QP: The Trudeau/Scheer damp squib

A new week, and Justin Trudeau was back in the Commons after a morning at Niagara Falls to do a guest spot on US television, and before his meeting with the visiting president of Chile. After a moment of silence for the victims of the London Bridge attack, Andrew Scheer led off, mini-lectern on desk, asking for an update and reaction to the attack. Trudeau gave condolences to the family of the Canadian woman who died in the attack, and noted that an hour before, he had spoken to Theresa May about the issue an hour before, and then offered his well wishes to Scheer as new leader of the Opposition. Scheer then turned to the Infrastructure Bank, and concerns that it would assume all risks with future projects. Trudeau didn’t really answer, but talked about the need for more infrastructure investments across the country. Scheer insisted it was all about rich friends of the PM, but Trudeau reminded him that they raised taxes on the wealthy to lower taxes on the middle class. Scheer then changed topics to ask about the politicised nomination of Madeleine Meilleur as Language Commissioner and demanded that it be cancelled. Trudeau said that it was important to get the right people for the job, regardless of their political history — a new talking point. Scheer tried again in English, and Trudeau dug in a little more this time, pointing out how politicised the previous government’s appointment process was whereas the current government had created a new process. Alexandre Boulerice led for the NDP, railing that the Infrastructure Bank would necessitate user fees, and Trudeau stuck to points about the need to invest in infrastructure. Daniel Blaikie repeated the question in English, and Trudeau noted that the Federation of Canadian Municipalities was applauding the decision to unlock more capital in that way. Blaikie then turned to the Meilleur nomination, and Trudeau repeated his points about merit-based appointments. Boulerice repeated Blaikie’s question in French, and Trudeau repeated his answer.

QP: A failed gotcha moment

With the PM flying back from Italy, Andrew Scheer was still left waiting for his sparring match with Trudeau despite being fired up on caucus day. Scheer led off, mini-lectern on desk, reading the accusation that the Infrastructure Bank was to be used for buying favours of friends. Amarjeet Sohi responded with his well-worn reply that the Bank would free up capital for communities to spend it on other needs. Scheer worried that taxpayers would be left on the hook when loans couldn’t be repaid, and Sohi assured him that only projects in the public interest would go ahead and that they ensured accountability. Scheer read some more concern about risk and the government co-signing loans for the one percent. Sohi reiterated his previous points. Scheer then switched to French to lament the nomination of Madeleine Meilleur, and Mélanie Joly reiterated her usual points about Meilleur’s qualifications. For his last question, Scheer railed about Karla Homolka being found volunteering at a school, and Ralph Goodall fielded the question, noting the robustness of background checks. Thomas Mulcair was up next, railing about Meilleur and demanding a parliamentary inquiry into her appointment process, and Joly gave her standard reply. When Mulcair insisted that there were too many conflicts of interest, Joly noted that committees are independent, and reiterated previous points. Mulcair then changed topics, and demanded a free vote on adopting the Electoral Reform committee report. Karina Gould said it was surprising that the NDP wanted to adopt the report considering that they didn’t even agree with it. Mulcair then changed to the issue of KPMG, and Diane Lebouthillier noted investments in cracking down on tax evasion.

