statement of the RCMP to corroborate this. Bergen insisted the government has a pattern of interference, and repeated her demand, and Blair repeated his own denial under the banner that this was the truth. Bergen pivoted to inflation, and demanded tax cuts, saying the government would rather let people suffer than accept their ideas. Jonathan Wilkinson reminded her that they have a package of affordability measures, and that they are working with global partners to stabilise the global oil supply. Luc Berthold took over in French to lament inflation and demanded tax cuts, and Rachel Bendayan denied that the Conservatives’ proposals would lower the cost of living, and that the government won at the Supreme Court to win about carbon prices, and that the Liberals have a plan. Berthold then raised the issue of passport lineups, and Karina Gould assured him that they have strategies to get those who need their passports expeditiously.

Yves-François Blanchet led for the Bloc, and he too raised the passport lines with a dose of sarcasm about the prime minister’s international travel, and Gould reiterated that the situation in Montreal is unacceptable but different from elsewhere in the country, and that they have management teams to assist the situation. Blanchet gave it a second go and got the same response. 

Jagmeet Singh rose for the NDP, his daughter on his arm, and he decried high inflation, demanding action for families. This gave Gould an opening to talk about child care. Singh repeated the question in French, and Gould repeated her points about child care.

QP: Missing the mark on the tough-on-crime questions

While the prime minister was off to Calgary to sign a land settlement with a First Nation, and his deputy off to Washington DC, none of the other leaders were in attendance either. Luc Berthold led off, laying out that the prime minister promised to run a transparent government, but raised the CBC story on 72 secret orders-in-council (which are secret for statutory reasons, not because the government simply declared them to be). François-Philippe Champagne noted that there are particular decisions which need to be secret, particularly under the Investment Canada Act and under national security considerations, and while they strive for transparency, there are instances where the national interest requires secrecy. Berthold tried once again on this, and Champagne repeated his response. Berthold then raised the rise in gun crimes and worried that the bill revoking mandatory minimums was making life easier on criminals. David Lametti reminded him that there are many cases where the justice system targets Black and Indigenous people and that serious crimes will still receive serious sentences. Rob Moore took over in English to also decry the same bill and demanded the government abandon the bill. Lametti repeated his response. When Moore tried again, Pam Damoff listed actions the government is taking to tackle gun violence.

Alain Therrien led for the Bloc, and claimed that the National Assembly has a democratic duty to protect secularism in the province, and insinuated that the federal government was trying to overturn democracy in the province. Lametti reminded Therrien that he too is a Quebecker, that Law 21 prevented a teacher from working, and that the federal government has a duty to protect minority rights. Therrien listed areas where the federal government turns down Quebec’s demands, and Pablo Rodriguez stated that while the Bloc is trying to pick fights, the government is trying to move society forward. 

Peter Julian rose for the NDP, and in French, he noted a lot of food bank users are disabled, before he denounced the new disability benefits bill. Carla Qualtrough recited that they have worked with the disability community and provinces to lift disabled people out of poverty, which included ensuring that provinces don’t claw back benefits. Bonita Zarillo repeated the same condemnation in English, and Qualtrough reiterated points before calling on the House to get it done.

QP: Panic at the passport office

While the prime minster was in town, he was not present for QP, though his deputy was. No other leader was present either, for what it’s worth, and we did learn later in the day that Candice Bergen tested positive for COVID earlier in the week, and has been isolating. Before things got started, the Deputy Speaker returned to what happened yesterday regarding unparliamentary language, and said that reviewing the tapes found no definitive proof if the prime minister actually said anything amidst the noise, but he did hear unparliamentary things on both sides, and he cautioned MPs that it was not acceptable. He also noted that the question on abortion from Sophie Chatel did not have to do with the administrative responsibilities of the government, and such questions will be disallowed in the future. (Famous last words…) He also asserted that for those whose blood pressure is running a little high, it was a beautiful day outside and they should go take a walk.

