QP: Demanding details of a deal not done

Another busy day on the hill, and while Trudeau had been in the Commons first thing to make another statement on the Fort McMurray situation, he was back for more as QP got underway. Rona Ambrose led off, mini-lectern on neighbouring desk, and asked for reassurance that infrastructure funding to rebuild Fort McMurray would be top priority. Trudeau assured her that yes, this was indeed a priority. Ambrose read the exact same question again in French, got the same answer, and then asked about the details for a bailout for Bombardier. Trudeau reminded her that the negotiations were ongoing, and that they expected a strong long-term business case. Denis Lebel then repeated the question in French, got the same answer, and for his final question, Lebel demanded that they government allow the Billy Bishop airport expand to let Porter also buy C-Series jets. Trudeau responded that they were not going to re-open the tripartite agreement around the Toronto waterfront. Thomas Mulcair was up next, and demanded criminal prosecutions for KPMG tax havens, and Trudeau reminded him that they were working to combat tax evasion. Mulcair repeated the question, got the same answer, before Mulcair moved onto the Canada Post review and not immediately restoring home mail delivery. Trudeau said that they committed to studying the issue and understanding how to give Canadians a better level of service. Mulcair asked the same again in English, skirting the rules around the use of the word “lying” in the chamber. Trudeau reiterated that they were putting in the time that the previous government didn’t in order to ensure Canadians got the right level of delivery.

QP: Tax credit meanies

While Justin Trudeau was at Gleason gym in Brooklyn, and the Duffy verdict being read out a few blocks away, QP was ramping up for another scintillating session. In the lead up to QP, MPs sang a round of “Happy Birthday” and “God Save the Queen” in honour of Her Majesty’s 90th birthday, followed by a moment of silence for the National Day of Mourning. Rona Ambrose led off, complaining about the demise of the child sport tax credit. Bill Morneau reminded her that the new Child Tax Benefit offers more money for all families to use as they see fit. Ambrose asked again in French, got the same answer, and then moved onto complaining that the Liberals voted down her motion to declare ISIS a genocide. Stéphane Dion reminded her that the official recognition of genocide was serious and should only happen after an international investigation, which is what he was pushing for. Denis Lebel was up next, asking about the aluminium industry in Quebec. David Lemetti reminded him that they are working on the issue. Lebel asked about the issue of diafiltered milk, and Jean-Claude Poissant, responded that they were working on it. Thomas Mulcair was up next, and denounced Bill C-10, refusing to call Marc Garneau by his title. Garneau responded that they were going to rush the bill, which the NDP trie to kill. Mulcair then suggested that it was Carolyn Bennett who let the Catholic Church off the hook for Residential Schools. Bennett listed the dates to prove that it was the previous government, and the government couldn’t force the Church to do anything. Mulcair then changed topics to the Saudi arms deal, at which point Dion repeated Mulcair’s statements on honouring the agreement during the election. Mulcair thundered that the Liberals weren’t defending human rights, and Dion kept reminding Mulcair of his own words on the contract.

Roundup: Monsef’s problematic principles

I was set to delve into the eight principles that Maryam Monsef laid out as part of what she plans to work on the electoral reform proposals around, when it turned out that Peter Loewen went ahead and tracked which of the three most likely voting systems corresponded to each principle. Suffice to say, not one system fit with each, which gives rise to the notion that Monsef will have to treat some principles more than others. Now, the NDP were outraged in QP yesterday that proportionality was not on this list of principles, though one could argue that the first principle, that votes are translated into election results without significant distortions, could be an endorsement of proportionality, except of course that it’s a perception problem based on a logical fallacy, which makes its inclusion as a principle to be a problem. I also have a problem with the inclusion of the third principle of using the system to increase diversity. That’s not a problem of the electoral system so much as it’s a problem of how parties seek out and nominate candidates. Most parties are getting better at this, but we should beware that including this principle would give rise to list systems, which in turn give rise to unaccountable token MPs in a two-tiered system. Monsef’s eighth principle, that the system needs to build consensus, is also problematic. Why? Because our system is built to hold people to account, and consensus makes this problematic. If everyone is accountable, then no one is accountable. Of course, I would remind everyone that there’s nothing actually wrong with our system as it is – what’s wrong is our crisis of civic literacy, which means that people don’t understand how the system works, leading them to assume that it’s broken – particularly if they succumb to sore loser tendencies and complain about things like “wasted votes.” If I may be so bold, Monsef is probably better off tinkering with the existing system to encourage greater participation (as we saw examples of in the last election, such as campus polling stations) and education rather than this attempt to rethink the system which will please no one and ensure that everything is worse off than it is now. We don’t have to break the system even further. We can stop this train before it goes off that cliff.

