QP: Free-wheeling, chaotic, and from an alternate reality

In the wake of that big caucus meeting where little seemed to happen, the prime minister was present for QP—his proto-PMQ day in fact, while his deputy left for Washington. All of the other leaders were present, and Pierre Poilievre led off in French, and he needled about 24 Liberal backbenchers signing the document, the Bloc supporting them, and demanded an election. Trudeau got up, for much applause from his caucus, the Conservatives got up with what was supposed to be sarcastic applause but just looked like more applause, and after it died down, Trudeau insisted (in English) that they were totally united and they were focused on delivering for Canadians. Poilievre noted that the question was in French, claimed that backbenchers leaking to journalists from the washroom at caucus, and again demanded an election. Trudeau, in French, trotted out his lines about confident governments investing in people and not resorting to austerity. Poilievre, still in French, listed slogans, claimed immigration was “out of control,” and demanded an election. Trudeau noted Poilievre only offers cuts and empty slogans and not investments in people and the green future. Poilievre turned to English to repeat his slogans, his concern trolling over the 24 backbenchers, lied about the privilege issue, and demanded an election. Trudeau recited his line about while the opposition is focused on politics, he is focused on Canadians. Poilievre again mocked the dissident Liberals, and Trudeau hit back with the Conservatives’ hanging out with white nationalists and Poilievre’s lack of a security clearance. 

Yves-François Blanchet led for the Bloc, and worried about the allegations at a particular school in Quebec, and Trudeau noted that’s a provincial issue but they would defend rights and freedoms for all Canadians. Blanchet wondered if Trudeau was saying “forced religious education” and corporal punishment was freedom of expression. Trudeau reiterated that this was a provincial matter.

Jagmeet Singh rose for the NDP, declared that he knew the prime minister was distracted, and demanded he take action on food prices. Trudeau noted that they have taken action, whether it is with competition reform or a school food programme, before he took a swipe at the NDP for backing away from the carbon rebates. Singh wondered if Trudeau has even been to a grocery store, and was shouted down before the Speaker intervened. When he started again, he read the same line again (proving it was a scripted applause line to be clipped) before switching to French worry about rents. Trudeau, in English, noted he had recently been to a grocery store with the Speaker in his riding, and then turned to French to praise their housing investments.

Roundup: A promise to waste millions of dollars

There are a lot of stupid, performative things being said right now, particularly in those three provincial elections, but one of the dumbest yesterday was courtesy of incumbent New Brunswick premier Blaine Higgs, who promised that if re-elected, he will mount a new legal challenge of the federal carbon levy. And to make that worse, several Conservative MPs picked that up and declared during Question Period that the challenge was already underway (it’s not), as though it were a devastating argument for their demands to “axe the tax” or to call an election.

Higgs’ promise is premised entirely on bullshit. There is no basis for him to mount a new challenge because nothing about the programme has changed since the Supreme Court of Canada already ruled that it’s constitutional and within the powers of the federal government, particularly because of the existential challenge that climate change poses to Canadians. The fact that the price is increasing or that we have been though a bout of higher inflation—which has already stabilised and returned to target, and for which the carbon levy did not actually cause any of said inflation because that’s not how inflation works—don’t change any of the legal bases or arguments around the levy. And because the Supreme Court of Canada has already ruled, any lower court that Higgs tries to mount a new challenge in is going to tell him to go pound sand.

Higgs is essentially promising to waste hundreds of thousands of dollars in legal fees, because you know that when the courts tell him to go pound sand, they’ll also tell him to reimburse the legal costs of the federal government because they wasted everyone’s time and money in bringing such a frivolous suit in the first place. But there is a political calculus, particularly on the right, where they are prepared to waste millions of dollars in doomed legal challenges because they think that it’s good electoral calculus to show that you’re fighting. Federally, Conservatives have made this argument a number of times when the government didn’t pursue doomed appeals and just made changes, and no doubt Higgs figures that this will work the same way for him. But then again, I guess they’re not bothered by the cognitive dissonance of “we need to balance the budget” and “we need to waste millions of dollars on a doomed legal crusade,” because that might require introspection or self-awareness, both of which are in incredibly short supply in politics these days.

