QP: Angry Mulcair’s grand soliloquies

The benches nearly full after morning caucus meetings, QP started off with Thomas Mulcair asking about the PM’s indication from the UK that he has access to the $90,000 but was simply refusing to turn it over. James Moore, the designated back-up PM du jour, said that it wasn’t the case and that the PM simply indicated that there was an independent process underway. Mulcair asked the same again in English, returning to his old habit of grand soliloquies being read from his desk, while Conservative MPs made grizzly bear noises. For his final question, he asked about Van Loan’s chief of staff being part of the committee looking into replacing the Parliamentary Budget Officer. Van Loan insisted that this process was the same as the one that selected Kevin Page. Peggy Nash carried on the very same line of questioning, and Van Loan and Tony Clement gave the same answers in reply. Justin Trudeau was up next for the Liberals and asked a series of unanswered questions that still surrounded the Wright-Duffy affair. James Moore stood up and talked about passing S-2 on Aboriginal property rights and the great job numbers. When Trudeau pressed, Moore said that the questions had already been answered and took a number of gratuitous swipes instead.

Roundup: Vehemently denying the existence of a secret fund

The Conservatives are vehemently denying that there is a “secret” party fund in the PMO as CBC has reported – that there is only one party fund, and that the party uses it to reimburse the Prime Minister’s expenses when he engages in party business. Thomas Mulcair himself decided to show up for the first question in Friday QP – something he has never done – as a kind of stunt to impress upon the public as to just how big of an issue this “secret fund” is, even though party funds are not government operations and therefore not the domain of QP. (CBC is standing by their story, for the record). In fact, all parties pay for their leaders’ partisan activities, yet questions remain as to whether or not Nigel Wright had access to it as Chief of Staff. Senator Hugh Segal, who was Prime Minister Brian Mulroney’s Chief of Staff between 1992 and 1993, said that in his day, they would simply bill the Fund or the Party for the expenses, not draw the funds directly.

Roundup: Treating LeBreton with justifiable suspicion

As expected, Marjorie LeBreton tabled her motion to call in the Auditor General to conduct a “comprehensive audit” of the Senate and senators’ expenses. So far so good. The Liberal senators said that sure they’d support it – when it comes up for debate. You see, the Senate rules say that motions need 24 hours before they can be debated unless they get unanimous consent to bypass said rule – and the Liberals weren’t going to give it, because they wanted time to study said motion. It’s pretty vague, and nobody knows what a “comprehensive” audit entails, or even if the AG’s office is able to handle it. But oh, the Conservatives cried – the Liberals are trying to block it! Um, no – they’re just following the rules, and they’re justifiably suspicious of anytime LeBreton tries to push things through with unanimous consent – like the Duffy audit report. Turns out it was hiding all kinds of goodies that the media ferreted out, and that report got sent back to the committee in that rather exciting evening when Duffy got tossed under a bus. Had LeBreton gotten her way and passed the reports unanimously in one fell swoop, well, that may not have happened. Senator Cowan, the Liberal Senate leader, is also concerned that LeBreton is trying to use the AG as another distraction from the ClusterDuff questions, since none of their new rules or the AG would have stopped the whole issue of Wright writing the cheque to Duffy in the first place. Roundup: The utterly shameless Senator Duffy

The ClusterDuff exploded yet again yesterday with new revelations – this time a series of emails from July of 2009, when Senator Duffy was trying to lobby for a) a cabinet post as a minister-without-portfolio and b) compensation for an “increased role” within the party, mostly to do with fundraising activities that he was trying to find some way of making additional money off of. This was about six months into Duffy’s time in the Senate, and paints a picture of just how shameless and entitled he has been in his role as a Senator, especially as there was no way he would get a cabinet post as there is already a minister from PEI, and to get a post to simply do fundraising for the party is antithetical to the role of a minister of the Crown. He was also apparently cautioned with his travel expenses, but it keeps going back to the point of wow – he really is that shameless. On Power & Politics, John Ivison speculated that the leak of these emails came from PMO in a pre-emptive attack against any dirt that Duffy himself tries to dish out as he fights back, but it’s hard to get past the wow factor of just the sheer brazenness of it all. It also puts the focus more on Duffy himself as the problem rather than the Senate as a whole, which is really where the lion’s share of the blame does belong. Michael Den Tandt writes how Harper has lost the credibility to be given the benefit of the doubt when it comes to any of his excuses in this matter. Colby Cosh argues that the attention we’re paying to the ClusterDuff affair is distracting from the real problems facing our country, such as those uncovered in the Federal Court ruling on misleading robocalling. Roundup: Distancing themselves from Duffy

After a powerful QP in the House yesterday, it was an equally exciting evening in the Senate – in particular, the Board of Internal Economy, which was opened to the public for the first time. And it was amazing. While Senate QP was focused on Senator Tkachuk, who was badgered incessantly about his decision to go easy on Senator Mike Duffy in the audit report because he had paid back his expenses (though they didn’t know at the time that it was with funds from Nigel Wright), Tkachuk nevertheless took the chair at the committee. But while there was an expectation that the Conservatives might try to defend or justify their actions, it was almost the opposite. In fact, the Conservatives on that committee, most especially Senators Claude Carignan and Elizabeth Marshall – the Whip and a former Auditor General in Newfoundland – were systematically tearing down all of the various excuses that Duffy had made previously about how it was a temporary assistant who filed improper per diem claims and so on. In fact, the whole committee meeting opened with the Senate Clerk and the financial officers describing that once they started looking at Duffy’s per diem claims, there was a systematic pattern of his claiming per diems for days when he was not in Ottawa and not on Senate business. (It should be noted that the audit didn’t pick this up because it was looking at Duffy’s residence claims, and was checking whether he was in Ottawa or PEI, but when the media began looking at the dates in the audit as compared to campaign claims and other business, this pattern emerged). In fact, the pattern that also emerged was one where Duffy was not only claiming Senate expenses when he was campaigning – which is clearly against the rules – he was also being paid by the campaigns for his appearances, which is clearly “double dipping.”