Roundup: Fair Vote Canada’s shambolic release

It’s not everyday that you get a completely unhinged press release in your inbox, but holy cow did Fair Vote Canada come out with a doozy yesterday. It’s hard to know where to start with such a work of “shambolic genius,” as Colby Cosh put it.

You see, according to the geniuses at Fair Vote Canada, they have cleverly parsed that when Trudeau pledged to “make every vote count” (a boneheaded statement because every vote already counts), he was referring to their slogan, and therefore he must really advocate for Proportional Representation, and because Trudeau has said he has no pre-conceived ideas about what the outcome of the consultations on electoral reform would be, he must really mean that he’s just trying to figure out which proportional representation system to use, because that’s what he’s signalled by using their slogan. Genius, I tell you. Genius!

But Wait… There’s More!™

While referring to Parliament as “the law factory” (Seriously? Seriously?!), they started invoking the Charter to claim that “equal treatment and equal benefit under the law” must mean that Canadian citizens are entitled to having their votes represented in direct proportion to the votes cast. Which is insane and ridiculous because that’s not how our system works at all, and is completely wrong when it comes to jurisprudence. You see, the Supreme Court of Canada has already rejected this line of reasoning, both in terms of the deviation of voting power (i.e. unequal riding sizes) for the purposes of better governance, but also with attempted challenges to the First-Past-The-Post system in the Quebec courts, which were roundly rejected and which the Supreme Court of Canada refused to grant leave to appeal. That means that as far as they’re concerned, the law is settled, and for Fair Vote Canada to try and advance this line of argument is futile and wrong. Because the law is settled. But considering that the whole basis for their advocacy of PR is rooted in sore loserism at the ballot box, it makes complete sense that they are also sore losers when it comes to the judicial system as well.

Moral of the story: Fair Vote Canada has long used falsehoods and logical fallacies to advance their case. This ridiculous and completely specious release is just one more in a dishonest string of arguments they’ve made and will continue to make as this debate heats up in the coming months.

Roundup: Slight mandate confusion

The effort to turn the delay in André Pratte’s formal Senate appointment while he finalizes the purchase of property in the right Quebec senatorial district into some kind of controversy continues to be weak sauce, but it did expose a bit of a schism between what the advisory board believes their job to be – finding names to be recommended, leaving the PMO to do the final vetting – and the PMO’s communication around their expectations – that the board should only recommend qualified persons (which, let’s be honest, is a little bit of buck-passing). I’ve seen what purports to be the application form, and it did have the seven vacant districts listed, but that doesn’t mean that Pratte filled that form out as a self-applicant, but may have been approached, which could be why the issue of property was not entirely sorted before he was recommended. Regardless, it remains a bit of a damp squib in terms of a controversy or conspiracy, as Conservative MP Scott Reid would have us believe. Does this mean that there will likely be more vetting the next time around? Probably. Is this a fatal blow to the process? Hardly. Growing pains at the very least, which is why they had the interim process that generated these seven names first, so that they could work the bugs out of the system. That said, I will repeat Emmett Macfarlane’s note that the bigger problem with this process is people applying. That way is almost certainly the way that madness lies, as every egomaniac and self-professed “top minds” in their field will apply (and I know of at least one person who is wholly unqualified but believes himself to be who is trying to get support for a self-nominated Senate application). This should be a process where people are identified and nominated by others in recognition for a lifetime of good work, not a means of ego-stroking and self-congratulation without having to go through the rabble of the electoral process. It defeats the whole point of the Senate as being a place where people who would not otherwise seek office can be given an opportunity to contribute. If you are seeking a Senate appointment, your motives should be immediately considered suspect, and should almost certainly be disqualifying. After all, did we learn nothing from Mike Duffy’s decades-long campaign to get himself appointed? Let’s not do that again.