Luc Berthold led off, worrying about delays at passport offices, and asserted the solution was to have civil servants back at work in their offices. Chrystia Freeland noted that they understand their responsibilities to Canadians, but she could not agree that everything was going wrong in Canada, and the IMF praised our growth. Berthold carried on with the complaints about delays, and again demanded civil servants go back to their offices. Freeland thanked civil servants for their efforts, and that she knew they worked diligently. Berthold insisted that Canadians expected service from civil servants, and once again demanded that civil servants return to their offices. Freeland again repeated that civil servants do exceptional work. Michael Chong took over in English, and worried about another court challenge against Line 5 in Michigan—ignoring that the challenge is coming from Indigenous groups—to which Freeland assured him that they understand the importance of Line 5 and that the government was standing up for our rights including treaty rights with the US. Chong wondered why Canada was in court to fight this challenge, and Freeland repeated the assurances that the government was on the case.

Claude DeBellefeuille led for the Bloc, and she repeated this week’s demand that the federal government turn over the responsibility for immigration to Quebec. Freeland recited the government’s lines that Quebec sets their own targets and that the federal government supports them. DeBellefeuille was not mollified, and repeated the demand, and Freeland repeated her assurances, with a few added figures to quote.

Jenny Kwan rose for the NDP, and she cited the MMIW inquiry listing housing as a contributing factor, blasting the government for not having a dedicated housing strategy for Indigenous women and two-spirit people. Freeland first recognised that today is Red Dress day, and that they agreed that housing is a problem and part of the solution, which is why it was a central part of the budget. Niki Ashton took over, and demanded immediate action in the MMIW inquiry’s calls to justice, and insisted it wasn’t in the budget. Freeland repeated her initial acknowledgment of the day in French, before returning to English to correct that there were investments in this budget.

QP: Down the dark path to disinformation

For Wednesday, proto-PMQ day, you would generally expect all of the leaders to be present because they will try to take as much of the spotlight as possible, so imagine my surprise that Candice Bergen was absent yet again today, meaning she has been present less than the PM on the past couple of weeks.

Luc Berthold led off, and he started off on the RCMP memo on the Aga Khan vacation, and he wanted agreement that there is no time limit to crimes. Justin Trudeau read that this was a distraction from their support for the occupation, while they should be focused on things like the war in Ukraine. Berthold insisted that the RCMP should pursue charges in light of “new evidence,” while Trudeau repeated that the Conservatives were focusing on personal attacks instead of what matters to Canadians. Berthold pivoted to federal vaccine mandates and demanded that they be ended, and Trudeau rose to extemporaneously praise Canadians who did the right thing and got vaccinated. Melissa Lantsman worried that unvaccinated international travellers were mixing with people on airplanes so there was no point in keeping up those measures, but Trudeau disputed this, and insisted that measures kept Canadians safe. Lantsman tried to insinuate that the government was being secretive about the evidence they get, but Trudeau disputed the Conservatives’ assertion that Canadians were divided, when they united to getting vaccinated and being there for each other through the pandemic.

Yves-François Blanchet led for the Bloc, and he demanded that the federal government turn over immigration authority to Quebec, worrying that they wanted to impose their own targets on the province. Trudeau insisted that they always work with Quebec on their immigration targets and they were willing to help them grow them. Blanchet tried again, and got the same time.

Jagmeet Singh got up for the NDP to demand that the federal government hasn’t done enough to increase access to abortion, and wanted federal funding for contraception. Trudeau recited a paean to a woman’s right to choose. Singh insisted this was about lives and not a political wedge, before he repeated the question in French, and Trudeau listed actions they have taken to claw back funding from New Brunswick for their denying funds for an abortion clinic.

QP: Appealing to the NDP Whip?

