QP: A surreal skeletal experience

The benches were spare as the Commons was on a skeleton crew for today’s somewhat unusual session. That said, all of the leaders were present, so that makes things a little more worthwhile. Andrew a Scheer led off, still with mini-lectern on desk, and in the absence of applause, he read a statement about the mass-shooting in Nova Scotia, before asking the prime minister for an update on the situation. Trudeau stood up to read his own statement about the situation and whom he has reached out to. Scheer then turned to the question of the supply of ventilators in the country, to which Trudeau read that they have sent 400 to provinces, and that Canadian companies would start supplying 30,000 new ones by May. Scheer then worried about the information coming out of China, to which Trudeau read that from the beginning they followed the best public health advice and recited a timeline going back to early January as to when they first started reacting to the outbreak in Wuhan. Scheer asked about three planes which reportedly returned from China empty, to which Trudeau recited by rote that they have teams on the ground in China to coordinate the procurement and shipment of necessary equipment but there are challenges because of global competition. Scheer asked about the cuts to pandemic preparedness, and the disposal of protective equipment, to which a Trudeau said that they looked into the situation and that equipment had expired five years previous and that they need to come up with better systems to manage these stockpiles. Yves-François Blanchet was up next, and worried about the fate of seniors during this time, to which Trudeau read that seniors need support and that the government was working to protect their income security with existing measures and extended programmes delivered through the United Way. Blanchet was unimpressed, and wanted a clear, written response to the Bloc’s suggestions, to which Trudeau assured him they were continuing to work on measures that were proposed by the opposition. Jagmeet Singh was up next, and he worried about students who are not eligible for CERB, to which Trudeau read that they made changes to the Canada Summer Jobs Programme, and the wage subsidy to help employers hire students. Singh demanded that the CERB be made universal, for which Trudeau reiterated that they were looking at ways to support students who don’t qualify for the CERB, with more initiatives on the way.

Roundup: Which party will blink first?

Because it was Saturday, prime minister Justin Trudeau returned to a more casual demeanour for his daily presser – unbuttoned shirt, no tie, sweater, and blazer. There weren’t quite as many announcements today either – that they had reached an agreement with the Americans to extend the partial border shutdown for another 30 days; that there were new ads coming with famous Canadians in order to remind people to stay inside (and notably, the list was different in English than it was in French, because we have different famous people who don’t necessarily cross over); and that some $306 million was being allocated to help more Indigenous businesses who don’t normally get funding through traditional banks, so these funds would be coming through Indigenous financial institutions and administered through the National Aboriginal Capital Corporations Association (and it sounds like this had been asked for weeks prior).  As well, two more plane-loads of N95 masks had arrived, and more were on the way.

The lingering question, however, remains what sort of return to Parliament will be happening on Monday, as the Conservatives continue to press for more in-person hearings with a reduced complement of MPs, while there has been no word whether the Speaker has been able to get any kind of virtual hearings set up (which we don’t actually want, because it will be very, very bad for Parliament in the long-run, and no “surely it’s 2020” is not a good response when I say this). It seems the Conservatives want three or four in-person sittings, while the Liberals’ last known offer was one in-person sitting per week, plus a virtual one for a longer quasi-Question Period, while the NDP want a second virtual one (again, with the reminder that the Speaker hasn’t even said it’s possible, nor do we want them). And then Elizabeth May declared that she didn’t want any in-person sittings and would withhold unanimous consent on any motion that included them (but as the Greens don’t hold official party status, her consent is not required for any negotiation between parties). We’ll see what kind of deal gets struck at the last minute, and which party will blink first, but this is all a bit ridiculous.

Roundup: Expanded help, pending the provinces

For his daily presser, prime minister Justin Trudeau opened by talking about his meeting with G7 leaders, talking about the need for a global response to a global pandemic, and the need to help more vulnerable nations – leaving it unspoken that it will be harder to do that if the WHOs funding takes a big hit thanks to Trump’s conspiracy theorism around it. He mentioned his upcoming meeting with the premiers, and noted that Quebec had made an official request for assistance with its long-term care workers – and while many reporters wanted details on what exactly the ask was, the response through the day was that it came late the night before and they were still talking with the province about how best to support them (though the theme seems to be that they want the army to help with these long-term care facilities – something they may have some ability to help with). Trudeau also noted that when things weren’t going as well as hoped, “we make changes,” and then announced that they were expanding the eligibility for the Canada Emergency Business Accounts, as well as gave a few more details about the planned Canada Emergency Commercial Rent Assistance, which would provide loans (some of them forgivable) to commercial property owners on the condition that they provide rent reductions to commercial tenants in May and June – though the coordination of this is still happening with the provinces.