Roundup: Cullen tries to game the debate, again

Nathan Cullen is at it again with his attempts to try and skew the electoral reform debate in his direction. Not content to try and game a future Commons committee with “proportional” (but actually not even remotely proportional) membership, Cullen insisted yesterday that the government set up a citizen’s assembly to run a parallel kind of consultative process in order to really make sure that they’re hearing from all the right voices, and so on. Of course, what Cullen isn’t saying is that this is but one more dishonest tactic in trying to hijack the process into delivering the system that his party prefers. But how do I know that this is what the outcome would be? Well, a couple of things, the first is of course the bias for reform that these kinds of assemblies are set up with, and in the kinds of “eminent Canadians” that Cullen seeks to lead this assembly. You can just about imagine the names on his shortlist (Ed Broadbent, Craig Scott, etc), but one really doesn’t have to look very far. Political academia is very much biased in favour of reform, as is the majority of punditry in this country. The fix is very much in when it starts. Also, the experience of the citizens assembly in Ontario that recommended MMP in advance of the ill-fated Ontario referendum on a new electoral system is a kind of demonstration as to how these assemblies become convinced as to the magic that these new systems will apparently bring – they are in an environment where the current system is not adequately explained or represented, and they wind up favouring a system which purports to maximise on the supposed benefits, in this case MMP. Fairness! Local representation! Cooperation! Votes counting! Forget the usual caveats about logical fallacies and magical thinking that these proponents engage in, they are essentially being sold a time-share in Mexico, and make no mistake that by the end, they will sign up for it. It also feeds into the narrative that PR-enthusiasts like to dine out on, about how people just don’t understand how great PR/MMP is, but because those in the citizen assembly really got to learn about it, they understood just how awesome and magical it is, so they really get it. Cullen is trying to tap into all of this – convince your assembly that the preferred MMP system is the way to go, you suddenly have moral authority to pursue it in parliament for all it’s worth, particularly if the government is reluctant to put it to a plebiscite. Cullen is more transparent than he thinks he is, which is why this new plan deserves to be treated with scepticism.

Roundup: Mindless PR propaganda

There are times when will indulge my masochistic streak. Yesterday was one of those days, when I took a deep breath, girded my loins, and read that Broadbent Institute “report” on Proportional Representation. And then proceeded to roll my eyes and sigh the whole way through it. To say that it’s an intellectual exercise would be an insult to critical thinking or, well, actual intelligence. No, it was but a mere collection of platitudes masquerading as serious argument (and it should not surprise me considering the source). If you too want an exercise in masochism, or you desperately want to hate-read it, it’s here, but I wouldn’t waste my time. The highlights consist of “OMG First-Past-the-Post is old!” and a bunch of charts that show how terrible “false majorities” are, except that there is no such thing as a “false majority” because the popular vote figure is a logical fallacy that neither reflects how the system is constructed, nor how elections are run. In fact, nowhere in the document does it actually give a proper recounting of how our system works, where you have 338 separate-but-simultaneous elections that each decide on who occupies a single seat to form a parliament, and that parliament determines who forms government based on who can command the confidence of the Commons. Instead, it calls FPTP elections “horse races” while proportional representation is “sharing the pie” (not how the system works – at all), and then talks at length about “fairness.” It talks about “wasted votes” as if they were a Thing as opposed to an expression by sore losers for whom votes only count if the person they voted for wins. It makes a bunch of bullshit platitudes about how PR will magically increase voter turnout (not true) and ignores that declining voter turnout is a widespread problem across all democracies regardless of electoral system. Accountability? Apparently not an issue because you have all kinds of parties to vote for! And any criticisms of PR? Brushed off and not actually explored. The worse sin of all, however, is the way in which it treats the political process, as though the vote were the end-all-and-be-all of engagement. False. Completely and utterly false, and that’s part of the problem that the magical thinking of PR advocates in general. You see, our system starts with joining a party, where you then participate in policy discussion leading up to resolutions at biennial policy conventions, and in participating in nomination races for candidates. Riding associations act as liaisons with caucus members to relay concerns, even if your riding is not represented by your party of choice, and one actively participates in the system. The ballot box is but one small facet of that process. But most people don’t know this because they aren’t taught it in schools, and PR advocates prey on this ignorance to push for their own magical solutions to perceived problems without a proper understanding of the ecosystem or the mechanics. So no, unless you’re going to represent the actual system, then no, you’re not having an honest discussion about PR, and that’s exactly what this report was – dishonest, jejune, and a sad waste of everyone’s time.