Ukraine Dispatch

Six civilians were killed and more wounded when Russian artillery struck a bus stop in Kherson. Russian troops have also reached the centre of Vuhledar, a Ukrainian bastion in the strategic high ground of the Donbas region, which is significant because of where it borders and the supply routes it controls. Ukraine is also investigating an apparent shooting of sixteen POWS by Russian troops.

QP: Spiralling into a cavalcade of bullshit

The prime minister was back from New York and in Question Period for his proto-PMQ day, and his deputy was then along with him, in advance of the confidence vote that was to happen right after. Pierre Poilievre led off in French, and rattled off some slogans to demand an election. Justin Trudeau said that they only thing they have to offer are cuts and austerity, while the government was investing in Canadians and Quebeckers. Poilievre trotted out the lines about people in poverty already living in austerity, made claims about when he was “housing minister,” and demanded an election. Trudeau said that if Poilievre was so concerned about single mothers, he shouldn’t have voted against child care or the Child Benefit. Poilievre switched to English to rattle off his slogans again to preface the confidence vote. Trudeau dismissed this as a “clever little slogan” that disguises his self-interest rather than help for Canadians, before saying they would have an election “in the right time,” but the rest got drowned out by competing applause. Poilievre said that if he wants an election if he would call it today. Trudeau said that today, they would see that the House doesn’t have confidence in the leader of the opposition, before mouthing pabulum talking points. Poilievre again called for an election and made some swipes about politicians versus people deciding, while Trudeau rattled off the lines about eight out of ten families getting more back, before saying that Poilievre doesn’t understand science, math, or economics, and and that they can arrange briefings for him that won’t require a security clearance. 

Yves-François Blanchet led for the Bloc, and asked if the government would agree to their demands on the OAS and Supply Management bills. Trudeau said that they have already shown a commitment to seniors and to protecting Supply Management. Blanchet again wanted assurances, but Trudeau took this as an opportunity to plug dental care, which the Bloc didn’t support.

Jagmeet Singh rose for the NDP, and Jagmeet Singh complained that Trudeau wasn’t standing up to Danielle Smith on healthcare. Trudeau said that they stand up for universal healthcare, and that in those provinces, the NDP couldn’t stand up to conservatives in those provinces to protect healthcare. Singh demanded Trudeau use his powers to stop Smith (HOW?!), and Trudeau talked up their agreements to get accountability from provinces for the money that gets sent to them.

QP: Griping about the Colbert appearance

The prime minister was still in New York, but his deputy was present once again, while the Conservatives were revved up because this was their Supply Day, and they were busy gathering clips from their prepared speeches in favour of their non-confidence motion. With that in mind, Pierre Poilievre led off in French, and he immediately demanded that the Bloc vote against the government. The Speaker warned him about questions being related to administrative responsibilities of government, but Jean-Yves Duclos stood up anyway to denounce that Poilievre told people dental care doesn’t exist. Poilievre again listed the government’s supposed failures to demand the Bloc vote against them, and Soraya Martinez Ferrada decried that Conservative MP Jeremy Patzer got a trip paid for to Florida from a pro-life church. Poilievre switched to English to recite slogans and demand an election, and Mark Holland listed things the Conservatives would cut. Poilievre accused Holland of coming unglued before saying completely untrue things about pharmacare and demanded an election. Holland pointed out his scare-mongering before saying that free diabetes medication and contraceptions are actually freedom. Poilievre again claimed that pharmacare would “ban women” from using their existing drug plans before trotting out the “nuclear winter” line to demand an election. Karina Gould got up to say that freedom doesn’t look like trips to Florida to meet with anti-abortion groups.

Alain Therrien led for the Bloc, and demanded “justice” for seniors via enhancing OAS, and Steve MacKinnon listed efforts to help seniors and that the Bloc voted against it. Therrien declared that seniors deserve better than partisanship, and again demanded the OAS enhancement. MacKinnon again noted that the Bloc has always voted against more help for seniors, including dental care.

Jagmeet Singh demanded the Liberals stand up to Doug Ford around private health care, and Mark Holland said that if he wants to talk courage, the NDP capitulated to the Conservatives when bullied. Singh switched to French, and swapped François Legault for Ford, but asked the same thing. Holland urged parliamentarians to stand up to what the Conservatives would do to the healthcare system.