One thing that did emerge, both in the Q&A with Trudeau and during the ministerial one that followed, were questions relating to the modelling of the pandemic, and how we’ve had nearly twice as many deaths as projected by this point, prompting questions about what went wrong with the models. And my head exploded. These models were not predictions or forecasts – they’re an exercise to help with resource planning, which has been stated over and over again, and yet we had more than one journalist try and treat these models as credible data. And because these reporters been told time and again that they’re not data, they’re not forecasts, they’re planning tools, and the fact that this doesn’t sink in, is crazy-making.

Meanwhile, here’s economist Kevin Milligan’s evaluation of the Conservative demand for a GST rebate, which is harder than it looks, and probably not as helpful as the Conservatives think it would be.

Roundup: Playing gotcha with the leaders

Yesterday had no presser from prime minister Justin Trudeau, but did have a ministerial presser featuring Marie-Claude Bibeau and Deb Schulte. Bibeau laid out additional measures and funding for employers of temporary foreign workers in the agri-food sector so that they can properly quarantine those workers when they arrive, and eventually properly explained the measures taken with the arrivals that the Bloc lit their hair on fire about on Saturday (which the government could have done three days ago had they been more competent in their communications). Schulte spoke about the new federal guidelines for long-term care facilities, but because it’s provincial jurisdiction, they’re hoping the provinces implement said guidelines (but no, they don’t really have any levers to force them because of the constitutional division of powers).

Of course, all anyone could talk about today was the fact that Justin Trudeau *gasp* went to see his wife and kids at Harrington Lake (where they have been staying since Sophie Grégoire Trudeau’s recovery) over the weekend, which people claim is in contravention to public health dictates. Erm, except that’s not really true because Harrington Lake is an official residence that is 20 minutes outside of Gatineau. It’s a gods damned suburb where people live year-round. It’s not cottage country where you have small populations and poor public health services that people are attempting to flee to and exposing the locals when they raid the area store on the way up. That was the behaviour that Public Health was warning against, but hey, let’s try to play gotcha.

And then there was Andrew Scheer, who decided to bring his wife and kids with him back to Ottawa on the government jet sent to pick him up for the Saturday sitting. It was supposed to be Elizabeth May, Carla Qualtrough and Scheer, where they could each physically distance on the plane, but with Scheer bringing his family (to spend the rest of the current pandemic period at Stornoway rather than in Regina, where they had been) at the last minute, and May and Qualtrough opted not to be dicks about saying no. (May and Qualtrough were flown back to BC after Saturday, for the record). It may say something about Scheer’s particular sense of entitlement, and that perhaps he should have made arrangements clearer beforehand so perhaps a different plane could have been sent, but the accusations between partisan camps over this is about as mature as we’ve come to expect during a global pandemic.

Roundup: Shelters and masks

Because it was a Saturday presser, prime minister Justin Trudeau appeared in jeans and without a tie, belying the more casual nature of the day at a time when days blend into one another. He had a couple of messages – that the government had invested another $40 million in shelters for women facing domestic violence (a particular consideration at a time when people are forced to stay home), and another $10 million for Indigenous women facing violence. He also pointed to $157 million in funds for the homeless, and that the communities where these funds were needed have been identified so funds were now flowing. On the subject of masks and medical devices, Trudeau stated that millions of more masks were expected in the next 48 hours (from the time of said announcement), and that the government had leased a warehouse in China to help coordinate the acquisition of these masks and supplies while they charter flights to carry them to Canada. Trudeau also noted that he would be speaking to his American counterpart in the coming days about the issue of masks and so on.

For her own presser, Dr. Theresa Tam reiterated yet again that these models that reporters keep demanding are not crystal balls, that they are not real numbers, that they aren’t predictions, and that they are highly sensitive to what is happening right now. But that hasn’t stopped the framing by reporters that these are hard data, and that they are indicative of anything in particular. And while here is an attempt to nuance the models Ontario released on Friday, but it’s one print article when TV reporters and headlines are framing it as disaster porn (and getting self-righteous about it).

