Roundup: A quixotic UN quest

It’s time for the United Nations General Assembly, and while prime minister Justin Trudeau won’t be making an address at the Assembly this year, he did give a speech yesterday about Nelson Mandela, and how other should follow his legacy, and later in the day, announced a $20 million contribution to a global infrastructure hub.

The other thing that everyone is talking about is Canada’s (possibly quixotic) quest for that temporary Security Council seat in 2020, which means a lot of schmoozing and diplomatic niceties during the General Assembly – and it’s going to be an uphill battle, for which Canada has so far…deployed a logo. Add to that, the government hasn’t really articulated why exactly this is important to our foreign policy other than to stick it to the Harper years when they decided that they wouldn’t bother going for the seat again in a fit of pique.

Roundup: Leniency for chronic offenders

There was an interesting piece about document security lapses within the federal government, which is something that speaks to me as someone who spent time doing records management within a federal department back during my early days in Ottawa as I was building up my freelance career (before I started on the Hill). The report cited 3075 lapses in the past year at Public Services and Procurement, with six employees being cited as chronic offenders.

During my time doing this kind of document work, there were a rash of news stories about secret documents being left unattended, or being thrown out and found on street corners, and much of it boils down to a culture within the public service of not caring about document security – in part because people aren’t trained to care about it. It was also because, in my department’s experience, every time they would train an admin assistant in document management, she would go on mat leave, then her replacement wouldn’t be trained to the same level, and she would go on mat leave or another assignment, and her replacement not trained, and on it went. So records went unattended, and people in the department stopped properly dealing with their records, including those who were supposed to be kept secret. And you’d see people in the Tim Horton’s downstairs from the office with Protected of Secret file folders on them, despite the fact that they weren’t supposed to leave the office area. And nobody seemed to care about that fact – all of which reinforced the notion that there isn’t a culture of responsibility around these kinds of things.

Which brings me back to the article. With those chronic offenders, they are being treated leniently, despite the fact that they are supposed to be subjected to tough sanctions, including demotion or termination. But as with so many things in the public service, where there are so few instances where there are consequences for transgressions, it seems to reinforce the notion that document security doesn’t need to be taken seriously, and then we get more security and privacy breaches. If there were actual consequences, that might start making an effort at reducing the number of breaches.

QP: In the shadow of Ste-Foy

With a somber mood in the Commons in advance of QP, shortly after statements made Trudeau and the other party leaders regarding the shooting in the Quebec City mosque. Rona Ambrose led off, raising the mosque shooting and offering condolences. Trudeau thanked her for her question and leadership, and offered assurances that they were working to address the situation. Ambrose then asked about the timeline on the Yazidi refugees and how the US travel ban might affect them. Trudeau said that the new minister was working hard on the file and they were working hard to meet the deadline with an announcement coming in a few weeks. Ambrose raised the worries about jobs going south with lower taxes and slashed regulations, but Trudeau immediately raised their focus on the middle class. Ambrose then moved to the helicopter ride to the Aga Khan’s island and breaking ethical rules. Trudeau responded simply that they were working with the Ethics Commissioner to resolve the situation. Ambrose then accused Trudeau of worrying about his own affairs instead of Canadians’. Trudeau noted the town halls he held across the country, and that they remained focused on the middle class. Thomas Mulcair was up next, and he too raised the Quebec City mosque shooting, and wondered how those religious institutions would be kept safe. Trudeau assured him that police forces were monitoring the situation, but the best way to protect Canadians was with a united society. Mulcair noted that the mosque had been targeted in the past, and wanted greater dialogue with concerned religious leaders across the country. Trudeau noted how all MPs were engaged with faith leaders in their community, and that they were working to reduce ignorance around the country. Mulcair raised the American “Muslim ban” executive order, and wanted Trudeau to condemn it as an affront to Canadian shared values. Trudeau said that Canadians were an open society and he would stand up for those values. Mulcair wanted permanent support to refuges who are now banned from the United States, and Trudeau said that they are working to see how they can help out more.

Roundup: Patterns on the witness list

The electoral reform committee returns next week, and so far I see a lot of proponents of proportional representation on the witness list, not that this surprises me in any way, as well as an academic proponent of a referendum on electoral reform – also not a surprise. So look forward to plenty of glowing recommendations about how electoral reform will solve all of our political ills.