QP: The Bloc have demands—or else!

The prime minister was off at the UN in New York, leaving his deputy to attend QP in his stead, and only some of the other leaders were present as a result. Speaker Greg Fergus started off with a warning about behaviour and questions that relate to the administration of government, and said that he would have more to say on it later, but he hoped for better from MPs. Andrew Scheer led off by rattling off a list of slogans, before concern trolling about tent cities and food banks, and claimed that the government’s solution was for people to pay more taxes, which is juvenile in the extreme. Chrystia Freeland praised the fact that inflation is coming down, and interest rates along with it, which makes the Conservatives mad because they can’t use it as a wedge. Scheer insisted that it was cold comfort that prices weren’t coming down (which is generally how inflation works), and took a swipe at the NDP before demanding an election. Freeland noted that the Conservatives have a hidden austerity agenda, and wondered aloud what exactly they planned to cut. Scheer then raised the capital gains tax changes, and claimed this would affect housing (extremely unlikely), and Freeland took the opportunity to praise their mortgage rule changes from last week. Luc Berthold took over in French to decry students using food banks, and demanded the carbon levy be cut. Jean-Yves Duclos called this nonsense, and called out the belief that school food programmes are “bureaucratic.” Berthold took a swipe at the Bloc, and demanded an end to the government. Duclos kept on the points about the depiction of the school food programme.

Alain Therrien led for the Bloc, and demanded an enrichment to OAS, or face an election. Steve MacKinnon pointed out the Bloc’s record  voting against returning the retirement age to 65 and enriching the GIS, as well as dental care. Therrien thundered that the government could afford this instead of funding oil companies, and made his threat again. MacKinnon reiterate that they have never cut help for seniors, only ever increased it even when the Bloc voted against it.

Jagmeet Singh rose for the NDP, and complained that Loblaws wants to charge people $100 for a doctor’s appointment, which is provincial jurisdiction and he should take that up with Doug Ford. Mark Holland called him out for caving to a bully. Singh repeated the accusation in French, and Holland kept on his tear about the NDP caving not only on the agreement, but also on the carbon levy.

QP: Not Question Period, but Catty Bitch Period

The prime minister was away, off at Rideau Hall to swear-in the replacement minister for Pablo Rodriguez, and while his deputy was supposed to be present today she was not. Pierre Poilievre led off in French, and he raised the concerns by the “premier of the Quebec Nation” about asylum seekers and “temporary immigrants,” and who said he wants the Bloc to not support the government next week. This wasn’t a question for the government, but Jean-Yves Duclos got up to answer it anyway, and he first thanked the new cohort of pages in the Chamber, and then said that Poilievre’s statements were laughable. The Speaker then stood up to remind MPs that it’s important that questions have to do with the administrative responsibility of the government. Poilievre got back up to decry this the Bloc were going against not only Legault but also the Parti Québécois position. The Speaker warned again that this was not a matter for government, but Pascale St-Onge got up regardless—which she shouldn’t have—and spoke about how Quebeckers did not appreciate when Legault endorsed the Conservatives. Poilievre got up again and decried the loss of the Quebec lieutenant, and asked something of Pablo Rodriguez, who is no longer in government, so the Speaker moved to the next question. Poilievre switched to English to decry the NDP and their “taping up” their agreement, but again it wasn’t a question for government, to the Speaker moved on. Poilievre made a second swipe at the NDP, calling Jagmeet Singh a “fake, a phoney, and a fraud,” which still wasn’t a question, but Singh got up, and moved into the aisle (which you couldn’t see on CPAC), saying something inaudible to Poilievre, and there was much noise for a couple of minutes. When it died down, the Speaker said that the questions were supposed to be for government for the sake of accountability, that questions should be pointed and tough, and the answers clear, but this required working within the rules.

Alain Therrien led for the Bloc, who declared that their priority was seniors, and demanded they rise OAS and GIS for seniors under 75. Karina Gould thanked him for asking a real question. Therrien again demanded the increase, and Steve MacKinnon reminded him that they voted against lowering the retirement age, enriching the GIS, and dental care.