Roundup: Looking beyond mediocrity

It’s Manning Networking Conference time again, and with a leadership contest in the offing, you can bet that some possible leadership hopefuls are starting to lay out a few markers (even if Nigel Wright wants them to focus more on policy). Jason Kenney is again “contemplating” a run after apparently recovering from burnout after the election (and it does bear noting that he’s only just started showing up to QP again). Peter MacKay thinks that the Conservatives can beat Trudeau of they’re smart about it, while others like Michael Chong and Diane Watts think the party needs to do better on issues like the environment. But all eyes, of course, were on Kevin O’Leary, who said a few outrageous things as he is wont to – that he wants a national referendum on pipelines, that he thinks it should be the law that a prime minister has to have run a business before they can lead the country, or that he thinks the party system is becoming doomed in the wake of a mass populist movement where people wants politicians to solve their problems regardless of political brand or label. Of the many things he did say, one that I thought merited a little more attention was his calling out the Conservatives for having become a party of mediocrity, and I do think that’s true, as it built itself around the personal brand of Stephen Harper post merger. Despite the NDP using phrases like “Bay Street buddies” in their references to the Conservatives over the past decade, there was really very little of that kind of branding to the party. It wasn’t about wealth (despite their policies actually benefitting the wealthy) or aspiration, or even markets once you really broke it down, but rather about this attempt to appeal to the suburban nuclear family in all of its messaging and the way it built programmes (but again, while they appeared to be for these suburban masses, the benefits disproportionately went to the top). Harper himself cultivated the image of being some minivan driving hockey dad, despite the fact that he was both a career politician, and it soon became clear that his kids weren’t much into hockey either (though his son was apparently quite the volleyball player, for what it’s worth). For O’Leary, whose brand is about greed being good, and a certain conspicuousness to his wealth, it’s pretty much anathema to the suburban image that Harper was crafting, and that his ministers followed suit in embodying. The closest they got to any Bay Street types was Joe Oliver, but he again was less about materialism or consumerism than he was about parroting approved Harper talking points. It is interesting that this is something that O’Leary has picked up on and would certainly be pushing back on should he decide to go ahead and pursue a leadership bid, because that would certainly be a radical shake-up for the party.

QP: Haze and incoherence

A slushy and wet day in Ottawa, and the PM was headed off to Montreal instead of being in QP. Rona Ambrose led off, mini-lectern again on Andrew Scheer’s desk instead of her own, and complained about the incoherence of the current government’s messaging. Navdeep Bains got up to respond, pointing out that the previous government turned a surplus into a deficit and touted their own plan for creating jobs. Ambrose complained about the size of the deficit, to which Bains insisted that they have a plan to grow the economy and make it more productive. Ambrose then insisted that Trudeau was imposing a national carbon tax, and this time Catherine McKenna got up and quoted Suncor’s CEO and Preston Manning as fans of carbon pricing. Maxime Bernier was up next, and he complained of the broken promise around the size of the deficit. Marc Garneau responded to this question, stating that Conservative cuts in the current economic situation could push the country into recession. Bernier insisted that deeper debt would not create wealth, and Garneau read some talking points about the importance of their own plan. Charlie Angus led off for the NDP, who noted a suicide in Moose Factory in his riding, and wanted a plan to end the discrimination in funding. Jean-Yves Duclos responded to this one, and he said that federal and provincial partners were working together on the complex issues. Angus listed the health problems on reserves, demanding action yesterday, for which Duclos reiterate that they were working with First Nations on a nation-to-nation basis to provide inclusive and sustainable circumstances. Marjolaine Boutin-Sweet asked the same again in French, got the same answer from Duclos in French, and for her final question, demanded action on proportional representation. Maryam Monsef stated that she looked forward to meaningful consultations.

Roundup: Giorno joins the brigade

Proponents of proportional representation are getting a bit of a boost across party lines as former Harper advisor Guy Giorno is adding his name to the so-called “Every Voter Counts Alliance” to push the government to adopt such a measure. (Note that the name of this group is hugely problematic because every vote already counts, and suggesting otherwise is tantamount to voter suppression). Giorno says the Conservatives shouldn’t be afraid that changing the system will mean that they will be permanently shut out of power (as is one of the arguments that proponents tout as a feature of the change), before launching into the usual talking points of “fairer” and “more democratic” which are a) complete bunk, and b) at a direct cost to the system of accountability that the existing First-Past-The-Post system is really good at achieving. Also, it’s a bit rich to hear the hyper-partisan Giorno talk about how wonderful it would be for PR-elected legislatures to require more co-operation, collegiality, working together” – all of which is ridiculous, since it simply changes the power calculus in order to keep coalitions cobbled together and giving smaller and more radical parties outsized influence to keep those coalitions together, while parties at the centre of governments can go for decades without being tossed out as they shuffle coalition partners around instead (again, a feature of our current system being the ability to throw the bums out, which PR does not do very well). Suffice to say, Giorno’s voice in the debate doesn’t actually change that the arguments are based on emotion and logical fallacies, and while he has different partisan credentials, it’s still a system that that nobody should be rushing into on the basis of emotion.