While the prime minister was away, none of the other leaders were present either, though the deputy PM was attending virtually. Luc Berthold led off, and he decried Motion 11 on extending sitting hours, and wondered if the NDP were be whipped on the vote (which…isn’t really a question to the government, as much as they’re trying to be clever about there allegedly being a coalition). Kevin Lamoureux insisted this was simply about more hours for debate, which surely nobody could object to. (Note that there are things that can be objected to, but neither side will be reasonable in the discussion). Berthold then listed off some torqued versions of this government’s ethical lapses, and wondered if someone on the other side would say enough was enough, and Lamoureux dismissed this as mere personal attacks. Berthold demanded that the RCMP re-open the investigation into the Aga Khan vacation—never mind that they already concluded that there was no evidence—and Lamoureux dismissed it again as personal attacks instead of focusing on things that matter. James Bezan took over in English to demand an RCMP investigation, and Lamoureux insisted that this was simply character assassination. Bezan tried to pretend he was a prosecutor who had obtained a witness box confession, and Lamoureux deployed the “three leaders ago” quip.

Alain Therrien led for the Bloc, and he praised the police action over the weekend with the “bike rally” and how they didn’t need the Emergencies Act, and he wondered if it was necessary at all months ago. Marco Mendicino also praised the police’s actions, and said that the invoked the Emergencies Act at the time because it was needed. Therrien spun a version of events during the occupation that presumed more federal powers than exist, and Mendicino repeated that they needed the Act that time.

Peter Julian rose for the NDP, and in French, and he lamented that federal COVID sickness benefits were expiring, and Karina Gould appeared by video to say that they extended EI sickness benefits, which was not the same thing. Daniel Blaikie took over to add some sanctimony to the question, and demanded the benefits be extended, and Gould listed actions they have taken around sick days (for federally-regulated sectors) and EI modernisation.

Roundup: Dubious procedural moves and political theatre

We are now on or about day sixty-four of Russia’s invasion of Ukraine, and the big news is that Russia is cutting off natural gas to Poland and Bulgaria, ostensibly because they refuse to pay in rubles as Russia demands. The real reason is, of course, blackmail over support for Ukraine, as well as an attempt to divide Europe, but that doesn’t seem to be happening.

Closer to home, there is some procedural bullshit going down, and I’m unimpressed. The government has put forward an omnibus motion that would give them the power to start implementing late-night sittings right away, rather than in the few weeks before the break, and even more curious is the notion that they would give ministers the ability to adjourn the Commons for the summer with no notice, and a simple vote call. The late-night sittings—with the added language that those sittings can’t be obstructed with dilatory motions—makes a certain amount of sense in that the procedural warfare that plagued them last year has made a comeback, and they haven’t even managed to pass the budget implementation bill from December, which is not good. This is in a sense make-up time for all of the time wasted on dilatory motions—actions have consequences. But that ability for a minister to pull the plug for summer at any point really sticks in my craw, and I’m not mollified by Mark Holland insisting that this is only intended for use during the final week. It feels to me a lot like the ability to give themselves a nuclear option to hold over the other parties, including the NDP, if they don’t want to play ball in getting bills through. If Holland really wants this only for the final week, the motion should be drafted to say so.

At the same time, Holland also announced that they were going to move ahead with creating a special security-cleared committee for those Winnipeg Lab documents, whether or not the Conservatives agree to join in. But…this feels like theatre at this point, because the Conservatives stopped boycotting NSICOP, and that’s exactly the kind of thing that committee exists to deal with. And the government already turned over the unredacted documents to NSICOP, so what really is the point here? Aside from political theatre? Why can’t we have grown-ups in charge?

Roundup: Lower-tier leadership candidates

It is now on or about day fifty-five of Russia’s invasion of Ukraine, and it looks like the fighting in the eastern part of the country, around the Donbas region, has intensified as has been signalled for a couple of weeks now. At the same time, more missile attacks have hit western cities in the country like Lviv, which has mostly been out of the fighting, so that is keeping everyone on edge, particularly given that Lviv is hosting a lot of the people who have fled from other parts of the country.