QP: Scheer’s debut reading

The day after the Conservative leadership results, the seating plan had changed to give front-row seats to most of the failed candidates, with Rona Ambrose to sit next to Scheer for the next few weeks. As well, the PM was still in Rome, and would not be here to spar with Scheer on his first sitting day in the new job. Scheer led off, mini-lectern on desk, and launched into a rant in French about how the previous Trudeau government hurt his generation, and asked a rhetorical question about why the government was hurting Canadians. Bill Morneau first offered congratulations to Scheer for his election, and then reminded him that the economy was on the rebound. Scheer switched to English by reading complaints about people being nickled and dimed, to which Morneau repeated his congratulations in English and the positive economic indicators. When Scheer read questions about hiked taxes, Morneau reminded him that the first thing they did was lower taxes for the middle class. Scheer then changed topics and read a question about one of the surveillance planes in Iraq being withdrawn. Harjit Sajjan noted that Canada increased their contributions, and that rebalancing forces was a constant exercise. Scheer repeated his question in French and got the same answer. Irene Mathyssen was up for the NDP, railing about the Infrastructure Bank as a source of user fees. Amarjeet Sohi assured her the Bank was there to invest in the Infrastructure deficit. Alexandre Boulerice asked again in French, and Sohi reminded him that the Bank would be accountable to Parliament. Boulerice then switched to the question of lifetime pensions for wounded veterans, to which Sajjan insisted that they still planned to implement the pension. Mathyssen asked again in English, and Sajjan repeated that further details would be released later in the year.

Roundup: Crawling to the finish line

It’s finally here! The end of the interminable Conservative leadership contest, and its byzantine rules and its ongoing bastardization of the Westminster system’s actual method of selecting party leaders that ensures accountability. No, we are due for yet another presidentalizing leader who has been campaigning on policy planks inappropriately (that is the grassroots membership’s job), and one who could very well have very little caucus support and all of the associated problems that come with that.

But before we get to that final vote tabulation, here we got with all of the pre-analysis and last-minute profiles. Éric Grenier traces the path to victory for the various Conservative leadership candidates, Andrew Coyne remarks that the lack of star power meant debates over ideas (err, not really). Kevin O’Leary’s campaign chair, Mike Coates, walks us through what happened during those five months and why O’Leary dropping out was the best for all involved. Susan Delacourt wonders if the Conservatives will emerge from their time with an interim leader having learned any lessons that the Liberals took almost a decade in opposition to learn.

And then there are the last-minute analyses of the various candidates. John Ivison notes Bernier’s capacity to come back from a past of blunders, along with the lack of policy from candidates like Scheer and Raitt, and Chong’s playing the role of Cassandra. Chris Selley takes a look at O’Leary and Leitch and notes that there wasn’t an appetite for a Canadian Trump-like figure, while Anne Kingston wonders if Leitch’s campaign didn’t actually reveal true Canadian values, that rejected her particular brand of messaging.

Meanwhile, at the “convention” itself, the Conservatives have decided to be petulant and make Liberal observers pay for tickets rather than follow tradition and allow a small number in, in exchange for similar rights at Liberal Party conventions. (The NDP, incidentally, still got free admission for their observers, proving that complete dickishness is still alive and well in the post-Harper era.) Here’s a look at Maxime Bernier’s riding, which is not as big-C Conservative as people might think. Bernier’s campaign took on some of Kevin O’Leary’s campaign staff, and it cost them a lot more money because of the rates they were being paid. Andrew MacDougall wonders if the Liberals will deploy attack ads against the new leader right away just like the Conservatives did to them.

Roundup: On foreign money in federal elections

Yesterday I mentioned a certain moral panic disguised as “journalism” authored by former Calgary Herald opinion editor Licia Corbella when it came to accusations about foreign money trying to influence the 2015 election. Anyone reading the piece should have clued into the fact that it was a hit-job, from the sympathetic portrayal of Joan Crockatt, the lack of corroborating evidence, the one-sided sources, oh, and the fact that it repeated the canard that the Tides Foundation was some kind of influence clearing house without actually digging into those numbers beyond their top-lines. And too many outlets ran with the story as is on the first day, and really only started to question it yesterday. VICE did a pretty good takedown of the claims, and when some of the other outlets started asking questions about that “report” with the accusations, the excuses for why it couldn’t be produced were…dubious to say the least.

This notion that there is a problem with foreign money influencing elections via third parties is also dubious, and while the Commissioner of Elections said he wanted the legislation tightened during a Senate committee hearing, a former lawyer form Elections Canada disputes some of the Commissioner’s interpretation of the law.