Jagmeet Singh rose for the NDP, and with a hoarse voice, raised the Canadian Medical Association’s worries about privatisation in the healthcare system and a shortages of personnel, which is provincial jurisdiction, but blamed the federal government anyway. Mark Holland praised their work with the provinces, and took a dig at the NDP for capitulating to the Conservatives acting like Mean Girls. Singh got back up and in French, and demanded assistance of the Aging Well At Home programme in Quebec. Holland got back up and again called them out for caving to the Conservatives.

QP: Won’t somebody think about the GDP?

The first prototype-PMQ day of the fall sitting promised to be a caustic set of exchanges between the PM and the leader of the opposition, and it did not disappoint. Well, it’s always disappointing, but it went about as well as expected, though perhaps not quite as caustic as one might have assumed. Pierre Poilievre led off in French with a swipe at the Bloc for their plans not to topple the government, and listed a bunch of nonsense about what the federal government allegedly did—but it wasn’t really a question for the government. Justin Trudeau listed things they have done that the Conservatives would cut. Poilievre recited some slogans, and wondered again why the Bloc allowed it, which was again not a question for government, and the Speaker said nothing. Trudeau listed things that Poilievre voted against in his “thirst for power.” Poilievre switched to English to make the same swipe, but this time directed to the NDP, and wondered why they weren’t saying they would vote against the government, which again was not a question for government. Trudeau repeated that Poilievre voted against Canadians’ interests because he only cares about himself, and that he was in a bad mood because the economy was performing well. Poilievre recited a litany of slogans, and Trudeau said this was mere performance because he doesn’t care about Canadians and repeated the points about inflation coming down and that Poilievre can’t use his “justinflation” slogan anymore. Poilievre took this as an excuse to list the people using food banks or who are in tent encampments, and Trudeau said this empathy was false because he was using the vulnerable for his own gain.

Yves-François Blanchet led for the Bloc, and he lamented the remarks of the special advisory to counter Islamophonia, and wanted the government’s definition of Islamophobia. Trudeau spoke about the rise of it and antisemitism, but did not provide a definition. Blanchet noted this and accused the government of polarising Canadians, and Trudeau pointed out that he is a proud Quebeckers and there are more Liberals from Quebec than in the Bloc, and that they need to combat intolerance. 

Alexandre Boulerice rose for the Bloc, and decried the increasing privatisation of healthcare and demanded the government put a stop to it. Trudeau said that the NDP can’t deliver the goods on progressive policies, as shown by their backing out of their agreement, because they didn’t like it when things got hard. Alistair MacGregor took over in English to worry about grocery prices, and accuse the government of “caving to CEOs.” Trudeau accused them of taking a page from the Conservative playbook in choosing slogans over hard work.

Roundup: Sutcliffe gets a federal no

With a bit of an apology to non-Ottawa residents, but our mayor, Mark Sutcliffe, is trying to blackmail the federal and provincial governments for more money, and insists that the city’s budget shortfall isn’t his fault. That’s a lie, and his low-tax austerity plan has bitten him in the ass, and he wants someone else to bail him out, but man, has he made some choices. There is plenty about the budget hole that is his fault, not the least of which is pandering to rural and suburban voters at the expense of downtown meaning that their property taxes stay low while downtown’s are high (under the rubric that multi-unit buildings put more strain on the system, rather than the cost of extending the system to ever-more-distant suburbs and exurbs). In fact, during the last city election, his main rival warned him that his plan had a massive budget hole in it and lo, they were proved right. Funny that.

Well, the federal government isn’t having any of it, and for good reason, not the least of which is that they are not in the mood to set the precedent that bailing out one city because of their poor choices, which will lead to every other city demanding the same, and no, the whole issue of payments for federal properties in lieu of property taxes are not justification. So, Sutcliffe is pretty much out of luck, because I’m pretty sure that Doug Ford is going to give him much the same response. Of course, this is likely just a PR move so that he can justify the tax increases that he should have instituted two years ago, but making the federal government your punching bag to justify doing your own job is pretty sad.

Ukraine Dispatch

In spite of Ukraine downing all 27 drones Russia launched overnight Thursday, Russians bombed a shopping mall in Kostiantynivka in the Donestsk region, killing at least 14 people. The UN says that July was the deadliest month for Ukrainian civilians since 2022. Russia has declared a federal emergency as a result of the Ukrainian incursion in Kursk. Ukrainian forces also raided Russian forces on the Kinburn Spit in the Black Sea, and hit an airfield with their drone attack on the Lipetsk region.