Roundup: Depressed over the ClusterDuff affair

Oh dear. The Conservative caucus is apparently terribly depressed over the damage done to their brand by the whole ClusterDuff affair, and the way it’s been handled. But as they demonstrated yesterday, it seems that they have decided to go on the offensive rather than to run with the tone of contrition that was struck at the end of last week.

QP: Avoiding celebrating the Charter

After the morning’s caucus meetings, a series of tributes to Rita MacNeil, and the implication that Justin Trudeau somehow supports terrorism, Wednesday QP got underway. As per usual, Thomas Mulcair started off by reading off a series of condemnations against the ministers of immigration and Human Resources for the Temporary Foreign Workers programme, and James Moore, who remained the designated back-up PM du jour, assured Mulcair that they were creating jobs, and reminded him that NDP MPs were also asking for approvals for their riding. Libby Davies was up next, and condemned the decision to end the funding to the Health Council of Canada. Moore assured her that they had increased health transfers to record levels. Justin Trudeau was up, and brought up the adoption of the Charter 31 years ago, asked asked what the government’s plan was to celebrate its anniversary. Moore said that they were big supporters of history — witness the Canadian Museum of History — and then segued to another riposte about asking for temporary foreign workers, this time by Trudeau himself. (As it later turned out, this was a request for a permit for a Chinese cook to work in a *gasp!* Chinese restaurant). Trudeau then mentioned the downgrading of growth forecasts, and brought that around to his consistent point about the new tariff rates impacting middle class Canadians. Moore insisted that the Liberals preferred higher taxes.

Roundup: Interim PBO and the search for a replacement

In a rather surprising announcement at the end of the day yesterday, the government has named the Parliamentary Librarian as the interim Parliamentary Budget Officer until Kevin Page’s replacement can be found. That process is internal to the Library, and Page has expressed concerns that the makeup of the committee charged with the search is being kept secret, but I do get concerned when opposition parties want input into those processes, because it ultimately erodes the accountability for those appointments. Look at the questions surrounding Arthur Porter these days, and how Vic Toews skirts accountability by pointing out that the opposition leaders were consulted on his appointment. That’s why the prerogative power of appointment should rest with the Governor in Council – because it keeps the executive as the sole resting place of accountability. Meanwhile, the job criteria for the next PBO have been posted, and they include qualities like “discreet” and “consensus seeking” – perhaps not too surprising after the battles that Page had with the previous Parliamentary Librarian over his role.

QP: Harper’s vigorous defence of trade

It was another bitterly cold day out in Ottawa, and the Hill was buzzing with news of Senator Brazeau’s arrest and removal from caucus. Thomas Mulcair was off at an event elsewhere, which left it up to Megan Leslie to lead off by asking about the Saskatchewan push-poll, but once again fell into that basic trap of asking about party business and not government operations. Harper reminded her that while the party position was well known, the commission had its work to do. Leslie then turned to the question of Senate ethics, and Brazeau’s arrest. Harper assured her that Brazeau was removed from caucus, and that it was of a personal nature and not with regards to Senate business. Peggy Nash was up next, asking why the government wouldn’t extend Kevin Page’s term until his his successor is chosen — unless they had something to hide in the budget. Clement simply repeated that there was a process in place to find his replacement, and they were respecting that process. For the Liberals, Ralph Goodale was up asking about possible gerrymandering of the Saskatchewan boundaries, to which Harper assured him that the process was underway and included Parliamentary input, before insinuating that Goodale didn’t care about rural communities. Dominic LeBlanc was up for the final question of the round, asking about household debt, for which Shelly Glover read off some good news talking points.

QP: Gleefully calling out leadership candidates

Despite a fall on the ice earlier in the morning, NDP leader Thomas Mulcair was in the House, perhaps a little tender, but ready to take on Harper nevertheless. He began by reading off accusations about the Conservatives’ Saskatchewan push-polling. Apparently it bears reminding that party business is not government operations, and therefore not the domain of Question Period. Harper rejected the accusations, and said that the party explained their actions and the boundary commissions were independent. For his final question, Mulcair wanted assurances that the next budget wouldn’t be another mammoth omnibus bill. Harper skirted around the answer. Peggy Nash carried on with questions about the future budget, to which Shelly Glover assured her that the 2012 budget was focused on jobs and long-term prosperity. For the Liberals, Bob Rae wanted assurances that there would be no partisan legislation to gerrymander the boundaries in Saskatchewan, to which Harper assured him that boundary commissions were independent and that he respected that. For his final question, Rae inquired after press reports that dairy was on the table in the CETA negotiations. Harper assured him that he was committed to protecting supply management, unlike a certain Liberal leadership candidate. *cough*Martha Hall Findlay*cough*