If more people had closely read Corbella’s piece in the first place, I think we could have avoided the pile on of hot takes that swiftly resulted on Monday. As a columnist, Corbella was a known fabulist, which is why this piece of “journalism” should have been treated with utter suspicion from the start.

QP: Woe be Vegreville

With the PM away and Rona Ambrose already gone, the Conservatives surprisingly led with Shannon Stubbs, who railed about the plans to close the Vegreville immigration processing centre, in light of revelations of costs associated. Ralph Goodall took this one, noting the difficulty in filling current vacancies in the centre, and that the new centre in Edmonton would double its capacity. Stubbs angrily insisted that the government had lied about the costs, but Goodale insisted that the issue was capacity. Stubbs accused the government of punishing a small town with a Conservative MP in favour of moving it to a Liberal riding, but Goodale stood firm. Gérard Deltell got up next and railed about the government cutting tax credits, to which Scott Brison reminded him that their tax measures helped those who needed it the most. Deltell tried again, railing about the transit tax credit loss (seriously, it was bad policy no matter which way you slice it), and Brison listed the good economic news since the Liberals took power. Thomas Mulcair was up next, and in French, concerned trolled that Bardish Chagger wasn’t up to picking a new Ethics Commissioner. Chagger reminded him of the open and transparent process in place. Mulcair switched to English and wondered what the Liberals would think if Stephen Harper called on Paul Calandra to choose a new Commissioner, but Chagger repeated her answer. Mulcair then turned to the issue of the Official Languages Commissioner, and wondered in what role Gerald Butts communicated with Madeleine Meilleur before her appointment. Joly noted that candidates were vetted and interviewed after a rigorous process and that she spoke with other parties who agreed that she had credentials. Mulcair tried again in French, and got the same answer.

Roundup: Not all omnibus bills are abusive

As if we needed another excuse for the opposition to blow their collective gaskets, the Liberal budget implementation bill clocks in at around 300 pages, and touches on several different Acts. In other words, it’s an omnibus bill.

“Oh!” They cry. “You promised you wouldn’t use them.”

Err, they promised not to abuse them, and in fact were careful in their language so as to not promise that they would never be used, because anyone who knows a thing or two about the legislative process knows that sometimes omnibus bills are necessary, particularly when it comes to housekeeping bills that clean up language across several acts, for example. What separates a proper omnibus bills from abusive ones are the fact that they are around a common theme, and can be studied by a single committee. This is where the Harper bills failed the test – while they claimed that they were under a single theme (i.e. implementing programmes mentioned in the budget), they touched on all manner of subjects that were not all under the purview of the finance committee, and this is really the key. When they put in sections that rewrote the entire environmental assessment legislation – under the dubious rubric of doing it for the sake of stimulating resource projects and thereby the economy, this was not something that the finance committee could necessarily study, and certainly not when the hundreds of pages and tight time-allocated timelines meant no time to do proper study of the various and sundry provisions. That is abusive.

From everything I’ve seen of this new budget implementation bill, it certainly looks like everything is all related to fiscal matters and would be under the purview of the finance committee to study. Yes, it’s 300 pages, which shouldn’t be the determining factor, and this is more about the opposition torqueing the issue in order to make it look like the government was breaking a promise when in fact they’re not included the kitchen sink into the bills in order to bully them through with as little scrutiny as possible.

What disturbs me more is the fact that like prorogation, “omnibus” is becoming a dirty word because the previous government took it upon themselves to abuse the practice, while my media colleagues haven’t done enough to disabuse the notion that just because a practice has been abused that it’s not actually illegitimate in and of itself. Prorogation is a routine practice for breaking up a legislative session and hitting the reset button in terms of plans and priorities, while omnibus bills have their uses (as we’ve already established). Just because Stephen Harper abused them to his own ends – which is party didn’t seem to be railing about as they are with this current omnibus bill – it doesn’t mean they’re all bad. This shouldn’t be rocket science, and yet, civic illiteracy is rapidly determining the narrative.