Roundup: Another failed attempt to oust the Speaker

Because everything is so stupid right now, the first day of the final stretch started with yet another call for Speaker Greg Fergus to resign for a “very partisan” invitation to an upcoming event in his riding, and of course, the Conservatives tied this to Poilievre’s ejection from the House of Commons two weeks ago because he challenged the Speaker’s authority in refusing to withdraw unparliamentary language when invited to, falsely insisting that he gave the prime minister a pass on similar language. Because playing the victim is part of their playbook, and they have to insist that the system is against them.

A short while later, the Liberal Party came forward to take the blame for this, and insisted that the wrong text had been put on the website that was “auto-populated” with “standard-language” (decrying Poilievre), and that this was being organised by the riding association, not Fergus’ office. A short while after that, the party’s national director issued a public apology to Fergus and take full responsibility.

This didn’t placate the Conservatives or the Bloc, while the NDP were satisfied with the explanation and apology, so they’re not going to vote out Fergus (while they busily pat themselves on the back for being the “adults in the room”). Nevertheless, I will note that as media outlets rushed to tabulate all of the controversies Fergus has allegedly been involved in the past six months, they conflated a bunch of the bullshit ones with them, such as the remarks he made in Washington DC about the time he’d spent as a young Liberal with a retiring Democrat, which is hard to actually qualify as a partisan speech. Nevertheless, it got included, unfairly, because legacy media outlets are incapable of exercising judgment and will simply include the bullshit allegations with the real ones (the video he recorded in his robes and office) as a form of both-sidesing. While Fergus hasn’t been a great Speaker (albeit, better than his predecessor was), the constant attacks for bullshit reasons are starting to look suspicious.

Ukraine Dispatch:

Ukrainian forces shot down 28 of 29 drones overnight Monday, with the remaining drone hitting private residences in Kharkiv. Ukrainian forces are finally getting new artillery shells on the front lines in order to repel the Russian advance near Kharkiv. Ukrainian drones attacked more Russian oil refineries, and purportedly sank a Russian missile cruiser stationed near occupied Crimea.

QP: The provocation and the restraint

After all of yesterday’s drama, it was a real question as to what was going to go down today, with the prime minister present, and there to respond to (but not necessarily answer) all questions. His deputy was absent, but all other leaders were present. Pierre Poilievre led off in French, worrying about the public health director suggesting decriminalisation in Montreal and Quebec, and demanded the government deny the request. Justin Trudeau said that they should take a moment to reflect on what happened yesterday, and said that the government takes the tragedy in BC seriously and they work with science and compassion, and will work with BC on adjusting their pilot project. Poilievre demanded to know if he would reject a request from Quebec, and Trudeau said that they worked with BC when they made the proposal, and he has received no other proposals. Poilievre switched to English, dropped the Montreal angle and demanded he reverse course on BC’s decriminalisation. Trudeau repeated that they will work with BC to adjust their pilot project. Poilievre insisted that Trudeau still hasn’t answered the question, and went into six British Columbians dying every day, and Trudeau repeated that BC approached them with the pilot project, and they worked with them to develop the project, and they looking into the modifications of the project they have asked for. Poilievre very slowly demanded that he reverse decriminalisation, and Trudeau again said they were working with BC.

Yves-François Blanchet led for the Bloc, needled the Bloc for declaring they will support the budget, before going on about Amira Elghawaby making comments about the challenge to Quebec’s Law 21. Trudeau said that they build bridges by funding infrastructure and by helping communities come together. Blanchet railed about Elghawaby and halal mortgages, somehow, and insisted that some communities were getting other privileges. Trudeau said that in a pluralistic democracy, it’s important to talk to communities in order to meet their concerns.

Jagmeet Singh rose for the NDP, and he raised the Loblaws boycott, and the fact the grocery task force has done no work. Trudeau says that they are concerned with Loblaws not signing onto the grocery code of conduct, and they have given the Competition Bureau new powers. Singh repeated the question in French, and got much the same answer.