In the meantime, if you’re looking for some background reading the Library of Parliament has some updated publications in store – one on the history and evolution of our electoral laws, and another that provides an overview of our current electoral system and those employed elsewhere. That one I found particularly lacking, especially in the language it used to describe the current First-Past-the-Post system, adopting wholesale the arguments about “disproportionate” seat counts (logical fallacy), the supposed advantages of “regional parties” or “regional strongholds” with no discussion of brokerage parties, and buying into the arguments about voter turnout without being critical about them (this is a broad problem across all western democracies no matter the electoral system). The rest was an overview of other electoral systems, examples of their use in other countries, the history of electoral reform initiatives in Canada, and some adjacent issues like mandatory voting, online voting (with zero mention about the concerns of the secrecy of the ballot), and lowering the voting age.

What was missing from this tepid report was any discussion on the impact of these electoral systems, such as government formation or accountability, which boggles my mind. It’s literally taking a piece of a complex ecosystem and treating it in isolation with no regard for how it will affect all other aspects of it, which is a huge part of the electoral reform discussion. What kind of government you get after you vote in that system is kind of a big deal. And even bigger deal is how you get rid of that government in a subsequent election, which is not easy to do in most systems other than FPTP because the tendency is for a big central party to just shuffle around their coalition partners, and that can be an even bigger headache, delivering policies that only a tiny fraction of the population voted for. You’d think this would be relevant to an examination of electoral reform proposals, but apparently not according to the analysts at the Library. You’ll excuse me if my faith in this government’s process has just sunk even lower.

QP: Questions on counter-radicalization

Despite it being only a Thursday, attendance in the Commons was already on its way down — Stephen Harper was off in BC, and Justin Trudeau in Toronto. Thomas Mulcair was still present, and led off by asking about the US summit on countering extremism, and wondered where this government’s support for counter-radicalism was, and gave a swipe that the government was anti-Muslim while he was at it. Peter MacKay gave some outrage and said that C-51 was giving tools to prevent terrorism. Mulcair wanted examples on disruption in the bill, to which MacKay insisted that Mulcair was incorrect in his characterisation. Mulcair wondered if the bill would give CSIS the power to investigate environmental groups or First Nations, to which MacKay insisted that Mulcair was simply fear-mongering as the bill specifically prohibits lawful dissent or advocacy. Mulcair changed topics and demanded expadited hearings for EI claimants at the Social Security Tribunal. Pierre Poilievre agreed that the backlog was unacceptable, and noted that his predecessor put in a plan to eliminate the backlog by summer. Mulcair said that was nonsense and decried the number of “Conservative buddies” being appointed to the tribunal, which Poilievre refuted. Dominic LeBlanc led off for the Liberals, denouncing the economic uncertainty of a delayed budget. Andrew Saxton stood up to read some standard talking points about how great the government was doing. Ralph Goodale asked the same again in English, got the same answer.

Roundup: Cheap outrage and bad design

An op-ed in the Ottawa Citizen caught my eye yesterday, which talked about the reason why we get so much bad architecture here in the Nation’s Capital. Much of the government’s real estate is controlled by the department of Public Works, and there is a legitimate fear that anytime there’s good design, they’ll be criticised for spending money. And this is where I get both sad and angry (or “sangry,” as one fellow journo has dubbed). We have developed a culture of cheap outrage in this country, thanks to groups like the Canadian Taxpayers Federation, and media outlets keen on cashing in on the cheap headlines that a high dollar figure out of context will generate. One of the worst offenders was Greg Weston, formerly of Sun News and later CBC (since retired from journalism). Anytime money was spent, well, he’d be all over how awful it was. New “temporary” committee rooms for Parliamentarians that have *gasp!* wood panelling! Millions of dollars! We can’t have that! (Never mind that “temporary” means something on the order of 20 years). The renovations to the West Block which includes the glassed-in courtyard that will house the temporary House of Commons? Millions of dollars! Outrageous! (Never mind that that same glassed-in courtyard will find new life as committee rooms after the Commons moves back to the Centre Block). Apparently it’s terrible if parliamentarians are not made to sit in portables during renovations, or that the context of those high dollar figures is something akin to them being halfway reasonable considering what has to go into that kind of work. How much do you expect a glass roof in keeping with the neo-Gothic architecture is supposed to cost anyway? It’s the same with the government selling off diplomatic residences and insisting that our ambassadors serve Ritz crackers and ginger ale at functions. Gods forbid that we actually put on a good face for stakeholders or visiting dignitaries, or even other Canadians to show a hint of prestige, that this is the national capital. No, anything that even hints at costing money must be treated as heresy. It’s sad that we perpetuate this mindset, and not reserve the outrage for legitimate boondoggles and wastes of money. No, instead we make it so that nobody can have nice things, and we all suffer as a result.