Other news from Ukraine over the long weekend:

  • Thus far, the invasion has damaged about 30 percent of the country’s infrastructure, at a cost of about $100 billion.
  • There were further attacks on Kyiv over the weekend, possibly in retaliation for the sinking of the Moskva
  • Ukrainian fighters in Mariupol are defying Russia’s surrender-or-die orders
  • Here is a look at the situation LGBTQ+ Ukrainians find themselves in during the war.

Closer to home, Power & Politics interviewed Conservative leadership candidate Roman Baber yesterday, and it was…painful. He is not a serious person. At all. He kept speaking in facile talking points about “restoring democracy,” as though we didn’t just have free and fair elections, based on his nonsense reading of public health restrictions and what happened during the Ottawa occupation, with a dose of facile catch-phrases about “cancel culture.” And, bless her, Vassy Kapelos did gently try to push back against some of what he said, but wow. I would be very surprised if he manages to get his $300,000 in fundraising and all of his signatures to become a verified contestant because he offers nothing original, and even if this about trying to rebuild his profile after being booted from the caucus provincially, it’s a very difficult way to go about it, with not much in the way of reward.

Roundup: A confidence agreement in the works?

We are now on day twenty-seven of Russia’s invasion of Ukraine, and Ukraine has refused to surrender the strategic port city of Mariupol to the Russians. As well, Russian shelling destroyed a shopping centre in Kyiv killing eight, which is escalating the attacks facing the capital. Also of note was a possible leak of Russian casualty figures, citing 9,861 killed and 16,153 injured over the course of the invasion, which contradicts Russian propaganda figures to date, and which could turn up the pressure on Putin by the Russian people.

Back in Canada, news started spreading over the evening that the Liberals and NPD had reached a tentative agreement to a supply-and-confidence agreement that would see the NDP agree to support the next four Liberal budgets so that they can stay in power until 2025 in relative stability, and in return, the Liberals will make “real progress” on national pharmacare and dental care. I’m a little confused why those would be the conditions, given that they’re wholly dependent upon the provincial governments signing on, and while the current federal government put a framework in place for national pharmacare, thus far only PEI has signed on (and I haven’t seen the NDP publicly haranguing John Horgan to sign on either). And while people ask why they can’t do what they did with early learning and child care, part of that answer is that the reason why provincial governments are gun-shy about these programmes is they are concerned that if they set them up, a future federal government will cut funding and leave them holding the bag for very expensive programmes. While Quebec has shown that child care will pay for itself once more women are in the workforce and paying taxes, I’m not sure the calculation is quite the same for the other two, or will at least take much longer for the fiscal benefits to work their way through the system. So could the government come to the table with a lot more money—maybe. But that doesn’t eliminate the trepidation that once 2025 hits that their fears won’t come true. There are also reports that the deal could include more for housing, reconciliation, and some form of wealth taxes, so we’ll see what gets announced this morning.

The Conservatives, meanwhile, are touting this as evidence of a “coalition” and that it’s “backdoor socialism,” which doesn’t make sense. It’s not a coalition because there are no Cabinet seats for the NDP, and these kinds of confidence agreements are easily broken (see: British Columbia and the deal with the Greens, which Horgan’s NDP tore up when the polls looked good enough to get a majority, which he did). It’s not socialism because they’re not going around nationalising the means of production. They’re still going to wail and gnash their teeth, and pretend that this is somehow illegitimate when it’s one hundred percent within how hung parliaments work under our system, but I’m not going to say it will last the full four years. It will however alter the narrative of the Conservatives’ leadership contest, and could be read either as Trudeau giving himself enough runway to make a few more accomplishments before turning it over to a successor, or for him to try and build the case for re-election. Either way, it’s fairly unprecedented at the federal level in this country, and could make for interesting days ahead.