QP: Proto-PMQs, take two

Question Period was late today, due to Malala Yousafzai’s address to parliament, and was the only item on the Order Paper for the day. Meanwhile, not all leaders bothered to show up either. Rona Ambrose led off, mini-lectern on desk, lamenting new taxes and the plan to increase user fees in the budget bill. Justin Trudeau insisted that they were proud of their choices and the ways they are helping the middle class. Ambrose spun the question as taxing time-off, and Trudeau responded by praising their decision to offer free passes to national parks this year. Ambrose spun it about camping — as those fees are going up — but Trudeau reiterated his response. Ambrose then asked whether the government planned to pass her bill on sexual assault training for judges, and Trudeau noted his support for survivors, but he also respects Parliament and the work of committees, and he looked forward to those discussions. Ambrose pressed, and Trudeau noted that it was important that they appointed more women to the bench, which they were doing. Alexandre Boulerice led off for the Liberals, railing about the omnibus nature of the budget implementation bill. Trudeau insisted that it was not an abuse of omnibus legislation, all items were included in the budget. Nathan Cullen repeated the question in English, got much the same response, then Cullen railed about the provisions around the PBO. Trudeau noted that it would make him a full Officer of Parliament with greater independence. Boulerice repeated it in French, and got much the same answer.

Roundup: A ham-fisted trap for the Senate

While Government Leader in the Senate – err, “Government Representative” Senator Peter Harder continues his tour of sympathetic media (the latest being the CBC), crying about how the Conservatives are holding government legislation “hostage” and how he needs to have the rules of the Senate changed, he and his team have been doing everything they can to destroy what collegiality exists with the Senate through ham-fisted procedural moves of their own.

The bill in question is C-4, which is the stated repeal of anti-union bills passed by the Conservatives in the previous parliament, and naturally they would be putting up a fight, tooth-and-nail, to keep their old legislation. Not surprising, but also a doomed fight. The bill was on track to pass the Senate this week, when Harder’s deputy, Senator Bellemare, announced that they would be calling a vote on it before Thursday, claiming that they had the support of all senators to do so, when in fact they didn’t. Reminder: the bill was on track to pass, as the Conservatives had exhausted their abilities to delay it. By pulling this manoeuvre, Bellemare basically sabotaged the working relationship between the caucuses in order to maybe shave a day or two from the bill. Maybe. Rather than letting it go through, she (and by extension Harder) turn it into a fight over procedure and sour feelings. Why? So that they can turn around and whine some more to the media that the political caucuses in the Senate are not working with them and are being obstructionist, therefore “proving” that they need these proposed rule changes that Harder wants. Harder, meanwhile, gets to look like he’s the victim and just trying to be reasonable when he’s the one who hasn’t been negotiating with the other caucuses this whole time.

What gets me is just how obvious he’s being about it. Well, obvious to someone who knows what’s going on in the Senate, but most people don’t, and he’s keen to exploit the fact that the general public – and indeed most journalists – aren’t paying attention, and he can use that to his advantage. None of their actions make sense if they actually wanted a working relationship with other senators and to try and get those bills they’re suddenly so concerned with (despite the fact that they have done nothing so far to try and move them along), which makes it all the plainer to see that this latest effort has nothing to do with trying to get bills passed in the Senate, and more to do with changing the rules in order to advantage his position.

Senate QP: Morneau talks growth

After a length delay owing to a snap vote in the Commons, Senate QP finally got underway with special guest star, finance minister Bill Morneau. Senator Smith led off, worrying that for an “innovation budget,” it wasn’t doing enough for promoting business investment I order to promote innovation. Morneau responded by reminding Smith that the fundamental challenge they were trying to address was slow growth, and noted that the reduction of unemployment was a sign that their plan was working, creating a level of optimism that would attract future growth. Smith insisted that they should be lowering taxes and giving an EI break for hiring younger people, but Morneau wasn’t sold on Smith’s logic, pointing out flaws with this argument around corporate tax rates and said that they were on track for a higher level of growth.