QP: Avoiding the questions on contradictions

Unlike yesterday, it was all leaders on deck in the Commons, which would hopefully make it a more exciting day. Thomas Mulcair led off, asking about ground forces targeting for air strikes in Iraq and how it is a combat role. Harper, in his first appearance of 2015, accused the NDP of not supporting the mission and noted his support for the mission — not actually an answer. Mulcair insisted that Harper misled the public — earning him a caution from the Speaker — and Harper insisted that the troops were executing the mission that they were given and good for them for shooting back. Mulcair gave a retort about the truth, then pivoted to the question of when they would see a budget. Harper stuck to the point about Canadians seeing need to fight ISIS. Mulcair noted his speech about plans to help the manufacturing sector, to which Harper praised his own plan for balanced budgets and low taxes, in contrast to the higher taxes the NDP would impose. Mulcair then accused the government of not responding when the Bank of Canada was in their decision to lower interest rates. Harper explained to him that the Bank of Canada’s policies are announced quarterly, while budgets are annual, not every month. Justin Trudeau was up next, and spelled out the government’s contradictions when it comes to “advise and assist” and “accompany” when it comes to the Iraq mission. Harper didn’t offer clarity, but battered the Liberals on their lack of support for the mission and praising the troops for firing back. Trudeau didn’t press, but switched to the size of the hole in the budget based on lower oil prices. Harper insisted that they would balance the budget, and even the PBO agreed. Trudeau wondered then why, if nothing had changed, why they would delay the budget. Harper insisted their plan was working, but again didn’t answer the question.

QP: Dusting off the cobwebs

The first Question Period of 2015 took place on a cold day in the Nation’s Capital, with more than a few empty desks still dotting the chamber as MPs make their way back. The PM was absent, at that RCMP funeral in St. Albert, Alberta, but the rest of the leaders were present, which has become unusual for a Monday. Thomas Mulcair led off, asking about the our Special Forces painting targets for the bombing mission in Iraq. Rob Nicholson insisted that they were doing what was stated — advising and assisting. Mulcair noted that this was ruled out by the Chief of Defence Staff back in September, but Nicholson offered some bafflegab about shooting back when fired upon. Mulcair insisted that they never should have been put in harm’s way in the first place, but Immediately changed topics to demand the budget that will reflect falling oil prices. Joe Oliver insisted that other projections were more generous than the ones the government made, and that they would honour their promises to the provinces and families while balancing the budget. For his final question, Mulcair gave the demonstrably false “all of our eggs in the oil basket” meme, threw in the job losses from Target, and demanded a jobs plan. Oliver repeated the substance of his answer. Justin Trudeau was up next, asking about the government’s wrong projections about the price of oil and wondered what kind of a hole that put in the budget. Oliver said there was an adjustment of $2.5 billion, and they would base budget projections on private sector economists’. Trudeau insisted that Oliver was not sharing the figure that his officials gave him, and asked him whether they would use the contingency fund to balance the budget, based on contradictory statements. Oliver repeated his line about private sector economists, and then accused Trudeau of talking down the manufacturing sector. Trudeau then changed to the issue of Special Forces on front lines, to which Nicholson said that they need to be with Iraqi forces to assist and train them.

Roundup: The problem with political copyright changes

The government doubled down on their leaked plans to change copyright laws to give political parties unfettered access to using news clips in political ads, and accused media outlets of essentially “censoring content” by not broadcasting ads that have material that was taken without permission or compensation. Shelly Glover then went on to misquote copyright law expert Michael Geist to justify the position, leaving everyone to wonder just what exactly they hope to accomplish by picking this fight with the press and with broadcasters, especially after leaking a cabinet document to do so. Paul Wells parses the government’s reasons for this move, and what the unintended consequences will be.