Roundup: Addressing the vulnerable

For his Sunday presser, prime minister Justin Trudeau – once again tieless – made a couple of minor announcements, all related to the vulnerable. He again spoke directly to kids, and said that they were investing more in Kids Help Phone to hire more counsellors because it can be stressful for many to be trapped at home; and then for seniors facing isolation, he spoke about new investments in the New Horizons for Seniors programme. During the Q&A, he also said that he was concerned about how Correctional Services was protecting inmates from COVID-19 and that more announcements were coming, and acknowledged that there were worst-case scenario preparations being made regarding turning hotels, convention centres and arenas into possible field hospitals. He also said that the personal protective equipment arriving from China would be tested to ensure that it met standards, after concerns that equipment sent to the Netherlands didn’t. Finally, he also stated that he would continue to self-isolate for the end of the two-weeks since his wife was symptomatic, while also stating that she has taken the children to the official residence at Harrington Lake now that she’s had a clean bill of health.

During the ministerial presser afterward, Ahmed Hussen spoke about other supports for the charitable sector that they were rolling out, while Dr. Theresa Tam said that the coming week would be a crucial period to see if the physical distancing measures were having an effect.

Roundup: Tightening the border even more

There was news today from Justin Trudeau in his daily presser (which will happen again today, but I suspect we’ll all be working through the weekends for the foreseeable future), which was not only that the government was working with industry to both increase the capacity at companies which produce medical equipment, and to help other companies retool in order to produce supplies that may be necessary in the near future – something that is akin to a wartime scenario. Trudeau also said that the government had come to an agreement with the United States to essentially suspend the Safe Third Country Agreement, and that for the next 30 days (at which point the agreement sunsets), any irregular border crossers trying to seek asylum in Canada would be returned to the United States.

I have a couple of cynical theories about this move – one of them being that it’s a sop to the Conservatives, who have been crowing about this as other border closures have been taking place. The other theory, which has been put forward by some Washington-based journalists, is that this was in part to offer cover to Donald Trump so that he could take more extreme measures along his southern border. There is also the pragmatist aspect to this – resources are tight with other border closures and screening, so ensuring that there are enough people to man the irregular crossings like Roxham Road, where asylum claimants need to be processed, screened, and now isolated in a federal facility for two weeks, was likely going to stress their resources and capacity. The flip-side of this, however, is that it pushes more people to unmonitored crossings that are further afield, especially now that the weather is warming up, and if they cross there, they won’t be screened and won’t be tracked by public health authorities, and could easily become new vectors for infection – essentially making the government damned if they do, damned if they don’t. The humanitarian aspect of this decision is also a pretty big deal, and does damage to our international reputation, but in this time of crisis, I’m not sure how much anyone is thinking of that, and if it makes it seem like they’re taking action – even if it’s one that will inevitably have more negative consequences than positive ones – then that may be the trade-off for other political considerations at this point in time.

Roundup: Suspension, and abrogation

In a week where the news was coming at you like a firehose, Friday was possibly triple that. I literally sent from one press conference to another for a period of five hours. But to start the day off was the news that the House of Commons was indeed going to be suspended for five weeks (really only the loss of two sitting weeks), and they had arranged to complete passage of the New NAFTA implementation bill first thing, which was fine, because they were already on the last scheduled day of debate and the Senate had already done pre-study. What was a problem was the fact that they proposed two – two! – supply bills worth tens of billions of dollars and rammed them through both houses at all stages with zero debate and zero scrutiny, because the House leaders came to an agreement on them. And while absolutely everyone fell all over themselves to talk about how great it was that the parties all came together to ensure that they acted responsibly in suspending parliament (though I think it was premature), the business of supply is the whole gods damned purpose of Parliament. Instead of it being taken seriously, they rolled over on it, and rammed it through, along with another bill to give the government any additional spending authority it needs without parliamentary oversight for the duration of the suspension. Oh, but don’t worry – they’ve ensured that the Auditor General will keep an eye on things after the money has already been spent. Good job on ensuring that the barn door closes after the horses bolt, guys. You’ve totally got the whole gods damned point of Parliament down pat. There were far better options than a wholesale suspension and abrogation of the fundamental responsibility of parliamentarians, but that’s where we are. You get the slowest of slow claps for this particular move.

From then on, it was one after another. Chrystia Freeland and several ministers held a press conference to announce further measures, such as cautioning against all foreign travel, news that they were going to ensure that all international travellers were routed through a smaller number of airports in order to maximize the available resources of CBSA, and the suspension of cruise ship season. Then Justin Trudeau held a presser from outside of Rideau Cottage to update his own situation and to reiterate some of the same messages that were just delivered. And then Bill Morneau, the Governor of the Bank of Canada, and the Superintendent of Financial Institutions held a joint press conference to talk about immediate economic stimulus – including another surprise fifty-point basis cut from the key interest rate – and the promise of yet more fiscal measures to come next week (because they are likely operating flat out and need the weekend to pull the details together). Oh, and the budget date has been postponed until sometime after Parliament resumes, whenever that may be.

Meanwhile, Colby Cosh says that while we’re still awaiting the full impact of COVID-19, the rapid pace of technological development means that this could be the last major global pandemic. Chris Selley cautions about feeling too smug about our healthcare system under the current circumstances. Kevin Carmichael walks through some of the fiscal and monetary measures announced today, and offers thanks to the Bank of Canada for being the rock that Morneau and Trudeau have not been. Heather Scoffield is impressed by the coordination between Morneau, the Bank of Canada and OSFI in staving off “economic hibernation,” and hopes for similar cooperation in combatting COVID-19. Economists Armine Yalnizyan and Jennifer Robson have some suggestions for how to help workers affected by the COVID-19 outbreak. QP: The fiscal firepower is there

Monday, and major news happening regarding the country’s economic fortunes, but most of the party leaders were absent — Justin Trudeau returning from an event in Toronto, and Andrew Scheer elsewhere. That left Leona Alleslev go lead off, worrying that the country was hurtling toward recession as the stock market crashes before COVID-19. Chrystia Freeland assured her that the government had the fiscal firepower to withstand any downturn and would have measures to help people affected by the virus. Alleslev falsely stated that the economy was grinding to a halt, and concern trolled about Berkshire Hathaway pulling out of a Quebec LNG project, to which Freeland assured her that the government supports the resource sector and that planned projects and those under construction were up from the previous year. Alleslev tried one more time to rail about the state of the economy, and with a very measured tone, Freeland warned her against cheap partisan shots. Gérard Deltell stood up next to repeat the question about the Quebec LNG project, and Freeland repeated that they supported resource projects and there was record private sector investment. Deltell tried again, tying in the rail blockades, but Freeland was undaunted and repeated her response. Alain Therrien led off for the Bloc, and he demanded compensation for the “collateral victims” of the railway crisis, to which a Freeland read that while the blockades did cause problems, they needed to find a lasting solution to the problem through dialogue, and that’s what they’ve been doing. Therrien demanded the government take harder actions at the border regarding COVID-19, to which Freeland explained that there is a global approach, and that they were doing everything in their power to protect Canadians. Jagmeet Singh was up next and demanded help for a Canadians who need to self-isolate, to which Freeland listed EI measures they have taken, and that they are preparing further measures. Singh then falsely claimed that the government cut healthcare to provinces, for which Freeland regaled the House with her visit to Sunnybrook Hospital in Toronto, and that they were coordinating bulk supply purchases with the provinces.

Roundup: A failed attempt at fundamental reform

Fair warning that this is going to be super wonky and a dive into parliamentary nerdery, but it’s important to how our democracy functions. It seems that the government’s attempt to better reconcile our budget cycle and Estimates process has been declared a failure, and the deeply flawed system that has grown up over a number of years has once again returned, and that’s a huge disappointment because it was an important change that they were attempting.

Part of the problem here is that we don’t have a fixed budget date, but the Estimates cycle operates by a fixed calendar. What this has tended to mean is that the budget can be pushed back after the Main Estimates, which means that all of the spending that Parliament is supposed to approve winds up being reflective of the previous year’s budget, and then it’s up to the Supplementary Estimates later in the year to update the spending to what was in this year’s budget – a system that makes it difficult if not impossible to track spending, particularly as the accounting used in the Public Accounts at the end of the fiscal year is different still from both the budget and Estimates. If Parliament’s key function is to study these spending plans and expenditures and hold the government to account over them, it is a nigh-impossible task (which is one more reason why MPs have given up on doing it, and simply turned it over to the Parliamentary Budget Officer, which is a Very Bad Thing). It was Scott Brison’s pet project when he was at Treasury Board to try and better align these cycles, but that was easier said than done, particularly given some of the sclerotic processes within our civil service, and their attempt to try and get some money out the door faster with a $7 billion fund (derided by the Conservatives as a “slush fund” despite there being a list of approved items that accompanied it) never wound up actually working, and much of that money went unspent even though it was supposed to mean things happened faster. It’s a failure all around – both with this government and within the broader civil service.

I am hoping that the Liberals have taken what lessons they can from this and take more steps to rectify some of the problems, including assigning a fixed budget date so that the civil service can adjust their own cycles and processes to reflect this and the Estimates cycle can then reflect what is in the budget (and aligning the Public Accounts with these cycles would also help). This is at the very heart of how our parliament is supposed to operate, and if we can’t get this right, it’s a very, very bad sign for the health of our system.
